RESOLUTION
Von duties, powers, and organizational structure of Ba) Managing, using, and operating technical equipment in accordance with Articles 10, 11, and 12 of Decree No. 135/2021/NĐ-CP dated December 31, 2021, issued by the Government, stipulating the list, management, and use of technical equipment, and the procedures for collecting and using data obtained from technical equipment provided by individuals or organizations for detecting administrative violations (hereinafter referred to as Decree No. 135/2021/NĐ-CP); TSecretary General
THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY
On the basis of the Constitution of the Socialist Republic of Vietnam;
and Law No. 62/2025/QH15;
Pursuant to the Law on Legislative Regulatory Documents No. 80/2015/QH13, which has been amended and supplemented by some articles according to Law No. 63/2020/QH14;
RESOLUTION:
Article 1. Duties and powers of the Office TSecretary General
1. Advise and assist the Secretary General of the National Assembly regarding issues related to the proposed agenda and implementation of the session program of the National Assembly, the summary of the National Assembly session; propose the annual supervision program of the National Assembly, the Standing Committee of the National Assembly, draft plans for implementing and reporting on the results of the annual supervision program of the National Assembly, the Standing Committee of the National Assembly; propose and organize the implementation of work programs, summaries, and evaluations of the work program of the Standing Committee of the National Assembly; advise and support the questioning activities at the National Assembly sessions, Standing Committee meetings, and other procedures and processes of the National Assembly and the Standing Committee according to the law.
2. Advise and assist the Secretary General of the National Assembly to chair and coordinate with the Ethnic Council, Committees of the National Assembly, agencies under the Standing Committee of the National Assembly, and relevant organizations in drafting resolutions of the National Assembly session, conclusions of Standing Committee meetings, and draft resolutions on other contents assigned by the National Assembly and the Standing Committee.
3. Advise and assist the Secretary General of the National Assembly in performing the spokesperson duties of the National Assembly and the Standing Committee; organize the implementation of information provision, press, publishing, library, museum, and information technology application services to support the activities of the National Assembly, its agencies, and National Assembly deputies.
4. Advise and assist the Secretary General of the National Assembly and directly organize secretarial business at the National Assembly session and Standing Committee meetings; collect and synthesize the opinions of National Assembly deputies.
5. Coordinate with the National Assembly Office to advise and assist the Secretary General of the National Assembly in performing tasks as prescribed in the Resolution on the functions, duties, powers, and organizational structure of the National Assembly Office; advise and assist the Secretary General of the National Assembly in performing other tasks and powers as prescribed by law or assigned by the Chairman of the National Assembly or the Standing Committee of the National Assembly.
Article 2. Organizational Structure of the Office TSecretary General
1. Members of the Secretariat include:
a) One Permanent Deputy Secretary General of the National Assembly concurrently serving as Deputy Director of the National Assembly Office;
b) One Deputy Secretary General of the National Assembly concurrently serving as Deputy Head of the Legal Affairs Committee of the National Assembly;
c) One Standing Member of the Secretariat concurrently serving as Director of the Secretariat Department of the National Assembly Office;
d) Members of the Secretariat include the Vice President of the Legislative Research Institute and those holding the following positions in the National Assembly Office:
(1) Director of the Ethnic Affairs Department;
(2) Director of the Law Department;
(3) Director of the Judicial Affairs Department;
(4) Director of the Economic Affairs Department;
(5) Director of the Finance and Budget Department;
(6) Director of the Defense and Security Department;
(7) Director of the Culture and Education Department;
(8) Director of the Social Affairs Department;
(9) Director of the Science, Technology, and Environment Department;
(10) Director of the Foreign Relations Department;
(11) Director of the Public Petitions Department;
(12) Director of the Deputies' Work Department;
(13) Director of the Consolidation Department;
(14) Director of the Supervision Support Department;
(15) Director of the Organization and Cadre Department;
(16) Director of the Administrative Department;
(17) Director of the Information Department;
(18) Director of the Computing Department;
(19) Director of the Protocol and International Cooperation Department;
(20) Director of the National Assembly Library.
2. The Secretariat Department under the National Assembly Office is the permanent body of the Secretariat.
3. The Standing Committee of the National Assembly approves the appointment, removal, and dismissal of the Permanent Deputy Secretary General of the National Assembly, Deputy Secretary General of the National Assembly, Standing Member of the Secretariat, and Member of the Secretariat upon the proposal of the Secretary General of the National Assembly.
4. In case the head of a department or unit within the organizational structure of the Standing Member of the Secretariat or Member of the Secretariat has not been appointed, the Secretary General of the National Assembly - Director of the National Assembly Office will assign someone to take charge of that department or unit to perform the duties of the Standing Member of the Secretariat or Member of the Secretariat until such person is appointed.
Article 3. Principles of Operation of the Secretariat
1. The Secretariat operates under the leadership, direction, and management of the Secretary General of the National Assembly; performs tasks and powers according to the division of labor by the Secretary General of the National Assembly and according to the procedures and processes issued by the Secretary General of the National Assembly.
2. The Permanent Deputy Secretary General of the National Assembly, Deputy Secretary General of the National Assembly, Standing Member of the Secretariat, and Member of the Secretariat are responsible to the Secretary General of the National Assembly for the performance of their assigned tasks and powers.
3. The operations of the Secretariat must be connected and integrated with the tasks of the National Assembly Office; transparent, modern, professional, proactive, creative, and effective.
Article 4. Tasks and Authorities of Deputy TSecretary General of the National Assembly Permanent, Deputy Secretary General of the National Assembly
1. The Permanent Deputy Secretary General of the National Assembly has the following duties and powers:
a) Assist the Secretary General of the National Assembly in managing, coordinating, and harmonizing the activities of the Secretariat;
b) Duties and powers as stipulated in Clause 2 of this Article.
2. The Deputy Secretary General of the National Assembly has the following duties and powers:
a) Assist the Secretary General of the National Assembly in managing the areas of work of the Secretariat according to the division of labor by the Secretary General of the National Assembly;
b) Attend meetings of the Secretariat;
c) Assist the Secretary General of the National Assembly in maintaining working relations with the Ethnic Council, Committees of the National Assembly, agencies under the Standing Committee of the National Assembly, and other relevant agencies and organizations in performing the duties of the Secretary General of the National Assembly;
d) Perform other duties and powers as assigned by the Secretary General of the National Assembly.
Article 5Duties and Authorities of Standing Member of the Secretariat, Member of the TSecretary General
1. The Standing Member of the Secretariat has the following duties and powers:
a) Serve as the focal point for comprehensive advisory support to the Secretary General of the National Assembly in leading and directing the activities of the Secretariat;
b) Chair the synthesis, construction of plans, and content of the Secretariat's activities, reports evaluating the results of the Secretariat's tasks submitted to the Secretary General of the National Assembly for approval;
c) Chair the advisory organization and preparation of materials for Secretariat meetings;
d) Assist the Secretary General of the National Assembly in collecting, systematizing, and publicizing the procedures and processes for performing the duties and powers of the Secretary General of the National Assembly and the Secretariat;
đ) Duties and powers as stipulated in Clause 2 of this Article.
2. Members of the Secretariat have the following duties and powers:
a) Attend meetings of the Secretariat;
b) Directly organize the implementation of the duties and powers of the Secretariat according to the division of labor by the Secretary-General of the National Assembly;
c) Assist the Secretary-General of the National Assembly in maintaining working relations with the National Ethnic Council, Committees of the National Assembly, agencies under the Standing Committee of the National Assembly for which they provide advisory services, and other related agencies and organizations in performing the duties of the Secretary-General of the National Assembly;
d) Utilize the machinery, civil servants, officials, and workers of departments and units directly under their supervision to carry out the duties and powers of members of the Secretariat.
Article 6. Directive and management work
1. The Secretary-General of the National Assembly directly leads and directs the activities of the Secretariat and is responsible to the Standing Committee of the National Assembly for the activities of the Secretariat; manages the operations of the National Assembly Office and the Secretariat to ensure smoothness, consistency, effectiveness, and close coordination with agencies of the National Assembly and agencies under the Standing Committee of the National Assembly.
2. In the absence of the Secretary-General of the National Assembly, the Acting Deputy Secretary-General of the National Assembly assigned shall perform the duties of the Secretary-General of the National Assembly; if the Acting Deputy Secretary-General of the National Assembly is also absent, the Deputy Secretary-General of the National Assembly assigned shall perform the duties of the Secretary-General of the National Assembly.
Article 7. Budget and other guarantees
1. The operating budget and other guarantees for the Secretariat are provided by the National Assembly Office.
2. Agencies of the National Assembly and agencies under the Standing Committee of the National Assembly create conditions for members of the Secretariat to perform their duties.
3. Members of the Secretariat and regular members of the Secretariat receive allowances as decided by the Standing Committee of the National Assembly in accordance with the provisions of the law.
Article 8. Implementation Provisions
1. This Resolution takes effect from April 15, 2023.
2. Resolution No. 1093/2015/UBTVQH13 dated December 21, 2015 of the Standing Committee of the National Assembly on the duties, powers, and organizational structure of the Secretariat ceases to be effective from the date this Resolution takes effect.
This Resolution was adopted by the Standing Committee of the National Assembly of the Socialist Republic of Vietnam, Session 20, on February 14, 2023.
