ON THE TRANSFER OF HOTELS AND LODGES OF MINISTRIES, SECTORS, ASSOCIATIONS, AND PROVINCE AND CITY PEOPLE'S COMMITTEES UNDER THE CENTRAL GOVERNMENT TO TOURISM HOTEL BUSINESS 

PRIME MINISTER

Pursuant to the Government Organization Law dated September 30, 1992;

To reform management and development of tourism, to implement Resolution No. 45/CP dated June 22, 1993 of the Government,

DECISION:

Clause 4 of Article 6Now transfer hotels and lodges of ministries, sectors, associations, and of provincial and city people's committees under the central government that meet the conditions for hotel business operations into tourism hotels. These hotels will operate according to the current enterprise mechanism and be subject to state management by the tourism sector.

12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentThe General Administration of Tourism, together with the Ministry of Construction, shall review and assess the number of hotels and lodges, classify those hotels and lodges that currently meet the conditions for business operations, and identify those hotels and lodges that require investment for renovation and upgrading to meet business conditions. The Ministry of Finance shall promptly re-evaluate the fixed assets and working capital of these hotels and lodges before they commence business accounting.

Article 3. The General Administration of Tourism, the Ministry of Construction, and the Ministry of Finance shall be responsible for providing detailed guidance on the implementation of this Decision.

Article 4. This Decision takes effect from the date of issuance. Any previous regulations contrary to this Decision are hereby abolished.

The Director of the General Administration of Tourism, the Ministers of the Ministries, the Heads of ministerial-level agencies and agencies under the Government, associations, and the Chairpersons of the People's Committees of provinces and centrally governed cities are responsible for implementing this Decision.
