CIRCULAR

AMENDMENTS AND SUPPLEMENTS TO CERTAIN ARTICLES OF THE REGULATIONS ON NATIONAL SCIENCE AND TECHNOLOGY COMPETITIONS FOR STUDENTS IN LOWER SECONDARY AND UPPER SECONDARY SCHOOLS ISSUED TOGETHER WITH CIRCULAR NO. 38/2012/TT-BGDĐT OF THE MINISTER OF EDUCATION AND TRAINING DATED NOVEMBER 2, 2012

 

Pursuant to the Law Education Law dated June 14, 2005; Law amending Law No. 42/2024/QH15 supplemented certain articles of the Education Law onNovember 25, 2009;

Pursuant to Decree No. 123/2016/ND-CP dated September 1, 2016 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;

Pursuant to Decree No. 69/2017/NĐ-CP dated May 25, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

CamendPursuant to Decree No. 75/2006/ND-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law; Decree No. 31/2011/ND-CP dated May 11, 2011 of the Government amending and supplementing certain articles of Decree No. 75/2006/ND-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law; Decree No. 07/2013/ND-CP of the Government dated January 9, 2013 regarding amendments to point b Clause 13 Article 1 of Decree No. 31/2011/ND-CP dated May 11, 2011 amending and supplementing certain articles of Decree No. 75/2006/ND-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;

Pursuant to Decree No. 08/2014/ND-CP dated January 27, 2014 of the Government detailing the implementation of certain provisions of the Law on Science and Technology;

At the proposal of the Director of the Physical Education Department education,The Minister of Education and

Training issues this Circular amending and supplementing certain articles of the Regulations on National Science and Technology Competitions for students in lower secondary and upper secondary schools issued together with Circular No. 38/2012/TT-BGDĐT dated November 2, 2012 of the Minister of Education and Training.to Amendments and supplements to certain articles of the Regulations on National Science and Technology Competitions for students in lower secondary and upper secondary schools issued together with Circular No. 38/2012/TT-BGDĐT dated November 2, 2012 of the Minister of Education and Training.i"1. Content of the competition: 1The content of the competition is the results of research projects, topics, scientific and technological research works (hereinafter referred to collectively as projects) within the fields of the Competition (Annex I); a project may be of one (1) student (called an individual project) or of a group of two (2) students from the same participating unit (called a team project)."

 

Article 1. 2. Amend Point a Clause 2 Article 5 as follows:

2. Amending and supplementing Article 7 as follows:

"a) Candidates are students in grades 8, 9, 10, 11, and 12".

3. Amend and supplement Clause 2 Article 16 as follows:

"2. Composition and members of the judging panel:

a) Chairperson of the judging panel: A reputable scientist with academic title of associate professor or professor;

b) Deputy chairperson of the judging panel: A reputable scientist with academic title of associate professor or professor;

c) Secretary: Specialist from the Department of Secondary Education, Quality Management Department, Department of Higher Education, Department of Science, Technology and Environment;

d) Judges: Each field of the competition has a judging team led by a team leader. The judges are experts, researchers, specialists, university lecturers with academic title of doctor or higher;

đ) Persons whose spouse, children, siblings, or half-siblings participate in the Competition shall not participate in the Judging Panel of that year."

4. Amend and supplement Clause 1 and Clause 2 Article 17 as follows:

"1. Grading by field

a) Each project will be evaluated through two independent parts:

"1. Grading shall be conducted in each field

a) Each project shall be evaluated through two independent examination sections:

Part 1: Evaluation through the project dossier according to criteria a, b, c stipulated in Clause 2, Article 18 of this Circular;

Part 2: Evaluation through the exhibition booth and interview according to criteria d, đ, e stipulated in Clause 2, Article 18 of this Circular. Each judge will review the projects in the exhibition area, interview candidates whose projects fall within their assigned field, and independently score them based on the examination guidelines approved by the Minister of Education and Training; candidates present and answer questions in Vietnamese;

b) The score for Part 1 is the average of the scores given by the members of the examination panel for Part 1; the score for Part 2 is the average of the scores given by the members of the examination panel for Part 2. In cases where a judge's score deviates by more than 20% from the average score of the examination panel, that score will be excluded and the average score of the remaining judges will be recalculated; individual judge scores will not be rounded, while the project score for each field will be rounded to one decimal place;

c) The total score for the project is the sum of the scores from both Parts 1 and 2;

d) Examination records shall be established for each field; one record per field; in the record, projects are ranked in descending order of points with a proposed ranking result; the record must bear the signatures of all members of the examination panel; submitted to the Competition Steering Committee Chair for decision on ranking;

2. Examination for selecting international competition teams;

a) Projects winning first prize in each field that wish to be considered for participation in the international competition will participate in the selection round;

b) Candidates present a summary of their project and answer questions in English;

c) The examination panel for selecting international competition teams will interview candidates with projects and each judge will independently score them based on the examination guidelines approved by the Minister of Education and Training;

d) The score for the project is the average of the scores given by the members of the examination panel. In cases where a judge's score deviates by more than 20% from the average score of the examination panel, that score will be excluded and the average score of the remaining judges will be recalculated; individual judge scores will not be rounded, while the project score for the international competition team selection will be rounded to one decimal place;

đ) Establish examination records for selecting international competition teams; in the record, projects are ranked in descending order of points; the record must bear the signatures of all members of the examination panel.";

5. Amend and supplement Clause 2 of Article 18 as follows:

"2. Evaluation Criteria:

a) Research question or issue: 10 points

b) Research plan and methodology: 15 points

c) Implementation of research plan: 20 points

đ) Creativity: 20 points

đ) Exhibition booth: 10 points

e) Interview response: 25 points

The content of the evaluation criteria for competition projects is specified in Appendix III attached to this Circular";

6. Amend and supplement Clause 1 and Clause 2 of Article 19 as follows:

"1. Prizes of the Competition:

a) Field prizes include: First Prize, Second Prize, Third Prize, and Fourth Prize;

b) In addition to the prizes specified in point a of this clause, organizations and individuals are encouraged to select and award other prizes to contestants based on their own evaluation criteria, provided they have the approval of the Competition Steering Committee;

2. Ranking in fields:

a) Field ranking is conducted separately for each field based on the results of project evaluations, without distinction between individual and group projects; it is carried out according to the principle of ranking from highest to lowest based on the project scores in each field;

b) The ratio of ranking in each field does not exceed: 5% for First Prize; 10% for Second Prize; 15% for Third Prize; 20% for Fourth Prize.";

7. Amend and supplement Article 20 as follows:

"Based on the examination records for selecting international competition teams, the Competition Steering Committee Secretariat will establish a list of projects eligible to participate in the International Competition, to be submitted to the Minister of Education and Training for approval.";

8. Amend and supplement Article 24 as follows:

"1. All stages of organizing the Competition are subject to inspection, supervision, and monitoring by the Ministry of Education and Training.

2. The Minister of Education and Training decides on inspections and establishes inspection teams to monitor and supervise all stages of the Competition.

3. The procedures and formalities for conducting inspections shall follow the regulations on inspection under the law.

4. Individuals who have spouses, children, siblings, or half-siblings participating in the Competition shall not participate in inspection, supervision, or monitoring work for that year.";

9. Amend and supplement Appendix I and Appendix III attached to this Circular.

Article 2. This Circular takes effect from February 3, 2018.

Article 3. The Director of the Office; the Head of the Secondary Education Department; the Heads of relevant units under the Ministry of Education and Training; the Chairmen of Provincial People's Committees directly under the Central Government; and the Directors of Departments of Education and Training are responsible for implementing this Circular./.
