Amending and supplementing Circular No. 24/2010/TT-BCT dated May 28, 2010
on the application of automatic import license issuance regime for certain goods

Pursuant to Decree No. 189/2007/ND-CP dated December 27, 2007, issued by the Government, detailing the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
Pursuant to Decree No. 44/2011/NĐ-CP dated June 14, 2011 of the Government amending and supplementing Decree No. 189/2007/NĐ-CP dated December 27, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
Pursuant to Decree No. 12/2006/NĐ-CP dated January 23, 2006 of the Government detailing the implementation of the Law on Commerce regarding international trade activities and foreign trade agency buying, selling, processing, and transshipment activities;
Pursuant to Decision No. 41/2005/QD-TTg dated March 2, 2005 of the Prime Minister promulgating the Import Permit Issuance Regulation;
The Minister of Industry and Trade amends and supplements Circular No. 24/2010/TT-BCT dated May 28, 2010 on the application of the automatic import license issuance regime for certain goods as follows:
Article 1. Amending and supplementing Article 1 of Circular No. 24/2010/TT-BCT
The automatic import license issuance regime shall not be applied to the goods category of wired telephone sets with wireless handheld telephones under HS Code 8517.11.00.00 and mobile phones or other wireless network telephones under HS Code 8517.12.00.00 in Chapter 85 according to the list specified in Appendix No. 01 issued together with Circular No. 24/2010/TT-BCT dated May 28, 2010 of the Ministry of Industry and Trade stipulating the decision on the automatic import license issuance regime for certain goods.
Implementation provisions
The issuance of import licenses for mobile phone goods shall be carried out in accordance with Circular No. 14/2011/TT-BTTTT dated June 7, 2011 of the Ministry of Information and Communications detailing the implementation of Decree No. 12/2006/NĐ-CP dated January 23, 2006 of the Government concerning goods subject to the management of the Ministry of Information and Communications.
Article 3. Effectiveness
This Circular takes effect from October 20, 2011./.
