Article 1.Approve the Comprehensive Plan for Economic and Social Development of Dong Nai Province for the period 2001-2010 (amended) with the following main contents:
1. Objectives:
- Strive to achieve an average economic growth rate (for the period 2001-2010) of 11-12% per year. Increase the average income from nearly 400 USD per person in 2000 to approximately 1,100-1,300 USD per person in 2010 (2.5-2.7 times higher than in 2000).
- Rapidly transform the economic structure so that by 2010, an industrial-commercial-agricultural economic structure will be formed with corresponding proportions in GDP of 56%-33%-11% (the proportion of agriculture in GDP was 50% in 1990, 23% in 2000, and is expected to be 11% in 2010). The urbanization rate will be increased from 26% in 1990 to 31% in 2000 and is expected to reach 45-50% in 2010.
- Export turnover increases on average by 20% per year, total import-export turnover rising from 3 billion USD in 2000 to 12-13 billion USD in 2010.
- Ensure sustainable development, harmonious balance between economic growth and social development, and environmental protection. By 2010, complete universal secondary education, attract 100% of children of school age to first grade; increase the ratio of households using clean water and electricity to over 95% compared to the total number of households in the province.
2. Basic viewpoints on development:
- Fully leverage the combined strength of the province, central government, the whole country, and the Southern Key Economic Region; domestic and foreign economic sectors. Exploiting internal resources and the strengths of the province is decisive; external resources are important.
- The economic and social development of the province must be carried out in an organic relationship with the development of the whole country, the Southern Key Economic Region, and closely connected with Ho Chi Minh City and neighboring provinces to create close cooperation within a unified structure.
- Harmonize political, economic, cultural, social, security, and defense fields; develop productive forces in conjunction with building and consolidating production relations, combining the resolution of urgent issues with the implementation of long-term basic goals. Accurately identify key areas and industries with breakthrough characteristics; accurately determine priority industries in each phase and implement comprehensive and effective solutions.
3. Orientation for the development of major industries and fields:
a) Industry and construction:
- Continue to develop industry and construction at high speed, with an average industrial growth rate of 15.7% per year in terms of production value and 13.5% per year in terms of added value during the period 2001-2005; and 15% per year in terms of production value and 13% per year in terms of added value during the period 2006-2010.
- Prioritize the development of industries using local raw materials, agricultural product processing industries, food industries, and construction material production industries. In addition to existing effective industries and products, focus on developing high-tech industries, linked with the development of regional industries such as machinery manufacturing, chemical production, software technology, mechanical engineering, and agricultural service industries. Implement coordinated development with the High-Tech Park of Ho Chi Minh City. Gradually increase the scientific and technological content in each product, enhance competitiveness, and adapt to the demands of international economic integration.
- Adjust to form 17 industrial zones with more suitable scales, totaling 7,686 hectares. During the period 2001-2005, concentrate investment in completing technical infrastructure inside and outside the boundaries of industrial zones approved by the Government, creating a favorable environment to attract more investment projects, striving to fill the leased area. Particularly, focus efforts on rapidly developing the Nhon Trach Industrial Zone and New Urban Area, linked with the new development adjustments of Ho Chi Minh City and the entire region.
- During the period 2001-2010, supplement industrial clusters in districts within the province with a total area of about 620 hectares. On average, the area of each industrial cluster is 30 hectares; mainly for arranging small and medium-sized industrial projects, creating many local jobs such as agricultural product processing, light industry with minimal pollution, construction material production.
b) Agriculture, forestry, and fisheries:
- Average growth rate of the entire sector is 3.0-3.5% per year for the period 2001-2010.
- For Agriculture: Focus on developing specialized crop cultivation areas and livestock breeding, linking with agricultural product processing industries; strongly develop livestock and poultry, exploit aquatic resources in the Dong Nai River and Tri An Lake, linking with food processing industries serving consumption and export. By 2010, stabilize the area of major crops: rice from 60,000 to 62,000 hectares; coffee 20,000 hectares; rubber 42,000 to 45,000 hectares; cashew 30,000 hectares; various fruit trees 20,000 hectares. Efficiently utilize 25,000 hectares of water surface (Dong Nai River, Tri An Lake) for aquaculture.
- For Forestry: Plant new forests from 5,000 to 10,000 hectares. Strengthen management and protection of natural forests, headwater forests, and protective forests. Increase forest coverage throughout the province to 50% by 2010 (including 30% forest area and 20% area of long-term industrial and fruit trees).
- For Rural Development: Implement structural changes in crops and livestock suitable for each locality, combined with rural industry development, encouraging the development of small and medium-sized enterprises to create jobs and increase income, utilizing idle agricultural labor time. Mobilize various sources of capital (including foreign capital) to develop economic and social infrastructure in rural areas.
c) Trade, services, and tourism:
- Link production to market demands within the Province, region, nationwide, and international markets to create impetus for economic development. Diversify service industries, expand consumer service markets, develop new, high-quality, and modern service forms such as marketing, insurance, finance, credit, consulting, technology transfer, etc., linking production with trade, tourism, and services to serve economic development and people's livelihoods. Contribute to gradually increasing the share of the service sector in the provincial economic structure from 25% currently to 33% by 2010.
- Regarding Trade: Specific measures should be implemented to facilitate trade activities, such as organizing trading zones to serve industrial parks, developing commercial networks in urban areas and rural markets, points providing production materials, purchasing agricultural products, and food. Encourage various economic sectors to participate in developing trade and service activities, promoting commodity circulation. Implement shareholding for some trading enterprises to mobilize capital and management capabilities from other economic sectors. Establish modern business styles and trading forms like e-commerce, meeting and guiding consumer needs. Strive to reach a total retail sales level of approximately 16,000 to 17,000 billion VND by 2010, with an average annual increase of 13% throughout the period.
- State-owned trade accounts for about 10-11% of total retail sales, mainly strategic goods and services aimed at stabilizing prices, ensuring implementation of national programs, and direct sales by state-owned enterprises. Expand private trade, particularly collective sectors, raising their share to 85-86% by 2010. The foreign-invested trade and service sector should grow at an average rate of 14% annually, with its share expected to reach around 4.5-5% of total retail sales by 2010.
- During the 2001-2010 period, focus on developing key export industries such as garments, footwear, handicrafts, machinery, electronics, and local currency earning services (postal and telecommunications, insurance, banking, tourism, labor export, etc.). Establish and develop provincial commercial information centers, enhance trade promotion activities, set up an export support fund; establish branches and representative offices of enterprises abroad. Strive to achieve an export value of 7 billion USD for the province by 2010; among which footwear exports should exceed 1 billion USD, mechanical, electrical, and electronic products 1.6 billion USD, garments 350 million USD, etc. Expand market shares in North America, Western Europe, East Asia, and other emerging markets.
- Regarding Tourism: Mobilize investment funds from multiple sources to exploit tourist routes and spots according to approved plans and link them with regional tourism. In the short term, focus on exploiting Buu Long Tourist Area, Dong Nai River Tourism, orchard tourism (Tan Trieu Pomelo Village - Vinh Cuu District), Thac Mai Waterfall, hot springs, Dong Truong Island, source tourism (Chieng Khu D, Sach Forest, Cat Tien National Park), etc.
d) Infrastructure system:
- Vigorously and comprehensively develop the infrastructure system within the province, connecting it with the common infrastructure system of the Southern Key Economic Region to promote production and serve people's lives, accelerate the speed and share of the service sector and infrastructure in the province's development. Specific goals in certain fields are as follows:
- Transportation: Upgrade sections of National Highway 20 to Da Lat - Lam Dong and National Highway 56 (former Provincial Road 2, 18 km long) to Ba Ria - Vung Tau to Class I and II roads; upgrade section 2 of Provincial Road 769 (Dau Giay - Long Thanh) to a national highway connecting with National Highway 20. Construct a high-speed road from Ho Chi Minh City through Long Thanh to Dau Giay Junction (Thong Nhat District). Build a new section of National Highway 1A bypassing Bien Hoa City (from Ho Nai 3 to Gate 11 Long Binh on National Highway 51). Particularly, construct a bridge and road over Dong Nai River (from Ho Chi Minh City to Nhon Trach) linked with regional development and the new urban area of Nhon Trach; build a road through Binh Duong and Binh Phuoc provinces to expand exchanges and ensure regional security and defense. By 2010, upgrade all provincial roads to Class III, asphalt 100% of roads (including roads 760, 761, 762, 763, 764, 765, 766, 767, 768, etc.) and bridges with load capacity over 25 tons; asphalt 100% of district-managed roads, 60-70% of commune-managed roads. 100% of commune clusters have asphalt roads directly connected to district and provincial roads, national highways.
- Railways: Construct a railway line from Bien Hoa to Ba Ria - Vung Tau. Open new inner-city lines in Bien Hoa City and Xuan Loc Town (Long Khanh District). Build an elevated railway line from Bien Hoa City to Ho Chi Minh City.
- Port System: Construct new ports with a total capacity of 30 million tons/year, including river port systems such as Dong Nai Port, Go Dau A and Go Dau B Ports, Phuoc An Port (on Thi Vai River), Phu Huu Port, specialized ports (COGIDO), and inland container ports.
- Construct bus terminals in districts and Bien Hoa City.
- Construct airports such as Bien Hoa Airport, prepare to build Long Thanh International Airport soon, rebuild former war-time airports (before 1975) to serve the overall development of the region in industry, trade, and tourism, especially mountainous areas.
- Postal Services: Ensure smooth communication. By 2010, 100% of communes will have postal service points; an average of 17 telephones per 100 residents. Invest in information infrastructure to expand Internet applications, improve transmission speeds, especially in industrial zones.
- Power Supply: By 2010, electricity output should reach 4.834 billion kWh, averaging over 2,000 kWh per person per year; meet the demand for electricity supply for production and daily life, especially for industrial zones, concentrated industrial clusters, and achieve the set targets.
- Water supply and drainage: concentrate on expanding the capacity of water treatment plants such as Thiện Tân, Nhơn Trạch, Long Bình, Tuy Hạ, Xuân Lộc town, Biên Hòa city, etc., to meet the demand for water for production and daily life. By 2010, increase the level of clean water usage to 120-150 liters/person/day.
- Construct a complete wastewater treatment system for Biên Hòa city, towns, industrial zones, concentrated residential areas, to prevent pollution and flooding during the rainy season. Build waste treatment plants in Biên Hòa city and districts to ensure basic waste management within the area.
- Repair and upgrade existing irrigation works. Simultaneously, construct new irrigation works to serve agricultural production and provide drinking water for rural areas, especially building water reservoirs in northern districts of the province, constructing a system to prevent erosion along the Dong Nai River, and continuing to reinforce irrigation canals to serve agriculture.
d) Urban development:
- By 2010, the urban population ratio will account for 45-50% of the total provincial population. It is planned to adjust the urban network development on the provincial territory during the period from 2001-2010 as follows:
- Renovate some old urban areas such as Biên Hòa city and towns like Xuân Lộc, Long Thành, Gia Ray, Vĩnh An, Định Quán, Tân Phú, Trảng Bom.
- Invest in infrastructure and prepare conditions to upgrade Long Khanh district into Long Khanh township and adjust the boundaries of some districts to be suitable with development and management requirements on the territory.
- Develop new urban areas: Focus investment to rapidly develop Nhơn Trach town connected with Ho Chi Minh City and the entire region, while developing other new urban areas such as Tam Phước, Gò Dầu-Phước Thái, Thạnh Phú, Dầu Giây, La Ngà, Phương Lâm.
It is expected that the area of urban areas on the territory will reach 15,000-16,000 hectares and the population will be approximately 1.1-1.2 million people by 2010.
e) Human resource development:
- Strengthen the quality of human resources and the workforce with high skills. Pay attention to training and retraining local labor forces and newly transferred laborers to the province. Diversify forms of interlinked training between schools and training centers. Link training with production facilities, forming high-level technician training centers for industrial zones and key industries requiring high qualifications. Emphasize training management skills for leadership and management teams at all levels to adapt to administrative reform, improve the quality of cadres and civil servants, and implement reasonable incentive policies.
- Develop human resources by improving the quality of education at all levels, the quality of teaching staff, and completing technical infrastructure serving teaching and learning. Establish a vocational school in Long Thành-Nhổn Trạch with majors including electricity, electronics, chemicals, food processing, textile, and garment industry, with a training scale of 500-1000 students/year. Establish vocational training centers and schools in districts such as Tân Phú-Dịnh Quán, Vĩnh Cửu, Thống Nhất, Xuân Lộc-Long Khánh.
g) Effectively coordinate with localities in the Southern Key Economic Zone right from the planning stage and throughout the implementation process; particularly, developing regional infrastructure projects such as railway and road lines, power supply and water supply projects, environmental treatment projects, and protection of the Dong Nai River water source.
h) Regarding cultural-social development and environmental protection:
- By 2010, complete the universalization of secondary education. Attract 100% of children of age to enter grade 1; 100% of communes have doctors regularly examining and treating diseases; reduce infectious diseases by 50%; communes and wards have cultural and sports centers; 100% of rural families enjoy culture. Over 95% of households in the province use clean water. Basically eliminate poor households. Over 95% of households in the province use electricity. Strive to reduce malnutrition among children under 7%. Consolidate the primary health care network in communes and wards to serve medical examination, treatment, and initial health care for the people, preventing social diseases, and blocking the spread of HIV/AIDS. Build a central provincial general hospital with a capacity of 700 beds, equipped with modern medical equipment, and build a district and commune health network meeting national standards. Diversify forms of participation in health services from social organizations and the private sector. Widespread implementation of health insurance among the people.
- Invest in upgrading the television and radio transmission system to cover 100% of wards and communes.
- Concentrate on solving urgent social issues, creating jobs, and effectively implementing social policies.
- Build operational institutions for the cultural, information, physical education, and sports sectors. During the 2001-2005 period, complete provincial and district cultural centers, as well as grassroots cultural and sports centers in wards and communes.
- Develop mass physical education and sports movements; focus on training young talents.
- Increase solid waste and wastewater treatment rates from 30% in 2000 to 100% by 2005. By 2010, over 95-100% of households will use clean water, collect and treat 100% of household and industrial waste, medical waste, etc. Educate and raise awareness to encourage people's active participation in environmental protection.
4. Implementation measures:
a. On capital:
- Concentrate on mobilizing both domestic and foreign investment capital to meet the development investment capital needs of about 8-10 billion USD for the entire period from 2001-2010; of which, mobilize foreign direct investment capital of about 6 billion USD.
- The main direction is to create a policy environment that encourages internal economic savings, increases household savings, and enhances the ability to mobilize for investment and development; at the same time, strengthen measures to attract foreign direct investment more effectively through continued improvements in the business and investment environment within the framework of national laws currently being finalized, streamlining administrative procedures, adjusting land rental prices reasonably, accelerating project implementation progress, focusing on training skilled labor, improving technical infrastructure in industrial zones, expanding forms of foreign investment attraction; and enhancing management to improve the efficiency of capital utilization.
b. On industry structure:
- Establish policies to develop key industries of the Province, particularly high-tech industries and service sectors, contributing to enhancing the effectiveness and competitiveness of the economy, in conjunction with the process of international and regional economic integration. Create a foundation for rapid development and a strong shift in the economic structure towards modernization.
c. On infrastructure conditions, ensuring stable economic development:
- Gradually improve and enhance the technical infrastructure system, while concentrating on building social infrastructure for education and training, healthcare, banking and credit services, scientific and technological consulting, etc.
d. On linking economic development with trade:
In the coming years, the Province needs to focus on consolidating and expanding domestic markets, establishing a firm foothold for industrial and agricultural products. At the same time, expand export markets in Asia, Europe, America, Africa, especially European Union and US markets. Encourage businesses to seek opportunities to enhance their competitive capabilities, participate or expand exports. Establish and manage export support funds effectively. Strengthen anti-smuggling and commercial fraud prevention work.
đ. On implementing science and technology development policies and human resource training:
During the period from 2001 to 2010, it is necessary to promote the application of advanced technologies in industrial production, new materials, electronic and information technologies; apply biotechnology in agriculture; strengthen quality management to enhance the effectiveness and competitiveness of products in domestic and international markets; create new comparative advantages, gradually forming new industries with advanced and modern technology. Promote educational, health, cultural activities, improve the quality of human resources to meet the demands of economic development in the new phase.
e. On linking with regional development:
Strengthen activities of linkage in the Southern Key Economic Region, Southeastern Region; particularly comprehensive cooperation and development in all aspects of economy and society with Ho Chi Minh City through mechanisms, policies, and economic ties.
g. On organization and leadership, national defense and security:
Continue to implement administrative reform, enhance leadership capacity, strengthen national defense and security work, protect the environment to create conditions for stable and sustainable socio-economic development.
12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentThe People's Committee of Dong Nai Province shall have the responsibility:
1. Based on the Prime Minister's Decision approving the overall socio-economic development master plan, study and concretize the objectives and implement them through socio-economic development programs, environmental protection programs, investment projects, long-term, medium-term, and short-term plans to organize management and operation effectively. During the implementation of the plan, regularly update the situation and make timely adjustments when necessary.
2. Proactively coordinate with ministries, ministerial-level agencies, and government agencies to study and propose to the Prime Minister to issue appropriate mechanisms and policies suitable to the conditions of the Province to encourage various economic components to invest in production, business, and service development, expand markets proactively to integrate internationally, protect national security and defense, and effectively utilize resources to achieve the socio-economic goals set out in Article 1.
3. Vigorously reform organizational structures, management, and administrative reform, especially simplifying administrative procedures, creating a favorable environment to encourage both domestic and foreign investment, fully leveraging the potential and strengths of the Province.
4. Direct focused and prioritized investments to quickly achieve practical results, prioritizing investment in technical and social infrastructure construction to drive the development of industries and fields.
5. Enhance the effectiveness of the management machinery operations at all levels, along with reforming cadre placement work, perfecting the legal and policy system, concretizing division of responsibilities, rectifying administrative discipline, emphasizing individual and organizational management accountability.
Article 3. Ministries, ministerial-level agencies, and government agencies, based on their functions and tasks, shall have the responsibility to proactively coordinate with the People's Committee of Dong Nai Province to concretize approved sectoral planning through programs and investment projects in the province to create conditions for the province to achieve its set goals.
Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 5. The Chairman of the People's Committee of Dong Nai Province, Ministers, Heads of ministerial-level agencies, and government agencies are responsible for implementing this Decision.
