DECISION:
Article 1. Issued together with this Decision is the "Regulation on Recognizing Specialized Classrooms in Secondary Schools Meeting National Standards".
Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette. Any provisions contrary to this Decision shall be abolished.
Article 3. The Heads of the Office, Directors of Departments of Secondary Education, heads of units related to the Ministry of Education and Training, Chairpersons of Provincial People's Committees, and Municipal People's Committees under the Central Government, and Directors of Departments of Education and Training are responsible for implementing this Decision.

PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation and Applicability.
This Regulation sets out the criteria and procedures for recognizing specialized classrooms meeting national standards in public and private secondary schools within the national education system.
Article 2. Definition of Specialized Classroom.
Clause 1. A specialized classroom is a classroom equipped with a teaching equipment system specific to the subject and audiovisual equipment installed appropriately for the subject to facilitate convenient use by teachers and students, ensuring educational quality.
Clause 2. A laboratory for practical subjects is equipped and used like a specialized classroom.
Chapter II
FIRST STANDARD: ON INFRASTRUCTURE
Article 3. Specialized Classroom
Clause 1. The specialized classroom must be designed according to the standards set by the Ministry of Education and Training. Desks and chairs in the room must be specialized types suitable for the age group of each grade level and subject, sufficient in number for each class. There must be a writing board as prescribed.
Clause 2. There must be a stable power supply and adequate lighting for students (meeting the lighting standards set by the Ministry of Health).
Clause 3. Water supply facilities must be installed at different positions according to the specific design of each subject. Chemistry classrooms must have additional fume hoods and a chemical waste treatment system after experiments.
Clause 4. Each room must have a wall-mounted glass cabinet for storing frequently used teaching equipment during lessons.
Clause 5. Audiovisual systems must be installed on the teacher's desk and in appropriate locations. Pictures of prominent figures in the field must be hung in prominent places in the specialized classroom.
Clause 6. There must be windows with proper ventilation in summer and windproofing in winter.
Clause 7. There must be a room for storing and preparing experimental and practical equipment adjacent to the classroom.
Clause 8. There must be a wastewater treatment system complying with environmental protection regulations.
Clause 9. There must be moisture-proofing, pest control, fire prevention, and explosion protection measures. Air conditioning, vacuum cleaners, and dehumidifiers should gradually be provided to improve the preservation and use of equipment.
Article 4. Number of subject classrooms
1. Calculation of the number of subject classrooms for each subject: the total number of class hours of the subject in all grades and classes in a week divided by 30 (rounding off to the nearest whole number).
n = T : 30 (n: number of subject classrooms, T: Total number of class hours per week).
2. Subject classrooms:
Under current conditions and over the next ten years, schools need to have subject classrooms.
- Physics, Chemistry, Biology.
- Literature, History, Geography, Music, Fine Arts.
- Mathematics, Computer Science, Foreign Languages, Technology.
- Traditional room, Multi-purpose hall (Physical Education), school health room.
3. Traditional room, Multi-purpose hall (Physical Education), school health room, these rooms operate according to the guidelines of the Ministry of Education and Training.
4. Minimum area of subject classrooms:
- Physics, Chemistry, Biology, Technology: from 1.65 to 1.80 m2/ student (excluding preparation area).
- Theoretical subject classrooms and foreign language classrooms: from 1.45 to 1.50 m2/ student.
- Computer science classroom: from 2.00 to 2.50 m2/ student.
- Preparation room: from 16 to 24 m2/room.
Article 5. Teaching equipment
1. Must ensure sufficient teaching equipment for each subject according to the minimum teaching equipment list issued by the Ministry of Education and Training.
2. There must be a guide on how to use specialized equipment.
3. In addition to the specified teaching equipment, each year must supplement self-made teaching equipment by subject teachers and students. Schools with the necessary conditions may equip additional sets of equipment beyond the prescribed standard according to the minimum teaching equipment list of the Ministry of Education and Training.
Chapter III
SECOND STANDARD: ON DUTIES
OF RESPONSIBLE STAFF
Article 6. Duties of responsible staff
1. Responsible staff of subject classrooms have the duty to prepare teaching equipment according to the school's teaching plan, guide and assist students in using the equipment.
2. Monthly, responsible staff of subject classrooms must have a plan to check all equipment in the room for maintenance.
3. All lists of teaching equipment must be recorded, described, classified, and systematically arranged according to the subject curriculum.
4. Each year, responsible staff of subject classrooms must receive training in their field.
5. Part-time teachers also have duties and receive training in their field like responsible staff of subject classrooms.
Chapter IV
THIRD STANDARD: ON ORGANIZATION AND ACTIVITIES
Article 7. Organization
1. The principal of the school assigns a school leader to directly oversee teaching equipment work and direct the activities of subject classrooms.
2. The head of the specialized department is the person directly monitoring the activities of subject classrooms and reporting to the school leadership.
3. Based on Circular No. 22/2004/TT-BGD&ĐT dated July 28, 2004 guiding the types of teachers, staff, and personnel at general education schools, subject classrooms must have dedicated staff or part-time teachers with expertise in practical experiments according to the subjects they are responsible for.
a) For secondary schools not participating in pilot programs, continue to implement Decision No. 243/CP.
Secondary schools: 01 person
Senior High School:
- Schools with up to 18 classes: 01 person.
- Schools with 19 classes or more: 02 persons.
b) For secondary schools and general secondary schools participating in pilot programs, follow Circular No. 26/2004/TT-BGD&ĐT dated August 10, 2004.
- General secondary schools implementing pilot program with divisional tracks, first-class technical high schools are allocated 02 persons.
- General secondary schools implementing pilot program with divisional tracks, second-class and third-class technical high schools are allocated 01 person.
4. When there is no dedicated staff, each subject classroom must be assigned a part-time teacher.
Article 8. Activities of subject classrooms.
1. Subject classrooms operate according to the school schedule of general education schools. Specific plans are based on the timetable of the school.
2. The content of activities in subject classrooms must ensure the number of periods prescribed for each subject at general education schools.
3. Ensure the demonstration experiments of teachers and student laboratory practices in subjects that require experiments.
4. There must be rules and a regular schedule for the operation of subject classrooms.
Chapter V
STANDARD FOUR: MANAGEMENT OF SUBJECT CLASSROOMS
Article 9. Storage
1. There must be a system of registers for managing subject classrooms, with files and records tracking the entry and use of equipment in the classroom.
2. Teaching aids in subject classrooms must be strictly managed and regularly maintained to ensure long-term convenient use.
3. Specialized staff, teachers, and students must comply with the rules of the subject classroom. Subject teachers are responsible for maintaining teaching aids when using them in the subject classroom.
4. When there are unexpected malfunctions with teaching aids, they need to be repaired immediately to promptly serve teaching activities.
Article 10. Inventory and Liquidation
1. At the end of each semester or in case of unexpected incidents (natural disasters...) or when there is a change in management personnel, the person in charge of the subject classroom together with the subject teacher will conduct an inventory of the subject classroom.
2. The head of the specialized department compiles a list of equipment in the subject classroom that needs to be liquidated and supplements missing equipment to meet requirements, then reports to the School Principal.
3. Annually, the School Principal establishes a team to conduct an inventory of the subject classroom in accordance with the state's asset inventory regulations.
Chapter VI
NATIONAL STANDARDS FOR SUBJECT CLASSROOMS AND RECOGNITION PROCEDURES
AND THE RECOGNITION PROCESS
Article 11. National standards for subject classrooms.
National standards for subject classrooms: are those subject classrooms that fully meet the four standards set out in Chapters II, III, IV, and V.
Article 12. Recognition procedures for national standard subject classrooms.
1. The School Management Board bases its self-assessment and requests direct management authorities to inspect (middle schools request the District or County Education Department, high schools request the Provincial Education Department).
2. The direct educational management authority of the general education school conducts inspections and reviews to request the Provincial Education Department to conduct recognition inspections.
3. The Provincial Education Department bases its recognition inspection on the file.
Inspection team members include representatives from relevant functional agencies designated by the Director of the Provincial Education Department (Professional Departments, Educational Equipment Company, Organizational Department...).
Article 13. Content of recognition inspection and inspection file.
1. Content of the inspection team's inspection:
- Listening to the report of the requesting unit.
- Inspecting and comparing each standard, conducting practical surveys in the subject classroom.
- Preparing the inspection record and conclusion.
- Recommendations of the inspection team regarding the recognition or non-recognition of the subject classroom.
2. The inspection file includes:
- Report of the requesting unit on the construction and operation of subject classrooms.
- Inspection record according to the four standards by the inspection team.
- Petition of the direct management agency to the Provincial Education Department.
Article 14. Implementation
1. The Secondary Education Department leads and coordinates with relevant departments based on assigned tasks to assist the Minister in guiding and directing the Provincial Education Departments to implement.
2. The Institute of Education Strategy and Programs leads and coordinates with relevant departments to research and propose appropriate teaching aids for each level of secondary education curriculum and textbooks.
3. The School Design Research Institute leads and coordinates with the Secondary Education Department to study and design technical criteria for subject classrooms suitable for the requirements of general education reform, to be submitted to the Ministry of Education and Training for issuance.
4. Annually, the Provincial Education Department develops a plan and directs the construction of subject classrooms and reports to the Ministry of Education and Training on the local situation and results of subject classroom construction./.
