Regulations on integrating supplementary knowledge and skill education for students in vocational education institutions

Pursuant to the Vocational Education Law dated November 27, 2014;

Pursuant to Decree No. 14/2017/NĐ-CP dated February 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor - Invalids and Social Affairs;

Pursuant to Decree No. 15/2019/NĐ-CP dated February 1, 2019 of the Government detailing certain provisions and implementation measures of the Vocational Education Law;

Based on the proposal of the Director General of the General Department of Vocational Education;

The Minister of Labor, Invalids and Social Affairs issues this Circular regulating the integration of supplementary knowledge and skill education for students in vocational education institutions.

PART I
GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

Thông tư này quy định chi tiết khoản 4 Điều 38 Luật Thủy sản số 18/2017/QH14 đã được sửa đổi, bổ sung tại điểm c khoản 21 Điều 14 Luật số 146/2025/QH15.

This Circular stipulates the content, duration, methods of organization, and evaluation of the results of integrating supplementary knowledge and skill education for students studying at the college, intermediate, and basic levels as prescribed by the Vocational Education Law.

Thông tư này áp dụng đối với tổ chức, cá nhân có liên quan đến hoạt động kinh doanh đối tượng thủy sản nuôi chủ lực trên lãnh thổ Việt Nam.

a) This Circular applies to colleges, intermediate-level schools, vocational training centers (hereinafter referred to collectively as vocational education institutions) and related agencies, organizations, and individuals.

b) This Circular does not apply to teacher training schools under the management of the Ministry of Education and Training.

Article 2. Interpretation of Terms

1. Supplementary knowledge refers to necessary knowledge outside the main curriculum, developed to provide additional training for students to enhance educational quality and capabilities achieved upon graduation.

2. Supplementary skills refer to a set of necessary skills outside the main curriculum, provided to supplement students' training, aiming to help students better solve problems during their research, study, and work.

Article 3. Principles of integrating supplementary knowledge and skill education for students

1. Vocational education institutions shall implement the integration of supplementary knowledge and skill education for students.

2. The content of integrating supplementary knowledge and skill education for students must be consistent with the main curriculum; appropriate to the field of study, industry, and Vietnamese customs and traditions, and not contrary to the law.

3. The integration of supplementary knowledge and skill education for students must ensure logical and scientific consistency, with focus and emphasis through suitable forms; combining theory and practice, closely linked to reality, and consistent with the regulations organizing the implementation of training programs at various levels.

4. The process of organizing the integration of supplementary knowledge and skill education for students requires close coordination between schools, families, and enterprises.

5. The head of vocational education institutions decides and is responsible for the content, duration, methods, and quality of integrating supplementary knowledge and skill education for students.

Chapter II
CONTENT, DURATION, METHODS OF ORGANIZATION,

EVALUATION OF THE RESULTS OF INTEGRATING EDUCATION OF SUPPLEMENTARY KNOWLEDGE AND SKILLS FOR STUDENTS

SUPPORT SKILLS FOR STUDENTS

Article 4. Content of integrating supplementary knowledge and skill education for students

1. Basic level

a) Supplementary knowledge

Supplementary knowledge related directly to the trade being trained, including basic knowledge about vocational education laws, employment after graduation for basic level learners; basic knowledge about internal rules, cultural behavior, and workplace safety.

b) Supplementary skills

Study skills; communication skills; self-management skills; time management skills; teamwork skills; safety and hygiene labor skills.

c) In addition to the supplementary knowledge and skills specified above, based on the trade being trained and the needs of students, the heads of vocational education institutions decide on the content of supplementary knowledge and skills in accordance with this Circular.

2. Intermediate level

a) Supplementary knowledge

Practical and theoretical supplementary knowledge related to the field and trade being trained; necessary supplementary knowledge about politics, culture, society, and law to meet job requirements; supplementary knowledge about foreign languages and information technology; legal knowledge directly related to the field and trade being trained, and post-graduation job positions; knowledge about business and entrepreneurship.

b) Supplementary skills

Includes supplementary skills at the basic level and the following supplementary skills: Problem-solving skills; creative skills; entrepreneurial skills; planning and executing tasks skills; managing work skills; personal financial management skills; decision-making skills; reducing work-related anxiety and stress skills.

c) In addition to the supplementary knowledge and skills specified above, based on the field and trade being trained and the needs of students, the principals of intermediate-level schools and college principals decide on the content of supplementary knowledge and skills in accordance with this Circular.

3. College level

a) Supplementary knowledge

Practical and theoretical supplementary knowledge related to the field and trade being trained at a broader scope; necessary supplementary knowledge about politics, culture, society, and law to meet job requirements and social activities within the specialized field; practical supplementary knowledge about management, principles, and methods of planning, organizing, supervising, and evaluating processes within the scope of the field and trade being trained; supplementary knowledge about foreign languages and information technology; legal knowledge directly related to the field and trade being trained, and post-graduation job positions; knowledge about business and entrepreneurship.

b) Supplementary skills

Includes supplementary skills at the intermediate level and the following supplementary skills: Presentation skills; negotiation skills; career orientation and development skills; leadership skills; managerial skills; building a strong team skills; conflict management and resolution skills; scientific and technological research skills; working in a high-pressure environment skills.

c) In addition to the supplementary knowledge and skills specified above, based on the field and trade being trained and the needs of students, the college principal decides on the content of supplementary knowledge and skills in accordance with this Circular.

4. The head of the vocational education and training institution shall base on the actual situation, the training needs of learners, and the nature and requirements of each training profession to decide on selecting supplementary knowledge and skills for students and trainees in accordance with this Circular.

Article 5. Duration of integrated education of supplementary knowledge and skills for students and trainees

1. The head of the vocational education and training institution decides on the duration of integrated education of supplementary knowledge and skills for students and trainees but it must not exceed 10% of the total duration of the main curriculum for primary level training and must not exceed 5% of the total duration of the main curriculum for intermediate and college level training.

2. The duration of integrated education of supplementary knowledge and skills for students and trainees must be consistent with the training program, training plan, and training progress of the vocational education and training institution.

Article 6. Methods of integrated education of supplementary knowledge and skills for students and trainees

1. Supplementary knowledge and skills are an independent content, logically, scientifically, and appropriately integrated into the main curriculum or extracurricular activities.

2. Supplementary knowledge and skills for students and trainees are integrated into specific modules, subjects, or lectures, or designed as separate modules or subjects of the course.

3. The head of the vocational education and training institution decides whether supplementary knowledge and skills for students and trainees are mandatory or non-mandatory contents of the course.

Article 7. Assessment of learning outcomes

1. The assessment of learning outcomes of supplementary knowledge and skills of students and trainees is conducted through the results of examinations at the end of each subject that integrates supplementary knowledge and skills.

2. The head of the vocational education and training institution specifies the details regarding the assessment of learning outcomes of supplementary knowledge and skills of students and trainees.

3. Learning outcomes of supplementary knowledge and skills are one of the criteria for assessing the training performance of students and trainees in vocational education and training institutions.

Chapter III
ORGANIZATION AND MANAGEMENT OF INTEGRATED EDUCATION

SUPPLEMENTARY KNOWLEDGE AND SKILLS FOR STUDENTS AND TRAINEES

Article 8. Material and technical facilities

1. Based on the content of integrated supplementary knowledge and skills, the vocational education and training institution is responsible for ensuring conditions regarding material and technical facilities and necessary learning materials for teaching students and trainees.

2. Encouraging the application of information technology in teaching supplementary knowledge and skills to students and trainees.

Article 9. Teachers, lecturers, and speakers

1. Teachers, lecturers, and speakers have knowledge and skills appropriate to the teaching content.

2. Encouraging vocational education and training institutions to invite experts, scientific and technical staff from enterprises, experienced managers from the industry, profession, and field of training to participate in teaching students and trainees.

Article 10. Programs, textbooks, and supplementary knowledge and skills materials

Vocational education and training institutions independently organize the construction or select programs, textbooks, and training materials issued by other institutions for approval and implementation, ensuring compliance with the provisions of Article 4 of this Circular.

Chapter IV
IMPLEMENTATION

Article 11. Responsibilities of the Ministry of Labor, Invalids and Social Affairs

1. To take the lead and coordinate with ministries, sectors, and localities in guiding and directing vocational education and training institutions to implement the integration of supplementary knowledge and skills for students and trainees in accordance with this Circular.

2. To direct the inspection, supervision, and monitoring of the implementation of integration.

3. To organize training and capacity building for teachers, lecturers, and speakers implementing the content of integrated supplementary knowledge and skills for students and trainees.

Article 12. Responsibilities of the Managing Unit of the School

1. Guide and direct vocational education establishments within their jurisdiction to implement the integration of supplementary knowledge and skills education for students and trainees as prescribed in this Circular.

2. Inspect and supervise the implementation of the integration of supplementary knowledge and skills education for students and trainees at vocational education establishments within their jurisdiction.

3. Organize inspections, checks, rewards, and disciplinary actions regarding the integration of supplementary knowledge and skills education for students and trainees in accordance with the provisions of the law.

Article 13. Responsibilities of the Department of Labor, Invalids, and Social Affairs

1. Guide and direct vocational education establishments within their jurisdiction to implement the integration of supplementary knowledge and skills education for students and trainees as prescribed in this Circular.

2. Inspect and supervise the implementation of the integration of supplementary knowledge and skills education for students and trainees at vocational education establishments within their jurisdiction.

3. Regularly or periodically report on the results of implementing the integration of supplementary knowledge and skills education for students and trainees at vocational education establishments within their jurisdiction to the People's Committee of the province or centrally-administered city, and the Ministry of Labor, Invalids, and Social Affairs (through the General Department of Vocational Education).

Article 14. Responsibilities of Vocational Education Establishments

1. Organize the implementation of the integration of supplementary knowledge and skills education for students and trainees as prescribed in this Circular.

2. Review and develop plans to build up the teaching staff for supplementary knowledge and skills education for students and trainees at their own units.

3. Regularly or periodically report on the results of implementing the integration of supplementary knowledge and skills education for students and trainees at their own units to the Department of Labor, Invalids, and Social Affairs.

Article 15. Effective Date

1. This Circular takes effect from February 15, 2022.

2. Vocational education establishments organize the integration of supplementary knowledge and skills in compliance with the regulations set forth in this Circular. If there are any difficulties during the implementation process, they should reflect these issues to the Ministry of Labor, Invalids, and Social Affairs for guidance and resolution.
