On determining admission quotas for doctoral, master's, bachelor's, college, and vocational intermediate level programs

Pursuant to Decree No. 31/2011/NĐ-CP dated May 11, 2011 amending and supplementing some articles of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;

Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;

Pursuant to Decision No. 58/2010/QĐ-TTg dated September 22, 2010 of the Prime Minister on issuing the Charter of Universities;

Pursuant to Circular No. 14/2009/TT-BGDDT dated May 28, 2009 issued by the Minister of Education and Training on issuing the Charter of Colleges;

Pursuant to Circular No. 54/2011/TT-BGDĐT dated November 15, 2011 issued by the Minister of Education and Training on issuing the Charter of Vocational Intermediate Level Schools;

The Minister of Education and Training hereby decides:

The Minister of Education and Training issues this Circular to amend and supplement

To amend and supplement Article 6 of Circular No. 57/2011/TT-BGDĐT dated December 2, 2011 issued by the Minister of Education and Training on determining admission quotas for doctoral, master's, bachelor's, college, and vocational intermediate level programs as follows:

Article 1. "Article 6. Principles for determining admission quotas

1. Educational institutions must satisfy both criteria stipulated in Article 5 of this regulation when determining annual admission quotas.

2. For educational institutions permitted to train at the doctoral level, the determination of doctoral training quotas must also comply with the provisions set out in Clause 11, Article 1 of Circular No. 05/2012/TT-BGDĐT dated February 15, 2012 amending and supplementing certain articles of the Doctoral Training Regulation issued together with Circular No. 10/2009/TT-BGDĐT dated May 7, 2009 of the Minister of Education and Training.

3. For educational institutions permitted to train at the master's level, the determination of master's training quotas must also comply with the provisions set out in Clause 2, Article 6 of Circular No. 10/2011/TT-BGDĐT dated February 28, 2011 promulgating the Master's Training Regulation of the Minister of Education and Training.

4. Regarding bachelor's degree admission quotas: If an educational institution trains multiple levels, priority should be given to determining admission quotas for the highest level of training, followed by lower levels until the total quota is determined.

5. Universities, academies, and university-level institutions that do not train at the vocational intermediate level, except those in the cultural and arts sector; the Minister of Education and Training will consider and decide to assign vocational intermediate level teacher training to provincial or centrally-administered city institutions without vocational intermediate level teacher training facilities.

6. Universities, academies, and university-level institutions not permitted to train at the vocational intermediate level as stipulated in Clause 5 of this Article which are currently training at the vocational intermediate level must develop a plan to gradually reduce admission quotas for vocational intermediate level training (reducing by no less than 20% annually compared to the 2011 quota) to stop admitting students for this level before 2017."

This Circular takes effect from July 26, 2012.

Article 2. The Director of the Office, Heads of the Planning and Finance Department, Heads of relevant units under the Ministry of Education and Training; Heads of universities, university-level institutions, academies, and research institutes permitted to train at the doctoral level, colleges; Directors of provincial Departments of Education and Training under centrally-administered cities are responsible for implementing this Circular./.
