 THE MINISTER OF FINANCE

On the basis of Customs Law dated June 29, 2001;

Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

 Pursuant to Government Decree No. 96/2002/NĐ-CP dated November 19, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the General Department of Customs;

 Pursuant to Decision No. 17/2003/QĐ-BTC dated February 10, 2003 of the Minister of Finance stipulating the functions, tasks, powers, and organizational structure of the Anti-Smuggling Investigation Department directly subordinate to the General Department of Customs;

 At the proposal of the Director of the General Department of Customs, the Head of the Cadre Organization and Training Department.

Article 1. Establish the following Anti-Smuggling Control Teams and Customs Control Flotillas under the Anti-Smuggling Investigation Department:

+ Anti-Smuggling Control Team through Sea Ports (shortened as Team 1)

+ Anti-Smuggling Control Team through Airports and Postal Services (shortened as Team 2)

+ Anti-Smuggling Control Team through Land Border Crossings, River Crossings, and International Railways (shortened as Team 3)

+ Anti-Smuggling and Drug Trafficking Control Team through Borders (shortened as Team 4)

The aforementioned Anti-Smuggling Control Teams shall be headquartered in Hanoi.

+ Customs Control Flotilla No. 1 located in Quang Ninh (shortened as Flotilla 1)

+ Customs Control Flotilla No. 2 located in Da Nang City (shortened as Flotilla 2).

Article 2. The General Department of Customs shall stipulate the duties, powers; arrange and deploy personnel; and define the coordination relationships for the work of the Anti-Smuggling Control Teams and Customs Control Flotillas to ensure the effective fulfillment of assigned tasks.

The Director of the Anti-Smuggling Investigation Department shall be responsible for managing, directing, and organizing the activities of the Anti-Smuggling Control Teams and Customs Control Flotillas in accordance with the regulations of the Director of the General Department of Customs.

Article 3. This Decision takes effect from the date of signing. The Director of the General Department of Customs, the Director of the Anti-Smuggling Investigation Department, the Heads of the Cadre Organization and Training Department, the Financial Management and Administration Department, and the Director of the Ministry of Finance's Office shall be responsible for implementing this Decision./.
