DECISION OF THE PRIME MINISTER

Approving the Strategy for the Development of the Geodesy and Cartography Industry in Vietnam until 2020

Approving the Strategy for the Development of the Geodesy and Cartography Industry in Vietnam until 2020 with the main contents as follows:

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decree No. 12/2002/NĐ-CP dated January 22, 2002 of the Government on surveying and mapping activities;

CONSIDERING THE PROPOSAL OF THE MINISTER OF NATURAL RESOURCES AND ENVIRONMENT,

DECISION:

Article 1. 1. Geodesy and cartography activities are basic surveys that must precede other activities to ensure geographic information infrastructure for economic and social development needs, natural resource management, and environmental protection within the country, meeting the requirements for participating in cooperation to solve global and regional issues related to earth science research, natural resource monitoring, and environmental supervision during Vietnam's process of international economic integration.

I. GUIDING PRINCIPLES

2. Investment in science and technology in the geodesy and cartography industry is the primary solution for development. The development of geodesy and cartography science and technology in our country must be in line with domestic conditions while also keeping up with advanced world standards; actively meeting essential needs for developing and applying technologies for information acquisition, processing, building geographic databases, geographic information systems, storing and providing information, ensuring completeness, accuracy, timeliness, and low cost.

3. The geodesy and cartography information system must ensure national unified standards consistent with international standards, sufficient to serve state management needs regarding territory, economic and social activities, sustainable economic and social planning, national defense and security, disaster prevention and mitigation, natural resource exploitation monitoring, environmental control, and community information usage needs for production management, services, education, training, scientific research, and enhancing public awareness.

4. Leverage internal strength, especially the intellectual capacity of Vietnamese people, to develop and apply geodesy and cartography technology, particularly in geographic information processing software technology, while strengthening and expanding international cooperation in geodesy and cartography.

5. Gradually socialize geodesy and cartography services, commercialize information and materials on geodesy and cartography.

- Developing the Vietnamese Geodesy and Cartography Industry into a modern basic survey industry reaching the advanced level in the region and approaching the advanced level globally;

II. OBJECTIVES

1. General Objective

- Ensuring the construction and provision of complete, accurate, and timely geographic information infrastructure to meet state management needs regarding territory, land, natural resources, and environment, economic and social activities; ensuring national defense and security; earth science research; correct understanding of current status and sustainable economic and social development planning; disaster prevention and environmental protection; and meeting community information needs for economic activities, education, training, research, daily life, and enhancing public awareness;

- Establishing a state management agency system in the field of geodesy and cartography with capability and effective operation, meeting the general development requirements of the industry;

- Promptly completing the legal basis regulating the organization and operation of the Vietnamese Geodesy and Cartography Industry, ensuring the legal value of various types of maps and geodetic data in maps.

a) From now until 2010

2. Specific objectives

- Completing the legal framework on geodesy and cartography; standards, norms, and economic-technical quotas on geodesy and cartography;

- Perfecting the organizational structure of state management in geodesy and cartography from central to local levels;

- Continuing to upgrade satellite positioning technology (GPS) for positioning and navigation purposes, intensifying the application of remote sensing (RS) technology for rapid and accurate acquisition of geographic information, comprehensively applying geographic information system technology to effectively organize the national geographic information infrastructure;

- Completing the first phase of the "Establishment of Reference System - Coordinate System for National Defense and Security" project;

- Regularly updating the national topographic map system at a scale of 1:50,000 covering the entire country, establishing a geographic information system based on a 1:50,000 scale map of the entire country; starting the establishment of a national topographic map system at scales of 1:10,000 covering the entire country and 1:2,000, 1:5,000 covering urban areas and key economic zones for detailed planning; completing standardized cadastral maps combined with cadastral records for about 20 provincial administrative units; setting up a national digital elevation model; editing various small-scale topographic maps and specialized maps;

- Establishing marine map systems, river mouth, and port areas serving national defense and maritime management tasks for relevant ministries, sectors, and localities.

b) From 2011 to 2015

- Building a reference system; a modern national coordinate grid and national height grid in line with international standards;

- Completing the system for acquiring surface information through satellite imagery, optical and radar aerial photography, and laser scanning;

- Completing the national geographic information system including satellite and aerial imagery, topographic maps covering the entire country and economically developed areas; seabed topographic maps covering the entire maritime area and regions with marine economic activities; standardized cadastral maps linked to cadastral records nationwide; thematic, specialized, and dedicated maps; a digital elevation model; ensuring regular updates to the system.

c) From 2016 to 2020

- Completing the integrated technology combining GPS technology with remote sensing satellite image acquisition (RS) and geographic information system (GIS) technology (referred to as 3S technology) to apply according to a suitable technological process for Vietnam's conditions, following international standards.

- Complete the system of technology combining GPS technology with remote sensing satellite image acquisition (RS) technology and geographic information system (GIS) technology (referred to as 3S technology) to apply according to a technological process suitable for Vietnam's conditions, in accordance with international standards;

- Complete the entire geospatial information infrastructure including the national coordinate, elevation, and gravity network system within a unified National Reference System, connected dynamically to the international reference system; the satellite and aircraft remote sensing image acquisition system with appropriate equipment to meet surface information requirements; the geographic information system organized as a dynamic geographic database within the geographic information system comprising multiple shared information layers; thematic, specialized, and dedicated maps.

III. SPECIFIC TASKS FOR EACH STAGE

A. FROM NOW UNTIL 2010

1. Complete the system of regulatory legal documents on surveying and mapping

a) Summarize the implementation of Decree No. 12/2002/ND-CP on surveying and mapping activities, develop for the Government to submit to the National Assembly for promulgation of the Law on Surveying and Mapping;

b) Issue industry standards for the national reference system, the national origin coordinate, elevation, and gravity system; the national coordinate, elevation, and gravity base network system; the national boundary and administrative boundary system according to standard coordinates; the administrative place name, international place name, and geographic object name system; the geographic data standard system in various usage forms;

c) Complete the system of guiding documents for production technology procedures; technical regulations for each type of technology procedure; technical standards for each type of surveying and mapping project and product; economic and technical norms for each type of project and product.

2. Apply and develop technology

a) Expand real-time dynamic GPS positioning methods to innovate the national coordinate point grid structure towards minimizing ground markers needed, where the national coordinate grid serves as the origin for each locality, the frame for satellite image rectification to local coordinates, and the monitoring grid for crustal movement to predict geological disasters through surveying methods, and further develop GPS technology applications for other purposes;

b) Innovate height measurement technology towards creating high-precision digital models to apply satellite positioning technology in measuring heights; redesign and complete the national height and gravity networks towards minimizing the construction of basic height networks using geometric methods and organize gravity point grids at suitable densities, utilizing all height measurement methods to accurately build digital height models; the gravity point system is arranged sufficiently to serve height network calibration, study the Earth's gravity field, and geophysical exploration and surveys;

c) Complete the remote sensing technology system for capturing ground images from satellites and aircraft with different types of waves, including:

- Operate the national satellite image receiving and processing station under the French ODA-funded project in Hanoi to collect full-color optical, spectral, and radar images from the Spot satellite, put into use for surveying and mapping and other purposes;

- Innovate aerial photography technology using digital technology to increase information detail, information types, information accuracy, and reduce product costs;

- Equip with LiDAR technology for accurate terrain height measurement, providing new capabilities in forest investigation and surveying, and creating 3D city maps (3D) for economic development areas;

d) Complete the technology for using electronic information networks to manage land and provide geographic information for community needs;

đ) Complete marine surveying technology using multi-beam echo sounders, side-scan depth measurement, and electronic nautical chart technology.

3. Types of surveying and mapping projects and products to be implemented

During this stage, it is necessary to complete or begin implementing various types of surveying and mapping projects and products, including:

a) Based on the VN-2000 National Coordinate System already precisely connected to the International Reference System WGS-84, continue upgrading dynamically to have a new National Reference System precisely connected to the International Dynamic Reference System ITRF; complete Phase I of the Reference System - Coordinate System serving defense and security;

b) Construct a new national coordinate point grid with the minimum number of ground markers required. Lower-level grids are temporarily built using GPS technology sufficient for construction work without long-term marker protection;

c) Complete the base grid of the Differential Global Positioning System (DGPS) technology and prepare for system connection; expand the service range of DGPS technology for surveying and mapping goals, positioning and navigation for transportation and other goals; connect these points to the International GPS Service (IGS) point system;

d) Complete the national height and gravity grids based on the principle of minimizing long-term protected fixed points; incorporate satellite and airborne gravity data into calculations to reduce terrestrial gravity measurements; enhance the application of satellite positioning technology in height measurement;

đ) The topographic map system is implemented in the direction of:

- Regularly updating the national topographic map system at a scale of 1/50,000 covering the entire country, building a national geographic information system with a 1/50,000 base for the entire country for use in macro-level state management, sector-wide activities across the country; overall planning for sustainable economic development and environmental protection; ensuring defense and security;

- Begin establishing a national topographic map system at scales of 1/10,000 covering the entire country and 1/2,000, 1/5,000 covering urban and key economic zones for detailed planning; expand the national geographic information system with a 1/10,000 coverage base by setting up accurate 1-meter digital height models, 2.5-centimeter accurate Geoid digital models; complete the national topographic map system at a scale of 1/25,000 covering the entire country for defense and security purposes;

- Ensure timely provision of surveying and mapping materials for national border management and administrative boundaries at all levels; establish geographic information subsystems serving border work and geographic information subsystems serving administrative boundary management;

- Complete the project "Establishment of a marine map system, river mouth areas, and sea port maps to serve national defense and maritime management tasks of ministries, sectors, and localities" (as per Decision No. 47/2006/QĐ-TTg dated March 1, 2006, by the Prime Minister approving the overall plan on basic surveys and marine resource-environment management up to 2010 with a vision to 2020);

- Construct the National Geographic Information System including satellite and aircraft-acquired ground images; nationwide topographic maps covering economically developed areas; seabed topographic maps covering the entire maritime area and regions with marine economic activities; digital elevation models;

- Initially organize the provision of geographic information infrastructure in the form of ground images, topographic maps, and base maps via electronic networks;

e) Complete standardized cadastral maps combined with the establishment of land records and issuance of land use right certificates for approximately 20 provincial-level administrative units (in accordance with the World Bank's ODA project in conjunction with local budgets); complete the land information system in these provinces to serve land management;

4. Reform the system of implementation of surveying and mapping activities;

Complete the corporatization of state-owned enterprises providing surveying and mapping services and products, and develop non-state enterprises to provide surveying and mapping services;

B. FROM 2011 TO 2015

1. Application and development of technology;

a) Complete the surface earth information acquisition system using satellite and aircraft optical, radar, and laser imaging technologies, including the following contents:

- Upgrade and expand the capabilities of the national satellite image receiving and processing stations with new imaging technologies;

- Equip laser scanning technology from aircraft in coastal zones to obtain water depth information (specialized laser technology for coastal zones) for the purpose of establishing a coastal zone geographic information subsystem to serve integrated coastal zone management;

b) Continue investment to upgrade surveying and mapping technologies for seabed topographic maps and specialized thematic maps to ensure marine economic management, national defense, and security;

c) Research to initially produce domestically some surveying and mapping equipment;

2. Types of surveying and mapping projects to be implemented;

a) Complete the National Reference Frame based on dynamic perspective to connect with the International Terrestrial Reference Frame (ITRF), Defense-Security Reference Frame-Coordinate System; complete the national coordinate point grid, national height point grid, and national gravity point grid according to design specifications, ensuring modernity and compliance with international standards; complete the operation of the DGPS base station system for nationwide use on land and at sea;

b) Complete the National Geographic Information System including satellite and aircraft-acquired ground images; various types of topographic maps covering the entire country at scales from 1/10,000 to 1/1,000,000 and densely covering economically developed areas at scales of 1/2,000 and 1/5,000; seabed topographic maps covering the entire maritime area at a scale of 1/200,000 and densely covering maritime economic activity areas at scales from 1/10,000 to 1/1,000,000; accurate digital elevation models and accurate Geoid (sea level) models; various types of maps at different scales serving national border and administrative boundary management at all levels; administrative and geographic object name systems, specialized thematic and sectoral maps serving economic and social development, ensuring national defense and security. Ensure regular updates and provide various types of geographic information through electronic networks;

c) Complete standardized cadastral maps at scales from 1/200 to 1/10,000 depending on land type, along with the construction of modern land record systems for all central-affiliated provinces and cities; connect nationwide into a land information network to serve registration, transaction, and land information provision for community needs;

d) Diversify geographic information outputs in the form of paper maps, map sets, comprehensive or specialized atlases to meet different usage requirements for educational, training, scientific research, and enhancing public awareness purposes;

3. Reform the system of implementation of surveying and mapping activities;

Socialize the service and production of surveying and mapping information;

C. FROM 2016 TO 2020

1. Application and development of technology;

Complete the 3S technology system combining GPS, remote sensing (RS) imaging technology (for both land and seabed), and GIS technology to integrate into a unified technology system suitable for Vietnam's conditions for producing surveying and mapping information, applicable in areas requiring specialized surveying and mapping information;

2. Types of surveying and mapping projects to be implemented;

a) Complete the entire surveying and mapping information infrastructure system including the National Reference Frame; Defense-Security Reference Frame-Coordinate System; national coordinate, height, and gravity point grids dynamically connected to the International Reference Frame; remote sensing imaging information acquisition system from satellites and aircraft with appropriate devices to meet surface earth information requirements; organized geographic information system as a geographic database with seven layers of topographic maps: national border and administrative boundary layer, height and depth layer, hydrological system layer, transportation layer, vegetation cover layer, land use layer, population layer at various scales;

b) Connecting the surveying and mapping infrastructure system to the electronic information network to directly serve state management; economic and social development; national defense and security; scientific research on Earth; understanding current conditions and planning for development; disaster prevention and environmental protection; meeting community information needs, enhancing public awareness, and international cooperation to solve regional and global issues.

3. Reform the system of implementation of surveying and mapping activities;

Fully socialize service and production activities related to surveying and mapping.

IV. MAJOR SOLUTIONS AND KEY PROJECTS

A. MAJOR SOLUTIONS

1. Improving the mechanism and policy framework for the operation of the Surveying and Mapping sector in Vietnam

a) Establishing a system of mechanisms and policies for the development of the Surveying and Mapping sector in Vietnam; clarifying and combining tasks related to various types of surveying and mapping products; ensuring non-overlapping investments; encouraging the use of surveying and mapping information in management, development planning, and decision-making assistance; creating conditions for the socialization of surveying and mapping activities;

b) Strengthening and improving state management agencies within the Surveying and Mapping sector in Vietnam to meet the requirements of sector development at each specific stage;

c) Reforming the operating mechanism of central and local public institutions towards becoming enterprises; privatizing state-owned enterprises to enhance service activity efficiency, improve product quality, and reduce costs;

d) Socializing surveying and mapping activities, encouraging surveying and mapping activities carried out by businesses outside the state sector through tender mechanisms for projects and products.

2. Mobilizing and effectively utilizing investment capital for surveying and mapping

a) Increasing central government budget investment in technology and basic surveying and mapping products, specialized surveying and mapping; local government budget investment in technology and specialized surveying and mapping products for local management purposes;

b) Utilizing non-governmental budget investment for specialized surveying and mapping technologies such as construction surveying and mapping; surveying and mapping for production and service management; surveying and mapping information serving community needs.

3. Training technical human resources for surveying and mapping

a) Enhancing the quality of college, university, and postgraduate education in surveying and mapping towards diversifying training formats, aligning with program, content, and methodological innovations suitable for new technological trends; increasing the number of training staff in countries with advanced surveying and mapping science and technology;

b) Reforming training content on the use and exploitation of surveying and mapping information in related fields such as agriculture, construction, transportation, etc., with a focus on using information technology in surveying and mapping;

c) Developing a high-level technical cadre team through international cooperation activities to contribute to solving global and regional issues.

4. Promoting scientific research, developing, and applying technology

a) Building and implementing a scientific research, development, and application program for surveying and mapping technology with appropriate timelines, prioritizing practical programs and topics serving economic and social development needs, resource management, and environmental protection;

b) Selecting and adopting advanced scientific and technological achievements from around the world that suit domestic conditions, increasing scientific and technological capacity to meet the development needs of surveying and mapping activities;

c) Implementing incentive policies for highly qualified surveying and mapping science and technology personnel who have made positive contributions to surveying and mapping activities;

d) The State sets high technological content requirements for surveying and mapping projects and products implemented according to government orders.

5. Expanding and strengthening international cooperation

a) Strengthening cooperation in surveying and mapping with developed countries with high technological levels through international scientific research topics on Earth sciences, through joint programs addressing regional and global issues;

b) Promoting cooperation with neighboring countries in surveying and mapping to obtain common regional information;

c) Establishing cooperative relationships in surveying and mapping services with Southeast Asian countries, countries in the Asia-Pacific region, and others;

d) Actively participating in surveying and mapping activities in professional associations and non-governmental organizations worldwide.

B. KEY PROJECTS

1. Projects and Programs on Legal Framework Development

a) Project "Developing the Law on Surveying and Mapping"

- Implementing Unit: Ministry of Natural Resources and Environment;

- Main Content: Summarizing the implementation of Decree No. 12/2002/ND-CP and drafting the Law on Surveying and Mapping;

- Implementation Period: 2008 - 2009.

b) Project "Establishing the National Geographic Information Standard System"

- Implementing Unit: Surveying and Mapping Department under the Ministry of Natural Resources and Environment;

- Main Content: Establishing the National Geographic Information Standard System to unify data standards and align with international standards;

- Implementation Period: Initiated in 2006, completed in 2008.

3. Projects and Programs in the Field of Reference System, Coordinate System, Elevation, and Gravity System Construction

a) Project "Completing the National Reference System"

- Implementing Unit: Surveying and Mapping Department under the Ministry of Natural Resources and Environment;

- Main content: upgrading the National Reference System VN-2000 according to the static viewpoint to be compatible with the old international reference system WGS-84 into a new national reference system according to the dynamic viewpoint compatible with the new international reference system ITRF;

- Implementation time: 2011.

b) Project "Establishing a fixed GPS network on the territory of Vietnam"

The project belongs to the "Strategy for the application and development of information technology in the natural resources and environment sector" approved by the Prime Minister under Decision No. 179/2004/QD-TTg dated October 6, 2004.

- Implementing Unit: Surveying and Mapping Department under the Ministry of Natural Resources and Environment;

- Main content: establishing a fixed GPS network including the completion of a system of four fixed GPS stations already built in Dien Bien, Hai Phong, Quang Nam, Ba Ria-Vung Tau; equipping the central control station in Hanoi, building new fixed GPS stations based on the dynamic viewpoint, serving both as a basic coordinate network and as a network for monitoring crustal movements for geological hazard forecasting; connecting the network between stations and providing DGPS positioning services for surveying and mapping activities, positioning and navigation for land, air, and sea transportation, and serving modern tectonic research, crustal movement, and unifying the mathematical basis for geographic data;

- Implementation time: 2008 - 2009.

c) Project "Establishing a Reference System - Coordinate System for National Defense and Security" (as per Decision No. 47/CP-KG dated July 18, 2000 of the Prime Minister)

- Implementing unit: Mapping Department of the General Staff Headquarters;

- Main content: establishing a separate reference system - coordinate system ensuring confidentiality for national defense and security purposes;

- Implementation time: from 2007.

d) Project "Completing the National Height Control Network"

- Implementing Unit: Surveying and Mapping Department under the Ministry of Natural Resources and Environment;

- Main content: establishing a height datum for the Central region in Da Nang and for the Southern region in Ba Ria-Vung Tau and Ha Tien, completing the national basic height control network;

- Implementation time: implemented from 2004 and completed in 2008.

đ) Project "Completing the National Gravity Control Network"

- Implementing unit: Institute of Surveying and Mapping Sciences under the Ministry of Natural Resources and Environment;

- Main content: establishing a national gravity control network at various levels, measuring detailed gravity points, calculating corrections for the height network, and building a national gravity database;

- Implementation time: implemented from 2005 and completed in 2009.

4. Programs and projects related to data acquisition and establishment of surveying and mapping data

a) Project "Establishing a Satellite Image Reception Station and Processing Station"

- Implementing unit: Remote Sensing Center under the Ministry of Natural Resources and Environment;

- Main content: establishing a satellite image reception station for Spot (France), Modis (USA), and EnviSat (EU) satellites, and a satellite image processing station to provide high-resolution optical and radar images (with the best resolution of 2.5 meters) for various purposes, including surveying and mapping;

- Implementation time: implemented from 2005 using ODA loan funds from the French Government, and completed in 2009.

b) Project "Establishing a Geographic Information Database at Scale 1:10,000 Linked to a Nationwide Digital Elevation Model"

- Implementing Unit: Surveying and Mapping Department under the Ministry of Natural Resources and Environment;

- Main content: equipping LiDAR technology for high-precision ground elevation measurement; linking newly established base topographic maps and cadastral maps at scale 1:10,000, and photographing and mapping additional areas without existing maps to form a nationwide topographic map system at scale 1:10,000; building a high-precision digital elevation model (including the digital geoid model); establishing a geographic information database at the base scale of 1:10,000;

- Implementation time: submitted to the Prime Minister, expected to start implementation in 2008.

c) Project "Establishing a Geographic Information Database at Scales 1:2,000 and 1:5,000 for Urban Areas, Industrial Zones, and Key Economic Zones"

- Implementing Unit: Surveying and Mapping Department under the Ministry of Natural Resources and Environment;

- Main content: updating aerial photography technology using digital camera rooms capable of full-spectrum light, visible and infrared spectrums; linking newly established topographic maps at scales 1:2,000 and 1:5,000, and photographing and mapping additional areas without existing maps to form a complete topographic map system at scales 1:2,000 and 1:5,000 for urban areas, industrial zones, and key economic zones; establishing a geographic information database at the base scales of 1:2,000 and 1:5,000 for urban areas;

- Implementation time: submitted to the Prime Minister, expected to start implementation in 2008.

d) Project "Modernizing the Land Management System of Vietnam"

- Implementing unit: Provincial Departments of Natural Resources and Environment directly under the Central Government;

- Main content: conducting regular cadastral surveys, establishing modern cadastral records, and forming a national land information system;

- Implementation time: the project was decided by the Prime Minister to be funded through ODA loans from the World Bank, expected to start implementation in 2008.

đ) Project "Establishing and Completing a Nationwide Topographic Map System at Scale 1:25,000 for National Defense and Security Purposes"

- Implementing unit: Mapping Department of the General Staff Headquarters, Ministry of National Defense;

- Main content: completing existing topographic maps at scale 1:25,000; establishing new topographic maps at scale 1:25,000 in areas without existing maps to form a nationwide coverage system for national defense and security purposes;

- Implementation time: 2009 - 2011.

e) Project "Establishing a Marine Map System and Coastal Areas, Ports for National Defense and Marine Management Tasks of Ministries, Sectors, and Localities"

The project belongs to the "Comprehensive Program for Basic Survey and Management of Marine Resources and Environment until 2010, Vision until 2020" approved by the Prime Minister under Decision No. 47/QD-TTg dated March 1, 2006.

- Implementing unit: Surveying and Mapping Department under the Ministry of Natural Resources and Environment and Naval Command;

- Main content: establishing various types of marine maps at all scales across the entire Vietnamese maritime area;

- Implementation time: 2008 - 2011, part of the Comprehensive Program for Basic Survey and Management of Marine Resources and Environment until 2010, Vision until 2020 approved by the Prime Minister under Decision No. 47/QD-TTg dated March 1, 2006.

g) Project "Establishing a Database for Defense Land Management Maps"

The project has been approved for implementation by the Prime Minister's Office through Circular No. 486/TTg-NN dated April 19, 2007.

- Implementing unit: Mapping Department of the General Staff Headquarters, Ministry of National Defense;

- Main contents: creating cadastral maps and land management files for defense areas, establishing a database for land management maps and a management system, utilizing the defense land database;

- Implementation period: 2008 - 2011.

5. Programs and Projects on Building National Geographic Information Infrastructure

a) Project "Publishing Vietnam's Map System on the Internet"

- Implementing Unit: Surveying and Mapping Department under the Ministry of Natural Resources and Environment;

- Main contents: completing the map system on land and at sea to be published on the electronic information page of the Vietnam National Mapping and Surveying Agency;

- Implementation period: 2007 - 2009. The project has been assigned by the Prime Minister to the Ministry of Natural Resources and Environment to implement in collaboration with the Ministry of Defense.

b) Project "Building a Database Management System for the National Geographic Information Infrastructure and Surveying and Mapping Data"

The project falls under the content "Building the National Geographic Information System" within the "Strategy for Application and Development of Information Technology in the Natural Resources and Environment Sector," which was approved by the Prime Minister through Decision No. 179/2004/QĐ-TTg dated October 6, 2004.

- Implementing unit: the Vietnam National Mapping and Surveying Agency under the Ministry of Natural Resources and Environment;

- Main contents: collecting all information about the National Reference System, coordinate point systems, national height and gravity systems, satellite and aerial photography systems using various types of equipment, national geographic database systems at various scales covering the entire country, geographic database systems at scales of 1/2,000 and 1/5,000 fully covering urban areas, border management and administrative boundary maps, digital elevation models including the '0' Geoid and ground surface heights; building an electronic network for data transmission; equipping software for information extraction according to user needs; establishing and publicizing the map database on the Internet regarding natural conditions, resources, environment, socio-economic factors, population distribution, serving the purpose of information retrieval and understanding by organizations and individuals with relevant needs;

- Implementation period: 2008 - 2011.

Article 2. Organization of Implementation

1. The Ministry of Natural Resources and Environment shall be responsible for:

- Organizing and directing the implementation of the Strategy's contents; guiding ministries, sectors, and localities to build and implement programs, plans, projects, and initiatives based on their assigned functions and tasks, ensuring they align with the Strategy's objectives, contents, and solutions.

- Directing the review, statistics, evaluation, and coordinating with relevant ministries, sectors, and localities to implement prioritized investment projects and programs; on this basis, developing specific programs, clearly defining priority contents, and assigning responsibilities to ministries, sectors, and localities;

- Leading and coordinating with ministries, sectors, localities, and related functional agencies to inspect and supervise the implementation of the Strategy; conducting annual and five-year reviews, summaries, evaluations, and lessons learned from the Strategy's implementation; submitting to the Prime Minister for decision on adjusting the Strategy's objectives and contents when necessary.

2. The Ministry of Planning and Investment and the Ministry of Finance shall take the lead and coordinate with the Ministry of Natural Resources and Environment and other relevant ministries and sectors to allocate funds annually in accordance with the State Budget Law to effectively implement the Strategy's contents.

3. Ministries, sectors, and localities shall organize the implementation of prioritized projects of the Strategy and its related contents, objectives, and solutions based on their assigned functions and tasks.

Article 3. This Decision takes effect fifteen days after its publication in the Official Gazette.

Article 4. THE MINISTERS, HEADS OF GOVERNMENT-LEVEL MINISTRIES, HEADS OF GOVERNMENT-LEVEL AGENCIES, AND CHAIRMEN OF PROVINCE AND CITY PEOPLE'S COMMITTEES DIRECTLY UNDER THE CENTRAL GOVERNMENT SHALL BE RESPONSIBLE FOR ENFORCING THIS DECISION./.
