CIRCULAR

Regulations on the form, content, and time of activities for reserve military personnel

 

Circular No. 84/2020/TT-BQP dated June 30, 2020, issued by the Minister of National Defense, stipulates the form, content, and time of activities for reserve military personnel, which took effect from August 15, 2020, and was amended and supplemented by:

Circular No. 65/2025/TT-BQP dated July 3, 2025, issued by the Minister of National Defense, amending and supplementing certain provisions of Circulars of the Minister of National Defense regarding age calculation; issuance, management, and use of identification cards; selection and recruitment of professional soldiers, workers, and defense civil servants; promotion, demotion, appointment, demotion, dismissal, and discharge procedures for non-commissioned officers and conscripts; form, content, and time of activities for reserve military personnel, which took effect from July 3, 2025.

On the basis of the Law on Reserve Mobilization Forces dated November 26, 2019;

Based on Decree No. 164/2017/NĐ-CP dated December 30, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;

At the proposal of the Chief of General Staff;

The Minister of National Defense issues the Circular regulating the form, content, and time of activities for reserve military personnel[1].

Article 1. Scope of Regulation

This Circular regulates the form, content, and time of activities for reserve military personnel who have been assigned to reserve units.

Article 2. Applicability

This Circular applies to reserve military personnel who have been assigned to reserve units; permanent units of the People's Army with quotas to accept reserve military personnel, and related agencies, units, organizations, and individuals.

Article 3. Explanation of Terms

In this Circular, the following terms shall be understood as follows:

1. Category A cadre is an active officer assigned to the permanent unit framework of the People's Army.

2. Category B cadre is reserve military personnel appointed to command positions in reserve mobilization units with organizational scales ranging from squad level and equivalent to regiment level and equivalent.

Article 4. Form of Activities for Reserve Military Personnel

1. Reserve military personnel who have been assigned to reserve mobilization units shall be organized to participate in activities in a centralized form.

2.[2] The Regional Defense Command organizes activities for Category B cadres. In cases where the area is wide or there are many Category B cadres, activities can be organized in clusters of communes.

3.[3] The People's Committee at the commune level directs the Military Command at the same level to organize activities for reserve military personnel who have been assigned to reserve mobilization units.

Article 5. Content of Activities for Reserve Military Personnel

1.[4] For Category B cadres

a) The Regional Defense Command shall host the activity, including: Checking the number of Category B cadres; informing about political security situations, social order and safety, and economic and social development in the locality; conveying tasks related to local national defense and military work and contents related to the construction of reserve forces; evaluating and assessing the results of managing the unit by Category B cadres.

b) Units of the People's Army with quotas to accept reserve military personnel:

After the Regional Defense Command has organized the activity as prescribed in point a of this clause, Category A cadres shall host the activity for Category B cadres under their unit's establishment, including:

- Category A cadres inform about the situation and results of completing tasks in the quarter and the direction of tasks for the next quarter of the unit.

- Category B cadres report the overall situation of the reserve mobilization unit they manage according to Model No. 01 attached to this Circular.

- Category A cadres coordinate with the Regional Defense Command and the Military Command at the commune level to evaluate and assess the results of managing the reserve mobilization unit by Category B cadres.

c) The minutes of the activity shall be recorded by the Regional Defense Command according to Model No. 02 attached to this Circular.

d) Payment of responsibility allowance for Category B cadres:

- After organizing the activity as prescribed in points a and b of this clause, the Regional Defense Command shall implement the payment of responsibility allowance for Category B cadres. The issuance of responsibility allowance shall be carried out according to Models No. 03 and No. 04 attached to this Circular.

- The payment of responsibility allowance must be accurate to the specified criteria and must be confirmed by the competent authority that the task has been completed in the month or quarter in the Summary Record of the Reserve Mobilization Unit.

- If Category B cadres meet the conditions to receive responsibility allowance but do not directly collect it due to valid reasons, they may authorize another person to collect it on their behalf; the authorization letter must be confirmed by the People's Committee of the commune where the Category B cadre resides or the organization where the Category B cadre is working, studying, or employed; the authorization cannot exceed two consecutive times.

2. For reserve military personnel who have been assigned to reserve mobilization units

a) The Military Command at the commune level shall host the activity, including: Checking the number of participants; informing about political security situations, social order and safety, and economic and social development in the locality; conveying tasks related to local national defense and military work and contents related to the construction of reserve forces; evaluating the results, readiness for mobilization, and completion of tasks by reserve military personnel. The minutes of the activity shall be recorded according to Model No. 05 attached to this Circular.

b) [5] Payment of allowance for reserve military personnel who have been assigned to reserve mobilization units:

- After organizing the activity as prescribed in point a of this clause, the Regional Defense Command shall organize the payment of allowances for reserve military personnel who have been assigned to reserve mobilization units. The issuance of allowances shall be carried out according to Model No. 06 attached to this Circular.

- If reserve military personnel meet the conditions to receive allowances but do not directly collect them due to valid reasons, they may authorize another person to collect them on their behalf; the authorization letter must be confirmed by the People's Committee of the commune where the reserve military personnel reside or the organization where the reserve military personnel are working, studying, or employed.

3.[6] Reporting the results of activities and allowance payments for reserve military personnel

a) The Regional Defense Command reports to the provincial military agency the results of activities and the payment of responsibility allowances for Category B cadres according to Model No. 07 attached to this Circular;

b) The Military Command at the commune level reports to the Regional Defense Command the results of activities for reserve military personnel who have been assigned to reserve mobilization units according to Model No. 08 attached to this Circular.

Article 6. Time for Reserve Military Personnel Activities [7]

1. Once every quarter (in the last month of each quarter), the Regional Defense Command organizes activities for officers of the B Framework, with the activity time not exceeding half a day.

2. In December each year, the Military Committee of the commune organizes activities for reserve military personnel assigned to mobilization reserve units, with the activity time not exceeding half a day.

Article 7. Participants in Reserve Military Personnel Activities

1. The participants in the activities for officers of the B Framework include: representatives of local authorities, local military agencies, officers of the A Framework; officers of the B Framework.

2. The participants in the activities for reserve military personnel assigned to mobilization reserve units include: representatives of local authorities, local military agencies; reserve military personnel assigned to mobilization reserve units.

Article 8. Effective Date [8]

1. This Circular takes effect from August 15, 2020.

2. Articles 1, 2, 3, 4, and 5 of the regulations on the system of activities, reporting system, inspection system for the implementation of tasks to build the mobilization reserve force; responsibilities for coordination between localities and subordinate units under the Ministry with standing units; preparation of necessary conditions for mobilizing the mobilization reserve force; locations for receiving the mobilization reserve force and the time to complete the mobilization of the mobilization reserve force issued together with Decision No. 66/QĐ-QP dated January 24, 1997 of the Minister of National Defense shall cease to be effective from the date this Circular takes effect.

Article 9. Responsibility for implementation

The Chief of General Staff, heads of relevant agencies and units are responsible for implementing this Circular./.

The General Staff is responsible for urging, guiding, and inspecting relevant agencies, units, and individuals in the implementation of this Circular./.

"Based on the Law on Military Service dated June 19, 2015;

Based on the Law on Officers of the Vietnam People's Army dated December 21, 1999; amended and supplemented on June 3, 2008, November 27, 2014, and November 28, 2024;

Based on the Law on Professional Military Personnel, Workers, and Defense Civil Servants dated December 8, 2015;

On the basis of the Law on Reserve Mobilization Forces dated November 26, 2019;

Based on the Law Amending and Supplementing Certain Articles of 11 Laws on Military Affairs and National Defense dated June 27, 2025;

Based on Decree number 01/2022/NĐ-CP dated November 30, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense; Decree number 03/2025/NĐ-CP dated February 28, 2025 of the Government amending and supplementing certain articles of Decree number 01/2022/NĐ-CP dated November 30, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;

At the proposal of the Chief of General Staff;

The Minister of National Defense promulgates the Circular amending and supplementing certain articles of Circulars of the Minister of National Defense on calculating military age; issuing, managing, and using Certificates and Cards; selecting and recruiting professional military personnel, workers, and defense civil servants; promoting, advancing, demoting ranks, appointing, demoting positions, and implementing discharge for non-commissioned officers and soldiers; forms, contents, and times of meetings for reserve military personnel".

[2] This clause has been amended and supplemented pursuant to Clause 1, Article 6 of Circular No. 65/2025/TT-BQP amending and supplementing certain provisions of Circulars issued by the Minister of National Defense regarding military age calculation; issuance, management, and use of Military Identification Cards and Cards; selection and recruitment of professional soldiers, workers, and defense civil servants; promotion, demotion, appointment, reduction in rank, dismissal, and discharge of non-commissioned officers and conscripts; forms, contents, and times of activities for reserve military personnel, which shall take effect from July 3, 2025.

[3] This clause has been amended and supplemented pursuant to Clause 1, Article 6 of Circular No. 65/2025/TT-BQP amending and supplementing certain provisions of Circulars issued by the Minister of National Defense regarding military age calculation; issuance, management, and use of Military Identification Cards and Cards; selection and recruitment of professional soldiers, workers, and defense civil servants; promotion, demotion, appointment, reduction in rank, dismissal, and discharge of non-commissioned officers and conscripts; forms, contents, and times of activities for reserve military personnel, which shall take effect from July 3, 2025.

[4] This clause has been amended and supplemented pursuant to Point a, Clause 2, Article 6 of Circular No. 65/2025/TT-BQP amending and supplementing certain provisions of Circulars issued by the Minister of National Defense regarding military age calculation; issuance, management, and use of Military Identification Cards and Cards; selection and recruitment of professional soldiers, workers, and defense civil servants; promotion, demotion, appointment, reduction in rank, dismissal, and discharge of non-commissioned officers and conscripts; forms, contents, and times of activities for reserve military personnel, which shall take effect from July 3, 2025.

[5] This point has been amended and supplemented pursuant to Point b, Clause 2, Article 6 of Circular No. 65/2025/TT-BQP amending and supplementing certain provisions of Circulars issued by the Minister of National Defense regarding military age calculation; issuance, management, and use of Military Identification Cards and Cards; selection and recruitment of professional soldiers, workers, and defense civil servants; promotion, demotion, appointment, reduction in rank, dismissal, and discharge of non-commissioned officers and conscripts; forms, contents, and times of activities for reserve military personnel, which shall take effect from July 3, 2025.

[6] This clause has been amended and supplemented pursuant to Point c, Clause 2, Article 6 of Circular No. 65/2025/TT-BQP amending and supplementing certain provisions of Circulars issued by the Minister of National Defense regarding military age calculation; issuance, management, and use of Military Identification Cards and Cards; selection and recruitment of professional soldiers, workers, and defense civil servants; promotion, demotion, appointment, reduction in rank, dismissal, and discharge of non-commissioned officers and conscripts; forms, contents, and times of activities for reserve military personnel, which shall take effect from July 3, 2025.

[7] This article has been amended and supplemented pursuant to Clause 3, Article 6 of Circular No. 65/2025/TT-BQP amending and supplementing certain provisions of Circulars issued by the Minister of National Defense regarding military age calculation; issuance, management, and use of Military Identification Cards and Cards; selection and recruitment of professional soldiers, workers, and defense civil servants; promotion, demotion, appointment, reduction in rank, dismissal, and discharge of non-commissioned officers and conscripts; forms, contents, and times of activities for reserve military personnel, which shall take effect from July 3, 2025.

[8] Article 7 of Circular No. 65/2025/TT-BQP amending and supplementing certain provisions of Circulars issued by the Minister of National Defense regarding military age calculation; issuance, management, and use of Military Identification Cards and Cards; selection and recruitment of professional soldiers, workers, and defense civil servants; promotion, demotion, appointment, reduction in rank, dismissal, and discharge of non-commissioned officers and conscripts; forms, contents, and times of activities for reserve military personnel, which shall take effect from July 3, 2025, provides as follows:

"Article 7. Implementation Provisions"

1. This circular takes effect from July 3, 2025.

2. Transitional provisions: Military Officer Identification Cards; Professional Soldier, Worker, and Defense Civil Servant Identification Cards; Non-Commissioned Officer and Conscript In-Service Cards; Reserve Officer Cards; Reserve Professional Soldier and Non-Commissioned Officer Cards issued before this circular takes effect shall continue to be valid until their expiration date, and if renewed or reissued after this circular takes effect, they shall be processed according to the provisions of this circular.

3. The Chief of General Staff, heads of agencies, organizations, units, and individuals concerned are responsible for implementing this circular./.
