CIRCULAR

ISSUING TECHNICAL REGULATIONS ON SAFETY OF INDUSTRIAL EXPLOSIVE MATERIAL PRODUCTS - EMULSION EXPLOSIVES USED IN UNDERGROUND MINES AND SUBSURFACE CONSTRUCTIONS WITHOUT GAS EXPLOSIONS

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to the Law on Management and Use of Weapons, Explosives, and Auxiliary Tools dated June 20, 2017;

Pursuant to the Law on Product Quality and Goods Quality dated November 21, 2007;

Pursuant to Decree No. 96/2022/NĐ-CP dated November 29, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade; Decree No. 105/2024/NĐ-CP dated August 1, 2024 of the Government amending and supplementing certain articles of Decree No. 96/2022/NĐ-CP dated November 29, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade and Decree No. 26/2018/NĐ-CP dated February 26, 2018 of the Government on the Charter of Organization and Operation of Vietnam Electricity Corporation;

Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations; Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain articles of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations;

Pursuant to Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing the implementation of certain provisions of the Law on Product Quality; Decree No. 74/2018/NĐ-CP dated May 15, 2018 of the Government amending and supplementing certain articles of Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing the implementation of certain provisions of the Law on Product Quality; Decree No. 154/2018/NĐ-CP dated November 9, 2018 of the Government amending, supplementing, and abolishing certain regulations on investment and business conditions in the field of state management by the Ministry of Science and Technology and certain regulations on specialized inspection;

At the proposal of the Director of the Department of Safety Technology and Industrial Environment;

The Minister of Industry and Trade issues this Circular on National Technical Regulations on Safety of Industrial Explosive Materials - Emulsion Explosives Used in Underground Mines and Subsurface Constructions Without Gas Explosions.

Article 1. Issuance of the National Technical Regulation

This Circular includes the National Technical Regulations on Safety of Industrial Explosive Materials - Emulsion Explosives Used in Underground Mines and Subsurface Constructions Without Gas Explosions.

Designation: QCVN 12-26:2024/BCT.

Article 2. Effective Date

This Circular takes effect from July 1, 2025, and replaces Circular No. 14/2012/TT-BCT dated June 12, 2012 of the Minister of Industry and Trade on National Technical Regulations on Emulsion Explosives Used in Underground Mines and Subsurface Constructions Without Gas and Dust Explosions.

Article 3. Implementation Organization

The Director of the Office of the Ministry, Heads of Departments: Industrial Safety and Environmental Protection, Chemicals; Head of Department of Science and Technology; Directors of Provincial and Municipal Departments of Industry and Trade under the Central Government; Heads of agencies, organizations, and individuals concerned are responsible for implementing this Circular./.
