DECREE
Determining Allowances for Teachers and Principals of Vocational Schools at All Levels

THE MINISTER OF EDUCATION AND TRAINING
Pursuant to Decree No. 119/SL dated July 9, 1946 organizing the Ministry of Education;
Pursuant to Decree No. 201/NĐ dated June 19, 1952 regulating the organization and general regulations for vocational schools;
Pursuant to the minutes of the Professional Education Conference in May 1952 and the agreement of the Ministry of Finance in Circular No. 1657/TC-NS dated September 17, 1952;
Considering the needs of public service,
Enacts the following decree:
Article 1. - Now, allowances for teachers and principals of vocational schools at all levels are determined as follows:
Hourly Teaching Allowance
Article 2. - Now, the hourly teaching allowance at vocational schools is stipulated as follows:
- At primary vocational schools, each hour is 0kg400 rice.
- At intermediate vocational schools, each hour is 0kg600 rice.
- At advanced vocational schools and universities, each hour is 1kg rice.
Article 3. - Part-time lecturers at vocational schools also receive the hourly teaching allowance of regular teachers.
Article 4. For teachers, part-time lecturers, and civil servants assigned to teach or assist in teaching at schools, the number of additional hours taught in a week shall not exceed eight hours.
For principals of primary and intermediate vocational schools, the number of additional hours taught in a week shall not exceed six hours.
For principals of advanced vocational schools, the number of additional hours taught in a week shall not exceed four hours.
Private individuals assigned to teach at vocational schools will receive the hourly teaching allowance based on the number of hours they teach without limitation.
Subject Course Teaching Allowance
Article 5. - The subject course teaching allowance at intermediate and advanced vocational schools is stipulated as follows:
- The subject course teaching allowance at advanced vocational schools: 60kg rice for a full-year course, 40kg rice for a half-year course.
- The subject course teaching allowance at intermediate vocational schools is calculated at two-thirds of the allowance for advanced vocational schools.
Article 6. - The subject course teaching allowance applies only to civil servants or private individuals assigned to teach specific subjects for a full year or half year at intermediate and advanced vocational schools.
For school professors who teach additional subjects, the allowance will be calculated according to the rules for hourly teaching allowance as stated in Article 2.
Principal Allowance
Article 7. - In addition to their monthly salary according to their rank in the general salary scale, teachers or specialized staff appointed as principals of vocational schools at all levels will receive a position allowance as follows:
Principal of a primary vocational school: 4kg rice per month.
Principal of an intermediate vocational school: 6kg rice per month.
Principal of an advanced vocational school: 8kg rice per month.
General Provisions
Article 8. - This decree takes effect from September 1, 1952, and applies to all vocational schools in various fields.
Article 9. - Previous regulations concerning the allowances mentioned above for vocational schools that conflict with the spirit of this decree are abolished.
Article 10. - The Director of the Office of the Ministry of Education and the Director of the Department of Professional Education shall implement this decree accordingly./.
