Pursuant to Decree No. 22/CP dated March 22, 1994 of the Government stipulating the tasks of state management and organizational structure of the Ministry of Transport;
Pursuant to Decision No. 441/TTg dated July 2, 1996 of the Prime Minister on financial plans for National Highway 51, National Highway 14, and the Lang-Hoa Lac Road.
At the proposal of the Director of the Vietnam Highway Administration and the Director of the Finance and Accounting Department regarding the organization of toll collection for National Highway 51.

Article 1: Now, the Company for Management and Repair of Highway 711 under the Seventh Highway Management Zone is assigned to establish Toll Station No. 1 at Kilometer 11+325 of National Highway 51 and collect road usage fees from January 1, 1999 to repay loans according to Decision No. 441/TTg of the Prime Minister.
After fully repaying the loans, continue collecting fees to increase revenue for the State Budget and supplement funds for highway management and repair according to Document No. 3328/KTN dated July 3, 1997 and Document No. 1209/CP-CN dated October 16, 1998 of the Prime Minister.
Article 2: The objects subject to collection, exemption, and reduction shall be implemented in accordance with Circulars No. 57/1998/TT-BTC dated April 27, 1998 of the Ministry of Finance.
The collection of fees must ensure safety and convenience for people and vehicles passing through without causing traffic congestion.
Article 3:Collection rates:
While waiting for the two Ministries to establish collection rates, temporarily apply the rates prescribed in Circular No. 57/1998/TT-BTC dated April 27, 1998 of the Ministry of Finance to increase revenue for the State Treasury and repay loans for the renovation and upgrading of National Highway 51. Article 4:The Company for Management and Repair of Highway 771 must open a deposit account at the local State Treasury to deposit collected tolls daily in accordance with state regulations. The collection unit may retain tolls to cover expenses for organizing collection according to approved plans by authorized authorities. The remainder shall be used to repay loans according to contracts signed between the Vietnam Highway Administration and the Commercial Joint Stock Bank of Shipping.
Article 5:Directors of the Vietnam Highway Administration, the Finance and Accounting Department, the General Director of the Seventh Highway Management Zone, the Head of the Ministry's Office, the Director of the Company for Management and Repair of Highway 711, and those related parties are responsible for implementing this decision.
