(Issued together with CircularThis document regulates the determination of admission quotas for universities, academies, university-level institutions, and scientific research institutes permitted to train doctoral candidates (hereinafter referred to collectively as higher education institutions), including criteria and principles for determining admission quotas; procedures for registration and handling violations.This document applies to higher education institutions and relevant agencies, organizations, and individuals. 16 Article 2. General Objectives
Article 1. Scope of Regulation and Applicability
1. To promote higher education institutions to enhance conditions ensuring training quality.
2. To grant autonomy to higher education institutions in determining and implementing annual admission quotas.
3. To ensure transparency in the determination and announcement of annual admission quotas.
4. To balance the scale of training among professions in accordance with societal needs.
1. Field Group.
A field group is a collection of one or more education and training fields at the secondary level as specified in Decision No. 38/2009/QĐ-TTg dated March 9, 2009 of the Prime Minister on issuing the Education and Training Directory of the National Education System. The division of seven field groups is shown in Appendix 3 of these regulations.
2. Full-time Lecturers.
Article 3. Explanation of Terms
a) Full-time lecturers of public higher education institutions are civil servants recruited, employed, and managed according to the laws on civil servants.
b) Full-time lecturers of private higher education institutions are employees under a labor contract of 36 months or an indefinite-term contract according to the Labor Code, not being state officials or civil servants, not working under a labor contract of three months or longer with another employer; paid salaries and other benefits according to current regulations by the institution.
3. Converted Lecturers.
Converted lecturers according to the level of higher education institutions are the number of lecturers with different titles or qualifications converted according to the following coefficients:
b) A full-time lecturer at a private higher education institution is an employee who signs a labor contract with a term of 36 months or an indefinite-term labor contract under the Labor Code, not a civil servant or state official, and not currently working under a labor contract with another employer for a term of three months or more; they are paid salaries and other benefits according to current regulations by the institution.
3. Converted lecturers.
The number of converted lecturers at a higher education institution based on its level is the quantity of lecturers with different titles or levels that are converted according to the following coefficients:

a) For the arts sector, people's artists with a bachelor's degree in the same field as the training program are counted as lecturers with a doctorate; outstanding artists with a bachelor's degree in the same field as the training program are counted as lecturers with a master's degree. |

Article 4. The number of converted lecturers according to industry clusters
1. The number of converted lecturers according to industry clusters shall be determined based on the following formula:

Where:
• GVi is the total number of converted lecturers of industry cluster i;
• GVni is the number of converted lecturers of industry cluster i according to their level;
• GVmc is the number of converted lecturers of common subjects of higher education institutions according to their level;
• GVn is the total number of converted lecturers of all industry clusters according to their level of the higher education institution.
Example:
University A trains two industry clusters, namely industry cluster V and industry cluster VII. The university has 120 converted lecturers according to their level, including 20 common lecturers and 100 lecturers teaching industry clusters. Among the 100 lecturers of industry clusters, there are 80 lecturers of industry cluster VII (corresponding to 80% of the total lecturers of industry clusters) and 20 lecturers of industry cluster V (corresponding to 20% of the lecturers of industry clusters).
At that time, industry cluster VII will be allocated 80% of the common subject lecturers (corresponding to 16 lecturers). Therefore, the number of lecturers to determine the admission quota of industry cluster VII will be 96.
Industry cluster V will be allocated 20% of the common subject lecturers (corresponding to 04 lecturers). Therefore, the total number of lecturers to determine the admission quota of industry cluster V will be 24.
2. For lecturers participating in teaching multiple industry clusters, they will only be counted in one industry cluster to determine the admission quota.
3. The determination of the admission quota is based on the number of permanent lecturers of the higher education institution.
Article 5. Criteria for determining the maximum admission quota of higher education institutions 2025; BASED ON THE EDUCATION LAW dated June 14, 2019;
1. Criterion 1: The number of undergraduate, college, and vocational students in regular programs, including regular undergraduate, college, and vocational students; students in joint-degree and second bachelor's degree programs trained through regular forms (hereinafter referred to as regular students), calculated per converted lecturer of an industry cluster of a higher education institution.
a) The number of regular students calculated per converted lecturer of an industry cluster is determined not to exceed the following standards:

b) Calculation method for criterion 1:
Divide the total scale of regular students by industry cluster of the higher education institution by the total number of converted lecturers of that industry cluster.
c) If the number of regular students calculated per converted lecturer of an industry cluster exceeds the provisions at point a Clause of this Article, then the annual admission quota of the industry cluster will be determined not more than 1/4 of the maximum training capacity of that industry cluster.
2. Criterion 2: Floor area directly serving education owned by the higher education institution calculated per regular student.
a) This criterion shall not be less than 2.5 square meters2.
b) The floor area directly serving education includes the following items:
- Auditoriums, lecture halls, various types of classrooms;
- Libraries, learning resource centers;
- Laboratories, practical rooms, workshops, multi-purpose houses.
c) Calculation method for criterion 2.
Divide the total floor area of the three construction categories specified in point b of this Clause by the total scale of regular students of the higher education institution.
3. Criterion 3: Maximum scale of regular students of higher education institutions.
a) The maximum scale of regular students is defined as follows:
- Not exceeding 8,000 students for higher education institutions belonging to industry cluster VI;
- Not exceeding 5,000 students for higher education institutions belonging to industry cluster II;
- Not exceeding 15,000 students for higher education institutions belonging to industry clusters I, III, IV, V, and VII.
b) For National Universities and Regional Universities, the maximum scale of regular students is determined based on affiliated universities.
c) In special cases, the Minister of Education and Training will consider and decide on each specific case.
Article 6. Principles for Determining Maximum Enrollment Targets
1. Higher education institutions must satisfy all three criteria set forth in Article 5 of this Circular when determining annual enrollment targets for regular students.
2. Criterion 1 is determined separately for each field; Criteria 2 and 3 are determined collectively for the entire higher education institution.
3. Higher education institutions shall not offer associate or vocational training programs except those belonging to Field II and higher education institutions directly under provinces or centrally-administered cities that do not have associate or vocational training programs in Field I.
4. Higher education institutions currently offering associate degree programs must reduce their annual enrollment targets for such programs by at least 30% compared to the 2015 target to cease admissions for these programs before 2020.
5. Higher education institutions currently offering vocational degree programs must cease admissions for these programs before 2017.
6. The maximum enrollment target for regular joint-degree programs shall not exceed 15% of the regular student enrollment target for Field VI and not more than 20% for other fields.
Article 7. Maximum Enrollment Target for Continuing Education
1. Enrollment target for part-time study programs.
a) The total enrollment target for part-time study programs, joint-degree programs through part-time study, and second bachelor's degree programs through part-time study shall not exceed 30% of the total regular student enrollment target already determined by the higher education institution.
b) Assignments for upgrading teacher standards, enhancing health worker qualifications, and training in arts, agriculture, forestry, fisheries, and other special cases will be decided upon by the Minister of Education and Training.
2. Enrollment target for distance learning programs: Such targets will be considered based on the proposals of the higher education institutions. Higher education institutions shall not offer distance learning programs for Field I.
Article 8. Determination of Maximum Enrollment Targets for Doctoral and Master’s Programs
1. Determination of the maximum enrollment target for doctoral programs:
The maximum annual enrollment target for doctoral programs of higher education institutions authorized to offer doctoral programs is calculated using the formula:
CTts.max = Qts.max - (Qts.hc - Qts.tn)
Where:
■ CTts.max is the maximum annual enrollment target for doctoral programs
■ Qts.max is the maximum scale of doctoral training
■ Qts.hc is the current scale of doctoral training
■ Qts.tn is the number of doctoral graduates in the year
The maximum scale of doctoral training for higher education institutions is determined using the formula:
Qts.max = 3 x GVts + 4 x GVpgs + 5 x GVgs
Where:
■ GVts is the number of full-time faculty members with doctoral degrees
■ GVpgs is the number of full-time faculty members with associate professor titles
■ GVgs is the number of full-time faculty members with professor titles
2. Determination of the maximum enrollment target for master’s programs:
The maximum annual enrollment target for master’s programs of higher education institutions authorized to offer master’s programs is determined using the formula:
CTths.max = 3 x GVts + 5 x GVpgs + 7 x GVgs
Where:
■ CTths.max is the maximum annual enrollment target for master’s programs
■ GVts is the number of full-time faculty members with doctoral degrees
■ GVpgs is the number of full-time faculty members with associate professor titles
■ GVgs is the number of full-time faculty members with professor titles
3. Higher education institutions determine the maximum enrollment targets for doctoral and master’s programs based on the number of full-time faculty members according to the fields specified in Article 3 of this Circular.
Article 9. Procedure for Registration and Notification of Admissions Quotas
1. In accordance with the provisions of this Circular, higher education institutions shall independently determine and register their annual admissions quotas with the Ministry of Education and Training.
2. Higher education institutions that offer Block I majors must obtain written approval from the direct management agency regarding the admissions quota for such majors when registering with the Ministry of Education and Training.
3. The determination and implementation of admissions quotas by higher education institutions are regulated annually.
4. The data used to determine admissions quotas are the figures of higher education institutions as of December 31 each year.
5. Higher education institutions shall register their admissions quotas for the following year according to Appendix 1 and 2 issued together with this Circular and submit them to the Ministry of Education and Training (Department of Planning and Finance) before January 15 each year.
6. After receiving the registration of admissions quotas from higher education institutions, the Ministry of Education and Training shall notify the annual admissions quotas to each institution before February 28 each year.
Article 10. Inspection, Examination, and Sanctions for Violations
1. Annually, the Ministry of Education and Training will organize inspections and examinations of the determination and implementation of admissions quotas by higher education institutions.
2. Higher education institutions that violate the criteria for determining admissions quotas in multiple major blocks, violate multiple criteria, or have repeated offenses will be considered for revocation of the right to independently determine admissions quotas or suspension of admissions.
3. Higher education institutions that exceed the admissions quotas announced by the Ministry of Education and Training will have the excess number of admissions quotas deducted from their admissions quotas for the following year, and the institution will be subject to sanctions as stipulated in Decree No. 138/2013/NĐ-CP dated October 22, 2013 of the Government on administrative penalties in the field of education.
Disciplinary actions against individuals involved in exceeding admissions quotas compared to those announced are carried out in accordance with the current University and College Admissions Regulations.
4. The identification and handling of violations of criteria for determining admissions quotas and exceeding admissions quotas are conducted separately for each major block and collectively for the entire higher education institution.
Article 11. Responsibilities of Higher Education Institutions
1. Ensuring the accuracy and truthfulness of data on lecturers and physical facilities in determining annual admissions quotas.
2. Providing complete information upon request by the Ministry of Education and Training to verify registered admissions quotas.
3. Reporting the results of admissions in the previous year and registering admissions quotas for the following year within the prescribed time frame./.
