THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to Decree 73/CP dated November 1, 1995 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to Article 41 of the Veterinary Law and Article 42 of the Inspection, Slaughter Control, and Animal Health Inspection Regulations for Animals and Animal Products issued together with Decree 93/CP dated November 27, 1993 of the Government;

Pursuant to the World Organization for Animal Health (OIE) notification on the epidemiology of mad cow disease in some countries around the world;

Pursuant to the proposal of the Director of the Department of Animal Health in Circular No. 55 TY-KD/CV dated February 17, 1998 regarding the use of necessary measures to prevent the spread of the disease into Vietnam; 

DECISION:

Article 1. - Temporarily suspend the importation into Vietnam in all forms of ruminant animals and animal products from countries currently affected by mad cow disease or originating from countries currently affected by mad cow disease. According to the notification of the World Organization for Animal Health (OIE), the countries currently affected by mad cow disease include nine countries: United Kingdom, France, Ireland, Portugal, Switzerland, Germany, Netherlands, Belgium, and Luxembourg.

The goods temporarily suspended from importation into Vietnam include:

Live ruminant animals;

Semen, embryos, and oocytes of ruminant animals;

Bone meal, meat meal, blood meal, offal, and other by-products of ruminant animals used as animal feed.

Article 2. - This Decision shall take effect ten days from the date of issuance.

Article 3. - The Head of the Office of the Ministry of Agriculture and Rural Development, the Directors of the Department of Animal Health, the Department of Agricultural Extension, Forestry Extension, and the Heads of relevant units under the Ministry are responsible for implementing this Decision./.
