Issuing National Technical Regulations on Safety for Industrial Explosive Products - Electric Detonators No. 8

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Based on the Law on Management and Use of Weapons, Explosives, and Supporting Tools dated June 20, 2017;

Pursuant to the Law on Product Quality and Commodities dated November 21, 2007;

Based on the Government Decree No. 96/2022/NĐ-CP dated November 29, 2022 stipulating the functions, tasks, authorities, and organizational structure of the Ministry of Industry and Trade; the Government Decree No. 105/2024/NĐ-CP dated August 1, 2024 amending and supplementing certain articles of the Government Decree No. 96/2022/NĐ-CP dated November 29, 2022 stipulating the functions, tasks, authorities, and organizational structure of the Ministry of Industry and Trade and the Government Decree No. 26/2018/NĐ-CP dated February 26, 2018 on the Charter of Organization and Operation of Vietnam Electricity Corporation;

Based on the Government Decree No. 127/2007/NĐ-CP dated August 1, 2007 detailing the implementation of certain provisions of the Law on Standards and Technical Regulations; the Government Decree No. 78/2018/NĐ-CP dated May 16, 2018 amending and supplementing certain articles of the Government Decree No. 127/2007/NĐ-CP dated August 1, 2007 detailing the implementation of certain provisions of the Law on Standards and Technical Regulations;

Based on the Government Decree No. 132/2008/NĐ-CP dated December 31, 2008 detailing the implementation of certain provisions of the Law on Product Quality; the Government Decree No. 74/2018/NĐ-CP dated May 15, 2018 amending and supplementing certain articles of the Government Decree No. 132/2008/NĐ-CP dated December 31, 2008 detailing the implementation of certain provisions of the Law on Product Quality; the Government Decree No. 154/2018/NĐ-CP dated November 9, 2018 amending, supplementing, and abolishing certain regulations on investment and business conditions in the field of state management by the Ministry of Science and Technology and certain regulations on specialized inspection;

At the proposal of the Director of the Department of Safety Technology and Industrial Environment;

The Minister of Industry and Trade issues this Circular to issue National Technical Regulations on Safety for Industrial Explosive Products - Electric Detonators No. 8.

Article 1. Issuance of the National Technical Regulation

Attached to this Circular are National Technical Regulations on Safety for Industrial Explosive Products - Electric Detonators No. 8.

Code: QCVN 12-25:2024/BCT.

Article 2. Effective Date

This Circular takes effect from July 1, 2025 and replaces Circular No. 15/2015/TT-BCT dated June 22, 2015 issued by the Minister of Industry and Trade on National Technical Regulations on Various Types of Detonators.

Article 3. Implementation Organization

The Director of the Office of the Ministry, the Heads of the Departments of Industrial Safety and Environment, Chemicals; the Heads of the Department of Science and Technology; the Directors of Provincial and Municipal Industry and Trade Departments under the Central Government; the Heads of relevant agencies, organizations, and individuals are responsible for implementing this Circular./.
