Pursuant to the Education Law dated June 14, 2005, and the Law Amending and Supplementing Certain Articles of the Education Law dated November 25, 2009;
Pursuant to the Law on Militia and Self-defense dated November 23, 2009;
Pursuant to Decree No. 36/2012/NĐ-CP dated April 18, 2012 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;
Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

At the proposal of the Director of the Department of Vocational Education;
The Minister of Education and Training issues this Circular amending and supplementing certain contents of the Framework Program on vocational secondary education for the Military Base sector, issued together with Decision No. 73/2008/QĐ-BGDĐT dated December 25, 2008 of the Minister of Education and Training,
Article 1. Amending and supplementing certain contents of the Framework Program on vocational secondary education for the Military Base sector issued together with Decision No. 73/2008/QĐ-BGDĐT dated December 25, 2008 of the Minister of Education and Training as follows:
1. Clause 1 of Section I: The phrase "Chairman, Deputy Chairman of the Military Committee at commune, ward, town level" shall be amended to read "Chairman, Vice-Chairman of the Military Committee at commune, ward, town level".
2. The phrase "Self-defense Militia Ordinance" shall be amended to read "Self-defense Militia Law" throughout the entire program.
Article 2. This Circular shall take effect from November 10, 2012.
Article 3. The Head of the Office, Directors of the Department of Vocational Education, Heads of units related to the Ministry of Education and Training, Directors of educational and training institutions, Heads of educational institutions offering vocational secondary education for the Military Base sector are responsible for implementing this Circular.
