STATUTORY GOVERNOR OF THE STATE BANK OF VIETNAM

Pursuant to the Law on the State Bank of Vietnam 1997 and the Law Amending and Supplementing Certain Provisions of the Law on the State Bank of Vietnam 2003;

Pursuant to Decree No. 96/2008/NĐ-CP dated August 26, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the State Bank of Vietnam;

Pursuant to Decree No. 07/2006/NĐ-CP dated January 10, 2006 of the Government on the Financial System of the State Bank of Vietnam;

Based on the proposal of the Director of the Finance and Accounting Department,

DECISION:

Article 1. The Accounting and Fixed Asset Ledger System, Tools, and Materials for the State Bank of Vietnam are hereby issued along with this Decision.

Article 2. This Decision takes effect from January 1, 2009 and replaces Decision No. 1407/2001/QĐ-NHNN dated November 12, 2001 of the Governor of the State Bank of Vietnam on the Management, Usage, and Accounting Ledger System for Fixed Assets, Tools, and Materials of the State Bank of Vietnam.

Article 3. The Heads of the Office, the Director of the Finance and Accounting Department, the Director of the Internal Audit Department, the Director of the Information Technology Department, and the Heads of units under the State Bank of Vietnam are responsible for implementing this Decision./.

ACCOUNTING LEDGER SYSTEM FOR FIXED ASSETS, TOOLS, AND MATERIALS OF THE STATE BANK OF VIETNAM

(Issued pursuant to Decision No. 32/2008/QĐ-NHNN

dated December 3, 2008 of the Governor of the State Bank of Vietnam)

This system regulates the accounting ledger (hereinafter referred to as the ledger or accounting) of fixed assets (FA), tools, and materials at units under the State Bank of Vietnam (SBV).

 

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

Thông tư này quy định chi tiết khoản 4 Điều 38 Luật Thủy sản số 18/2017/QH14 đã được sửa đổi, bổ sung tại điểm c khoản 21 Điều 14 Luật số 146/2025/QH15.

The accounting ledger process for the formation of assets for construction projects and non-repayable aid projects (during project implementation) within the SBV system is not within the scope of this system's regulation.

The entities subject to this system are the Finance and Accounting Department, the Administrative Bureau, the Trading Branch, the Representative Office in Ho Chi Minh City, the Information Technology Department, the Issue and Treasury Department, the Provincial Information Technology Sub-department, the Provincial Issue and Treasury Sub-department, SBV branches in provinces and centrally-administered cities, and units conducting ledgers on the SBV accounting system (hereinafter collectively referred to as SBV units).

1. FA supply units are SBV units assigned the task of purchasing and supplying specialized FA to SBV units according to the Governor of the SBV's regulations.

Article 2. Interpretation of Terms

2. FA receiving units are SBV units that accept FA from FA supply units.

3. Direct payment units are SBV units that conduct direct payments through the electronic funds transfer system or interbank electronic funds transfer with the Finance and Accounting Department.

4. Indirect payment units are SBV units that have payment relationships through account 591 - Other Payments between SBV units and the Finance and Accounting Department.

Provisions on Depreciation of Fixed Assets

Article 3. 1. Principles of Depreciation of Fixed Assets

Fixed assets of the SBV are depreciated according to the regulations of the Ministry of Finance for enterprises.

2. Methods of Depreciation of Fixed Assets

Fixed assets of the SBV are depreciated using the straight-line method as follows:

- Determine the average annual depreciation rate of fixed assets by dividing the original cost of the fixed asset by its useful life in years.

- The monthly depreciation rate of fixed assets is calculated by dividing the average annual depreciation rate by twelve months.

- In cases where the useful life or original cost of fixed assets changes, SBV units must recalculate the average depreciation rate of fixed assets by dividing the remaining book value by the recalculated useful life or remaining useful life (determined as the difference between the useful life specified in Appendix 01 issued together with this system minus the time already used) of the fixed asset.

- The depreciation amount for the final year of the useful life of the fixed asset is determined as the difference between the original cost of the fixed asset and the cumulative depreciation up to the year before the final year of the fixed asset.

3. Useful Life of Fixed Assets

- For new fixed assets (not yet used), the useful life of fixed assets serving as the basis for depreciation at the SBV is specified in Appendix 01 issued together with this system.

- For used fixed assets, the useful life of fixed assets is determined as follows:

Where: The fair value of the fixed asset is the actual purchase price or exchange price (in case of purchase or exchange), the remaining value of the fixed asset (in case of allocation or transfer), the value assessed by the Valuation Committee (in case of gift or donation)...

In which: The reasonable value of fixed assets is the actual purchase price or exchange price (in the case of purchase or exchange), the remaining value of the fixed assets (in the case of allocation or transfer), the valuation value according to the Appraisal Board (in the case of gift or donation)...

Chapter II

ACCOUNTING FOR FIXED ASSETS

Article 4. Accounts and Accounting Documents

1. Accounting Accounts

Fixed Assets Accounting uses the main accounts as follows:

- Account 301 - Tangible Fixed Assets

- Account 302 - Intangible Fixed Assets

- Account 3051 - Depreciation of Tangible Fixed Assets

- Account 3052 - Depreciation of Intangible Fixed Assets

- Account 321 - Purchase of Fixed Assets

- Account 602 - Capital for Basic Construction Investment and Purchase of Fixed Assets

- Account 841 - Basic Depreciation of Fixed Assets

- Account 9913 - Leased Assets (detailed account: Leased Fixed Assets)

The contents, nature, and structure of these accounts shall be implemented according to specific provisions in the Accounting Chart of State Bank of Vietnam.

Article 5. Accounting for Fixed Assets Purchased by the Unit

1. Accounting for Fixed Assets Purchased by Direct Payment Units

- Within the approved budget, the unit purchases Fixed Assets. Based on valid purchase documents, the accountant records:

- Based on the settlement documents for purchasing Fixed Assets approved by the competent authority, the accountant records the entry of Fixed Assets at the approved settlement value:

2. Accounting for Fixed Assets Purchased by Indirect Payment Units

2.1. In the case where the Financial and Accounting Department transfers provisional funds according to the approved budget for the unit to purchase Fixed Assets

a) Accounting at the Financial and Accounting Department

- Provisional fund transfer for purchasing Fixed Assets:

Based on the approved budget, the accountant prepares the transfer document for provisional funds to the unit to purchase Fixed Assets through the Trading Center or the State Bank branch where the unit has an account, recording:

Based on the approval of the settlement documents, the payment notice of the amount of provisional funds transferred to the unit purchasing Fixed Assets by the Trading Center or State Bank branch where the unit has an account, matching the approved settlement amount, the accountant records:

The unit purchasing Fixed Assets temporarily applies provisional funds at the Trading Center or State Bank branch where the unit has an account according to the progress approved by the competent authority.

The accountant must open a detailed ledger to track the provisional funds for purchasing Fixed Assets at the Trading Center or State Bank branch where the unit has an account.

- When purchasing Fixed Assets: Within the approved budget, the unit purchases Fixed Assets, recording:

3. For Fixed Assets purchased but not settled in the fiscal year (if any)

a) Temporary Entry of Fixed Assets

Based on the Acceptance and Delivery Record of Fixed Assets and related documents, the accountant records the temporary entry of Fixed Assets:

And/or Debit Account 302 - Intangible Fixed Assets

Credit Account 321 - Purchase of Fixed Assets

b) Processing after Temporary Entry of Fixed Assets

- After the temporary entry of Fixed Assets, the unit records depreciation of Fixed Assets according to Article 14 of this Regulation.

In case there is a discrepancy between the approved settlement value and the temporary import value, the Accountant must adjust the temporary import value and the previously calculated depreciation rate to match the approved settlement value.

In cases where part of the asset value is not recognized as Fixed Tangible Assets upon approval of the settlement, the unit of the State Bank shall record the non-forming Fixed Tangible Assets value as appropriate expenses at the unit and manage it according to current regulations.

Article 6. Accounting for Provision of Fixed Tangible Assets

1. Accounting at the Department of Finance-Accounting

1.1. Accounting for temporarily advanced capital for purchasing Fixed Tangible Assets for units receiving Fixed Tangible Assets

Based on the approved settlement, upon receipt of the debit voucher for the temporarily advanced amount from the Trading Department or the State Bank branch in the province/city where the unit providing Fixed Tangible Assets has an account, the Accountant shall record:

1.2. Settlement of capital for purchasing Fixed Tangible Assets after the purchase settlement documents have been approved by the competent authority

a) In case the unit receiving Fixed Tangible Assets is an indirect payment unit

Based on the settlement documents and the Acceptance and Delivery Certificate of Fixed Tangible Assets, the accounting entry shall be:

b) In case the unit receiving Fixed Tangible Assets is a direct payment unit

- Based on the settlement documents and the Acceptance and Delivery Certificate of Fixed Tangible Assets, the Accountant shall prepare a Debit Order to be sent to the unit receiving Fixed Tangible Assets, and record:

2. Accounting at the Trading Department or State Bank branch in the province/city where the unit providing Fixed Tangible Assets has an account

The accounting shall be carried out in accordance with Clause b, Point 2.2, Clause 2, Article 5 of this Regulation.

3. Accounting at the unit providing Fixed Tangible Assets

3.1. When purchasing Fixed Tangible Assets

- The unit providing Fixed Tangible Assets shall make temporary advances at the Trading Department or State Bank branch in the province/city where the unit has an account, in accordance with the progress approved by the competent authority.

- The Accountant must open a detailed ledger to track the temporarily advanced capital for purchasing Fixed Tangible Assets at the Trading Department or State Bank branch in the province/city where the unit has an account.

Within the approved budget, the unit providing Fixed Tangible Assets shall purchase Fixed Tangible Assets and record:

3.2. When implementing the provision of Fixed Tangible Assets to the unit receiving Fixed Tangible Assets

a) In case the unit providing Fixed Tangible Assets entrusts its staff to transport and install the Fixed Tangible Assets at the unit receiving Fixed Tangible Assets:

- Based on the Acceptance and Delivery Certificate of Fixed Tangible Assets between the unit providing Fixed Tangible Assets and the staff responsible for transportation and installation, the accounting entry shall be:

- After preparing the Acceptance and Delivery Certificate of Fixed Tangible Assets between the unit providing Fixed Tangible Assets and the unit receiving Fixed Tangible Assets, the staff of the unit providing Fixed Tangible Assets shall immediately send the certificate back to their unit after it is prepared.

- Upon receipt of the Acceptance and Delivery Certificate of Fixed Tangible Assets, the accounting entry shall be:

3.3. Settlement of capital for purchasing Fixed Tangible Assets

The settlement of capital for purchasing Fixed Tangible Assets must be based on the approved settlement documents.

a) Advance additional funds equal to the difference between the approved settlement amount and the temporarily advanced amount at the Trading Department or State Bank branch in the province/city where the unit has an account, the accounting entry shall be:

Based on the fixed asset file, the Acceptance and Transfer Record of Fixed Assets, the Revaluation Record of Fixed Assets (in cases where the assets have been used before), the Decision on the Transfer of Fixed Assets issued by the Governor of the State Bank of Vietnam, the NHNN unit shall record the fixed assets and transfer funds to the Department of Finance and Accounting:

3. In cases where the State Bank of Vietnam directly receives fixed assets from the granting, donating, or gifting organizations, then transfers them to the NHNN units for use: The Management Bureau shall receive the fixed assets (accounting according to Clause 1 of this Article) and transfer the fixed assets to the NHNN units for use (accounting according to Clause 1, Article 10 of this Regulation).

Article 8. Accounting for Surplus or Shortage of Fixed Assets during Inventory

1. Cases of discovering surplus fixed assets

All cases of discovering surplus fixed assets must trace the cause. Based on the Fixed Asset Inventory Record and the conclusion of the Inventory Committee, timely and accurate accounting shall be conducted according to each specific cause.

a) Accounting at the NHNN unit

- If the surplus fixed assets are due to the NHNN unit not previously recording the fixed assets, the accountant must base on the fixed asset file to account according to Articles 5 and 6 of this Regulation. At the same time, based on the original cost and depreciation rate, the NHNN unit shall determine the value of depreciation as the basis for calculating and supplementing depreciation of fixed assets.

- If the surplus fixed assets are determined to belong to another unit, they must immediately notify the owner of the property and return the surplus fixed assets.

- If the surplus fixed assets cannot identify the owner, the NHNN unit must issue a report to the State Bank of Vietnam (Department of Finance and Accounting) for handling.

- During the waiting period for handling surplus fixed assets, the accountant shall base on the inventory documents, prepare a Ledger Account Debit Entry to monitor the surplus fixed assets with a conventionally valued amount of 1 dong (đ) per fixed asset:

Simultaneously open a Detailed Ledger to monitor each type of fixed assets without identifiable owners/ identified but the owner has not come to claim.

b) Accounting at the Department of Finance and Accounting

Based on each case of surplus fixed assets without identifiable owners at the unit, the Department of Finance and Accounting will provide specific guidance for handling.

2. Cases of discovering missing fixed assets

Missing fixed assets must clearly identify the cause, pursue responsible individuals (if any), and handle according to current regulations. Accounting at the NHNN unit shall be as follows:

a) Cases where the cause of missing fixed assets is identified and immediate handling decisions are made

Article 11. Accounting for Leased Fixed Assets

1. Based on the document of the competent authority approving the leasing of Fixed Assets, State Bank units shall proceed with leasing Fixed Assets.

2. In principle, leased Fixed Assets for operational purposes shall not be recorded as an increase in the original cost of Fixed Assets at the unit. Leasing costs for Fixed Assets are recorded as expenses at the unit and are allocated using the straight-line method throughout the lease period.

3. Accounting Entries

3.1. Accounting for the value of externally leased Fixed Assets:

State Bank units shall only account for the value of externally leased Fixed Assets for individual items and directly managed and used by the leasing unit during the lease period.

Immediately upon receiving externally leased Fixed Assets, based on the Leasing Contract for Fixed Assets signed, the Accountant shall prepare a Posting Voucher to debit the off-balance sheet account to record the value of externally leased Fixed Assets:

Monthly, the accountant calculates and monitors the basic depreciation of Fixed Assets that must be accrued at the unit. The depreciation period for Fixed Assets is calculated immediately after receiving the Acceptance Certificate and Delivery Note for Fixed Assets.

Based on the Schedule of Depreciation Accrual for Fixed Assets, the unit of the State Bank prepares vouchers to account:

Upon receiving the notice of transfer of surplus/deficit from the Department of Finance and Accounting, the unit with indirect capital financing transfers the accrued depreciation of Fixed Assets to the Department of Finance and Accounting, and accounts:

Debit Account 591 - Inter-unit Settlements

(Detailed account of the Department of Finance and Accounting / Source of funds that formed Fixed Assets): Amount of accrued depreciation in the previous year

Credit Account 692 - Surplus/Deficit of Previous Year

2. Accounting at the Department of Finance and Accounting

- Upon receiving the voucher transferring the accrued depreciation of Fixed Assets from the unit with indirect capital financing, account:

Debit Account 692 - Surplus/Deficit of Previous Year

Credit Account 591 - Inter-unit Settlements

(Detailed account of the appropriate unit of the State Bank / Source of funds that formed Fixed Assets): Amount of accrued depreciation in the previous year

ACCOUNTING FOR LABOR TOOLS AND MATERIALS

Article 16. Accounts and Accounting Documents

1. Accounting Accounts

Accounting for labor tools and materials uses the following main accounts:

- Account 31 - Other Assets

(Appropriate account to monitor labor tools/materials in stock)

- Account 844 - Purchase of Labor Tools

- Account 9913 - Leased Assets, detailed account: Leased Labor Tools

- Account 993 - Labor Tools in Use, detailed account: Labor Tools belonging to the State Bank

The contents, nature, and structure of these accounts shall be implemented according to specific provisions in the Accounting Chart of State Bank of Vietnam.

2. Accounting Documents

Accounting for labor tools and materials uses the following main accounting documents:

- Fixed Asset and Tools Ledger at Usage Location (Annex 10)

- Debit Entry Form for Off-Balance Sheet Account (Annex 11)

- Credit Entry Form for Off-Balance Sheet Account (Annex 12)

- Warehouse Receipt Form (Annex 13)

- Warehouse Dispatch Form (Annex 14)

- Inspection Report on Labor Tools and Materials (Annex 15)

- Handover Report on Labor Tools and Materials (Annex 16)

- Inventory Check Report on Labor Tools in Use (Annex 17)

- Inventory Check Report on Labor Tools in Stock (Annex 18a)

- Inventory Check Report on Materials in Stock (Annex 18b)

- Liquidation Report on Labor Tools and Materials (Annex 19)

- Warehouse Ledger/Stock Card (Annex 20)

- Detailed Ledger of Labor Tools in Stock (Annex 21a)

- Detailed Ledger of Materials in Stock (Annex 21b)

- Notice of Damage/Loss of Labor Tools (Annex 22)

Article 17. Accounting for the purchase of labor tools and materials

1. When temporarily advancing funds to purchase labor tools and materials, the accountant shall prepare accounting vouchers:

Debit appropriate accounts (3631...)

Credit Account 1021 - Qualified circulating funds

Or Credit appropriate accounts

2. Upon completion of the procurement of labor tools and materials

a) For labor tools and materials purchased and stored in inventory, not yet put into use

At the time of storage: Based on invoices and supporting documents accompanied by the Receipt and Inspection Record of Labor Tools and Materials (for large quantities, complex nature, rare items, or when there are discrepancies in quantity and quality between the invoice and actual receipt), the accountant shall prepare the inventory receipt and complete the temporary advance settlement voucher, and account as follows:

Debit Account 31 - Other Assets

(Appropriate account to monitor labor tools/materials in stock)

Credit appropriate accounts (3631, 1021, 103...)

Simultaneously record in the detailed ledger of labor tools in inventory / detailed ledger of materials in inventory.

b) For labor tools and materials purchased and immediately put into use

Based on invoices and supporting documents accompanied by the Transfer Record of Labor Tools and Materials and the Receipt and Inspection Record of Labor Tools and Materials (if applicable), the accountant shall prepare vouchers to settle the temporary advance or pay the seller, and account as follows:

Debit Account 844 - Procurement of Labor Tools

And/or Debit Account 831 - Expenditure on Materials and Printing Supplies

Credit appropriate accounts (3631, 1021, 103...)

Simultaneously, for labor tools put into use, record in the Fixed Asset and Labor Tool Ledger at the place of use and prepare a Debit Ledger Extraordinary Account Voucher to track the value of labor tools put into use:

Debit Account 993 - Labor Tools in Use

(detailed account: Labor Tools belonging to the State Bank)

Article 18. Accounting for the issuance of labor tools and materials for use from inventory

When issuing labor tools and materials from inventory for use: Based on approved requests for the provision of labor tools and materials, the accountant shall prepare the inventory issuance form, transfer voucher, and record in the detailed ledger of labor tools in inventory / detailed ledger of materials in inventory, and account as follows:

Debit Account 844 - Procurement of Labor Tools

And/or Debit Account 831 - Expenditure on Materials and Printing Supplies

Credit Account 31 - Other Assets

(Appropriate account to monitor labor tools/materials in stock)

Simultaneously, for labor tools issued for use, based on the Transfer Record of Labor Tools and Materials, record in the Fixed Asset and Labor Tool Ledger at the place of use and prepare a Debit Ledger Extraordinary Account Voucher to track the value of labor tools put into use:

Debit Account 993 - Labor Tools in Use

(detailed account: Labor Tools belonging to the State Bank)

Article 19. Accounting for the liquidation of labor tools and materials

Based on the approval document for the liquidation of labor tools and materials from the head of the unit, the State Bank unit shall proceed with the liquidation of labor tools and materials. The specific accounting treatment is as follows:

1. Liquidation of labor tools currently in use

- Based on the Liquidation Record of Labor Tools and Materials, the accountant shall prepare a Credit Ledger Extraordinary Account Voucher:

Credit Account 993 - Labor Tools in Use

(detailed account: Labor Tools belonging to the State Bank)

Simultaneously cease tracking the liquidated labor tools in the Fixed Asset and Labor Tool Ledger at the place of use.

- Account for income received from the liquidation of labor tools:

Debit appropriate accounts (1021, 103…)

Credit Account 79 - Other Revenues

- Account for expenses incurred in the liquidation of labor tools:

 Debit Account 89 - Other Expenses

Credit appropriate accounts (1021, 103…)

2. Liquidation of labor tools and materials in inventory

Based on the Liquidation Record of Labor Tools and Materials, account as follows:

Debit Account 89 - Other Expenditures

Credit Account 31 - Other Assets

(appropriate account tracking labor tools/materials in inventory)

Simultaneously cease tracking in the detailed ledger of labor tools in inventory / detailed ledger of materials in inventory.

3. Handling shortages and losses of labor tools and materials due to subjective reasons

- If the cause of the shortage or loss of labor tools currently in use, or the shortage or loss of labor tools and materials in inventory due to the fault of State Bank staff is determined, account as follows:

Debit Account 3636 - Compensation Claims from NHNN Staff

Amount that the person at fault must compensate

Credit Account 79 - Other Revenues

In case of shortage or loss of labor tools and materials currently in use

Credit Account 31 - Other Assets

(appropriate account tracking labor tools in inventory)

In case of shortage or loss of labor tools and materials in inventory

- When receiving compensation amounts, account as follows:

Debit appropriate accounts (1021, 103, ...)

Credit Account 3636 - Compensation Claims from NHNN Staff

Article 20. Accounting for Leased Labor Tools

The cost of leasing labor tools shall be recorded as expenses at the unit and allocated using the straight-line method throughout the lease period.

1. Accounting for the Value of Leased Labor Tools

Immediately upon receiving leased labor tools, based on the signed Lease Agreement for Labor Tools, the Accountant shall prepare a Posting Voucher to debit the off-balance sheet account to record the value of the leased labor tools:

Debit Account 9913 - Leased Assets

(detailed account: Leased Labor Tools)

At the same time, open a detailed ledger to track the leased labor tools.

2. Accounting for Payment of Leasing Costs for Labor Tools

- In cases where payment for leasing labor tools is made periodically monthly: When making the payment, the accounting entry shall be:

Debit Account 89 - Other Expenditures

(detailed account: Cost of Leasing Labor Tools)

Credit appropriate accounts (1021, 103…)

- In cases where advance payment for leasing labor tools is made for multiple periods, the accounting entry shall be:

Cost of leasing labor tools for the first period

Debit Account Other Prepaid Expenses

Monthly, allocate the advance payment for leasing labor tools gradually to expenses:

- In cases where payment for leasing labor tools is made later (payment after periodic terms or one-time payment at the end of the Contract):

3. Accounting at the End of the Lease Contract for Labor Tools: Based on the Lease Contract for Labor Tools, the Accountant shall prepare a Posting Voucher to credit the off-balance sheet account to settle the value of the leased labor tools and return the labor tools to the lessor:

Credit Account 9913 - Leased Assets

Chapter IV

ACCOUNTING REPORTS

Article 21. Accounting Reports

1. Accounting reports on Fixed Assets, Labor Tools, and Materials include:

- Fixed Asset Inventory Report

- Labor Tool Inventory Report

- Material Inventory Report

- Report on Other Types of Assets Managed and Held by the Unit

- Basic Depreciation Report on Fixed Assets

- Report on Changes in Fixed Assets

2. The format, time, and frequency of sending reports shall be implemented according to the current reporting system of the State Bank of Vietnam.

Chapter V

IMPLEMENTING PROVISIONS

Article 22. Implementation organization

1. The Financial and Accounting Department is responsible for organizing, guiding, inspecting, and monitoring units of the State Bank of Vietnam in implementing this system.

2. The Internal Audit Department is responsible for independently inspecting and monitoring units of the State Bank of Vietnam in implementing this system.

3. The Information Technology Department

The Information Technology Department is responsible for providing accounting software to manage Fixed Assets, Labor Tools, and Materials of the State Bank of Vietnam according to the formats specified in this system.

4. Units of the State Bank of Vietnam

Units of the State Bank of Vietnam must accurately, fully, and promptly record all types of assets at the unit in accounting books and submit reports in accordance with regulations.
