Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Health Insurance Law dated November 14, 2008;
Pursuant to Decree No. 62/2009/NĐ-CP dated July 27, 2009 of the Government detailing and guiding the implementation of certain provisions of the Health Insurance Law;
At the proposal of the Minister of Labor, Invalids and Social Affairs,
The Prime Minister promulgates this Decision on the criteria for households engaged in agriculture, forestry, fisheries, and salt production with a moderate standard of living for the period 2014-2015.
Article 1. The criteria for households engaged in agriculture, forestry, fisheries, and salt production with a moderate standard of living for the period 2014-2015 are as follows:
A household engaged in agriculture, forestry, fisheries, and salt production with a moderate standard of living is a household whose average income per capita is from the current near-poverty standard up to but not exceeding 900,000 VND/person/month.
Article 2. The criteria set forth in Article 1 of this Decision shall serve as the basis for identifying individuals eligible for state budget support for health insurance premiums under the Health Insurance Law.
Individuals recognized as having a moderate standard of living based on the results of reviews and assessments conducted by localities starting from 2014 will be supported by the state for health insurance premiums.
Article 3. The Minister of Labor, Invalids, and Social Affairs shall guide the procedures for identifying the subjects specified in Article 1 of this Decision.
Article 4. This Decision takes effect from July 15, 2014.
Article 5. The Minister, Heads of Ministries equivalent to Ministries, Heads of agencies under the Government, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision./.
