Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Decree No. 92/2014/NĐ-CP dated October 8, 2014 of the Government amending Clause 1, Article 16 of Decree No. 97/2011/NĐ-CP dated October 21, 2011 of the Government stipulating inspectors and inspection collaborators;

Pursuant to Decree No. 42/2013/NĐ-CP dated May 9, 2013 of the Government on the Organization and Activities of Education Inspections;

Considering the proposal of the Inspector General of the Ministry of Education and Training,

The Minister of Education and Training issues this Circular to stipulate the training program for education inspection collaborators.

Article 1.| This Circular annexes the Training Program for Education Inspection Collaborators.

Article 2.| This Circular takes effect from November 10, 2014.

Article 3. The Heads of the Office, Inspectors General, Directors of Departments of Education and Training, Heads of educational institutions assigned the task of training, relevant agencies, units, and individuals shall be responsible for implementing this Circular.

PROGRAM

Training Program for Education Inspection Collaborators

(Annexed to Circular No. 32/2014/TT-BGDĐT dated September 25, 2014 of the Minister of Education and Training)

To serve as a basis for vocational training, contributing to improving the quality and effectiveness of the team of education inspection collaborators, meeting the requirements of reforming the organization and activities of education inspections under new circumstances.

A. OBJECTIVES AND REQUIREMENTS

I. Objectives

2. On skills: Forming and enhancing necessary skills to participate in performing inspection, supervision, complaint resolution, accusation handling, anti-corruption, and administrative violation handling tasks in the field of education.

II. Requirements

1. Knowledge: Mastering certain legal provisions on inspection, examination, handling complaints, addressing accusations, preventing corruption, and administrative violations in the field of education.

3. On attitude: Enhancing awareness of compliance with laws, responsibility regarding the role of education inspection collaborators, in the context of comprehensive and fundamental educational reform in Vietnam.

b) Content: Describe the situation, determine the goal of resolving the situation, analyze the situation, propose solutions, organize the implementation of solutions to achieve the set goals, make recommendations and proposals.

Depending on the target group and actual conditions, the training center selects and organizes practical studies at the provincial education and training department or educational institutions with extensive experience and effective educational inspection activities.

V. IMPLEMENTATION

1. Forms, methods, evaluation of training outcomes, issuance of certificates, and training materials.

a) Training conducted in one concentrated session at the training center.

a) The course must ensure the prescribed duration and content of the training program. Trainees must grasp the program content, acquire basic skills in inspection activities, and be evaluated through essays and practical studies at two levels: satisfactory and unsatisfactory.

b) Trainees participating in the course must ensure the prescribed duration and content of the training program, have essays and practical studies evaluated as satisfactory, and attend at least 80% of the stipulated hours to be issued a certificate by the head of the training center.

1.3. Training materials are compiled in an open structure to allow the training center and lecturers to regularly update new content from regulatory documents and practical experiences into lecture content.

2. Training centers.

The Institute of Educational Management and the Ho Chi Minh City School of Educational Administration organize training and issue certificates for education inspector trainees.

3. Responsibilities of educational management agencies and training centers.

3.1. The Ministry of Education and Training Inspectorate.

a) Develop plans for training education inspector trainees for officials and civil servants under the Ministry; guide subordinate units under the Ministry to send officials, civil servants, and staff to participate in education inspector trainee training.

b) Take the lead and coordinate with relevant units to inspect and supervise training centers for education inspector trainees.

c) Periodically summarize, report, propose, and adjust training content when necessary.

3.2. Provincial Education and Training Departments.

Develop plans for training education inspector trainees; guide subordinate units to send officials, civil servants, and staff to participate in education inspector trainee training.

3.3. Education Departments, Educational Institutions, Relevant Units, and Individuals.
