CIRCULAR
ABOLISHING CERTAIN LEGAL DOCUMENTS IN THE HEALTH SECTOR
issued by the Minister of Health, jointly issued
Pursuant to the Law on Legislative Documents dated June 22, 2015;
BASED ON THE GOVERNMENT DECREE NO. 34/2016/NĐ-CP OF MAY 14, 2016 PROVIDING DETAILED PROVISIONS ON SOME ARTICLES AND MEASURES FOR IMPLEMENTATION OF THE LAW ON ENACTING LEGAL DOCUMENTS;
Pursuant to Decree No. 75/2017/NĐ-CP dated June 20, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;
At the request of the Director of the Legal Department,
THE MINISTER OF HEALTH ISSUES THIS CIRCULAR TO ABOLISH CERTAIN LEGAL DOCUMENTS IN THE HEALTH SECTOR ISSUED BY THE MINISTER OF HEALTH AND JOINTLY ISSUED.
This Circular takes effect from January 25, 2026.
ABOLISH THE ENTIRETY OF TWO LEGAL DOCUMENTS ISSUED BY THE MINISTER OF HEALTH AS FOLLOWS:
1. DECISION NO. 385/2001/QĐ-BYT OF FEBRUARY 13, 2001 OF THE MINISTER OF HEALTH PROVIDING TECHNICAL TASKS IN THE FIELD OF REPRODUCTIVE HEALTH CARE AT HEALTH FACILITIES.
2. DIRECTIVE NO. 04/2003/CT-BYT OF OCTOBER 10, 2003 OF THE MINISTER OF HEALTH ON STRENGTHENING NEWBORN CARE TO REDUCE NEONATAL MORTALITY.
Article 2. Repealing part of legal normative documents
ABOLISH CHAPTER 3 OF JOINT CIRCULAR 13/2014/TTLT-BYT-BNNPTNT-BCT OF APRIL 9, 2014 OF THE MINISTER OF HEALTH - MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT - MINISTRY OF INDUSTRY AND TRADE GUIDING THE ASSIGNMENT AND COORDINATION IN STATE MANAGEMENT OF FOOD SAFETY.
Article 3. Effectiveness
This Circular takes effect from February 15, 2020.
Article 4. Organization of Implementation
THE HEAD OF THE LEGAL AFFAIRS DEPARTMENT, THE DIRECTOR OF THE MINISTRY’S OFFICE, THE DIRECTOR OF THE MINISTRY’S INSPECTION DEPARTMENT, THE HEADS OF DEPARTMENTS, DIRECTORS OF BUREAUS, DIRECTORS OF GENERAL BUREAUS UNDER THE MINISTRY OF HEALTH AND OTHER RELATED ORGANIZATIONS, ORGANIZATIONS, AND INDIVIDUALS ARE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR./.
