THE MINISTER OF HEALTH

Pursuant to the Decree No. 49/2003/NĐ-CP dated May 15, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;

Pursuant to Decision No. 36/2004/QĐ-TTg dated March 17, 2004 of the Prime Minister approving the National Strategy on HIV/AIDS Prevention and Control in Vietnam until 2010 and vision 2020;

At the proposal of the Director of the Department of HIV/AIDS Prevention and Control under the Ministry of Health,

DECISION:

Article 1. Approves the Action Program to enhance capacity and international cooperation in HIV/AIDS prevention and control in Vietnam until 2010 with the following main contents:

1. General Objective:

Enhancing the capacity of the HIV/AIDS prevention and control system in terms of infrastructure, equipment, human resources, and strengthening international cooperation to contribute to successfully implementing the National Strategy on HIV/AIDS Prevention and Control in Vietnam until 2010 and vision 2020.

2. Specific objectives by 2010:

a) Building and reinforcing the HIV/AIDS prevention and control system from central to local levels with sufficient capacity to proactively prevent, control, and manage the HIV/AIDS epidemic;

b) Increasing investment in infrastructure and equipment for HIV/AIDS prevention and control activities;

c) Enhancing the capacity of HIV/AIDS prevention and control staff;

d) Expanding international cooperation in HIV/AIDS prevention and control.

3. Implementation measures:

3.1. Policy and social measures:

a) Strengthening the leadership of Party committees and authorities at all levels over HIV/AIDS prevention and control work;

b) Continuing to improve the legal framework on HIV/AIDS prevention and control, focusing on issues such as decentralization, organizational structure, and financial management;

c) Encouraging the development of non-public health service providers related to HIV/AIDS;

d) Enhancing guidance, inspection, and supervision of HIV/AIDS prevention and control activities.

3.2. Measures to strengthen infrastructure and equipment for HIV/AIDS prevention and control:

a) Localities prioritizing land allocation for the construction of provincial HIV/AIDS Prevention and Control Centers and providing funding for the construction and upgrading of provincial HIV/AIDS Prevention and Control Center headquarters;

b) Gradually increasing state budget investment in HIV/AIDS prevention and control activities in line with the country's economic and social development, ensuring funding for HIV/AIDS prevention and control activities, prioritizing provinces with high HIV/AIDS infection rates and limited resources for HIV/AIDS prevention and control;

c) Managing and using funds invested in HIV/AIDS prevention and control activities for their intended purposes, achieving high efficiency, transparency, and openness in fund allocation and utilization;

d) Increasing investment in equipment for all levels, gradually modernizing HIV/AIDS prevention and control equipment to improve the quality of HIV/AIDS testing, diagnosis, and treatment;

đ) Developing joint venture and partnership models, technology transfer with reputable manufacturers of HIV/AIDS prevention and control equipment worldwide.

3.3. Measures to strengthen human resources:

a) Vigorously conducting training and retraining for professionals in the HIV/AIDS prevention and control system; gradually increasing the proportion of staff with university and postgraduate degrees. Implementing reasonable incentive policies for talent, encouraging the use of healthcare workers in HIV/AIDS prevention and control. Adjusting and reasonably deploying HIV/AIDS prevention and control staff according to their professional qualifications and work capabilities;

b) Diversifying training formats for staff working in HIV/AIDS prevention and control; Encouraging social organizations, non-governmental organizations, community organizations, religious groups, and people living with HIV/AIDS who have knowledge and skills to participate in HIV/AIDS prevention and control activities.

3.4. Measures to strengthen international cooperation in HIV/AIDS prevention and control:

a) Expanding international cooperation through various forms of bilateral and multilateral cooperation, seeking support and resource investment from countries and international organizations, absorbing scientific and technological achievements and management experience in HIV/AIDS prevention and control;

b) Implementing policies to encourage international organizations to provide non-reimbursable aid for HIV/AIDS diagnosis and treatment services for children, pregnant women infected with HIV/AIDS, and poor AIDS patients without support;

c) Enhancing the project planning, management, and coordination capacity of project management agencies and the implementation capacity of organizations engaged in HIV/AIDS prevention and control at all levels and sectors to effectively implement international projects;

d) Enhancing information sharing among projects to rationally allocate resources and share operational experiences between projects;

đ) Enhancing the government's coordination and management capacity with donors through monitoring, supervising, and evaluating HIV/AIDS prevention and control projects; Unifying the monitoring and evaluation of assistance programs and projects regarding the management and use of ODA funds in accordance with current regulations;

e) Strengthening international cooperation in HIV/AIDS prevention and control at the provincial level.

Article 2. Implementation organization:

1. Ministries and sectors that are members of the National Committee for HIV/AIDS Prevention and Control and Drug Abuse Prevention (PC AIDS and PC TNMTMD) shall organize and direct the implementation of the action program in accordance with their functions and responsibilities as prescribed in Decision No. 50/2007/QĐ-TTg dated April 12, 2007 of the Prime Minister on the establishment of the National Committee for HIV/AIDS Prevention and Control and Drug Abuse Prevention.

2. The Ministry of Health shall direct and organize the implementation of activities of relevant units:

The Department of HIV/AIDS Prevention and Control of Vietnam shall be responsible for comprehensive direction and management, coordinating with relevant units to develop plans, organize the implementation of the action program on enhancing capacity and international cooperation in HIV/AIDS prevention and control in Vietnam, monitor and evaluate the national program, collect and report summaries to higher-level authorities;

Relevant Departments and Bureaus of the Ministry of Health shall coordinate with the Department of HIV/AIDS Prevention and Control of Vietnam to organize and direct the implementation of national activities under the action program on enhancing capacity and international cooperation in HIV/AIDS prevention and control.

The Sub-committees under the Project Management Board for HIV/AIDS Prevention and Control under the National Target Program on Preventing and Controlling Certain Social Diseases, Dangerous Epidemics, and HIV/AIDS direct specialized activities to the provinces according to their assigned functions and tasks;

The Regional Management Boards under the Project Management Board for HIV/AIDS Prevention and Control under the National Target Program on Preventing and Controlling Certain Social Diseases, Dangerous Epidemics, and HIV/AIDS guide the provinces in developing plans, organizing inspections, monitoring, and evaluating HIV/AIDS prevention and control activities within their assigned areas;

The Department of Health directs and manages the implementation of provincial-level program activities, coordinates with relevant departments and organizations to organize the implementation of activities within the province, and compiles reports on the results of the program's implementation within the province;

3. The Steering Committees for HIV/AIDS Prevention and Control and Environmental Protection at the ministries and sectors shall cooperate with the Ministry of Health to develop plans and implement approved program activities within their units;

4. People's Committees at all levels shall allocate funds for the implementation of program activities;

5. Universities of Medicine nationwide shall cooperate with the Ministry of Health to develop training programs on HIV/AIDS prevention and control;

Article 3. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

Article 4. Gentlemen/Ladies: The Director of the Office, the Director of the HIV/AIDS Prevention and Control Department of Vietnam, the Heads of the Cadres and Civil Servants Department, the Science and Training Department, the Planning and Finance Department, the Legal Affairs Department, the Medical Equipment and Construction Department, the Heads of subordinate units under the Ministry, the Directors of Provincial Health Departments, the Heads of health sectors and related units are responsible for implementing this Decision./;
