Pursuant to Decree No. 68/CP dated October 11, 1993 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health.
Pursuant to Decision No. 230/1998/QD-TTg dated November 30, 1998 of the Prime Minister on the reorganization of scientific research and technology application agencies under the Ministry of Health.
Considering the proposal of the Director of the Central Institute for Medical Science Information at Report No. 18/TT-VTT dated May 11, 1999.
At the proposal of the Director of the Department of Organization and Cadres, Ministry of Health.
DECISION:
Article 1. Attached herewith is the "Charter on Organization and Operation of the Central Institute for Medical Science Information".
Article 2. This Decision takes effect from the date of issuance. All previous regulations contrary to this Decision are abolished.
Article 3. The following officials are responsible for implementing this Decision: Head of the Office, Directors of the Department of Organization and Cadres, Department of Science and Training, Ministry of Health, Director of the Central Institute for Medical Science Information, and heads of related units.

PART I
GENERAL PROVISIONS
Article 1. This Charter sets forth basic provisions regarding the organization and operation of the Central Institute for Medical Science Information.
Article 2. The Central Institute for Medical Science Information was established pursuant to Decision No. 1249/BYT-QĐ dated October 31, 1979 of the Ministry of Health.

Article 3. The Central Institute for Medical Science Information is a health service unit under the Ministry of Health, having legal personality, its own seal, and separate bank accounts, including both domestic currency (Vietnamese dong) and foreign currency accounts at state treasuries and banks.
Article 4. During the implementation of cooperative research, exploitation, processing, and serving medical information and library activities, as well as national and international programs and projects as specified in Articles 5 and 6 below of this Charter, the Central Institute for Medical Science Information may receive financial resources (in cash or kind) according to contractual mechanisms and shall collect revenues in accordance with the Law on Finance and current State regulations.
Chapter II
FUNCTIONS AND TASKS OF THE INSTITUTE
Article 5. The Central Institute for Medical Science Information has the function of conducting scientific research on the application of information technology in medical information and library services, providing information services, building libraries, directing specialized work and professional activities within the national network of medical information and library services in the healthcare sector, and serving as the focal point for international cooperation in the field of medical information and library services. Compiling, editing, printing, publishing, and distributing the Journal of Medical Information, reference tools, search materials, and other informational publications to serve the leadership of the Ministry of Health, central agencies, educational institutions, scientific research organizations, disease prevention and treatment facilities, and other entities within the healthcare sector. Participating in the construction of a national medical information network on Intranet and Internet.
6.3. Developing plans for the development of central medical libraries, organizing archival collections and reader service activities, cataloging and bibliographic records to serve healthcare professionals throughout the sector, final-year students of medical universities and colleges, and readers from related fields. Building a national pharmaceutical database to support the evaluation of information for healthcare science and technology research topics.
6.4. Industry Guidance: Designing, constructing, and directing the nationwide network of medical and pharmaceutical scientific and technological information, standardizing and developing organizational models and operational regulations in medical and pharmaceutical information and library work, guiding, cooperating, and managing research topics on medical and pharmaceutical information and libraries.
6.5. Participating in training, retraining, and professional upgrading for healthcare civil servants nationwide in medical and pharmaceutical scientific and technological information, applied computer science, and information technology in medical and pharmaceutical research and practice.
6.6. International Cooperation: Serving as the national focal point for medical and pharmaceutical information and library services. The Institute collaborates with relevant departments of the Ministry (Department of International Cooperation, Department of Science and Training, etc.) to implement international cooperation tasks in medical and pharmaceutical information and library services, developing bilateral and multilateral projects, planning, and developing international relations with international organizations, governments, non-governmental organizations, individuals, and scientists both domestically and internationally in the field of medical information, in accordance with the Ministry of Health's approval and compliance with State laws.
6.7. Cooperating with mass media agencies (press, radio, and television) inside and outside the healthcare sector to widely disseminate medical and pharmaceutical scientific and technological knowledge and introduce medical achievements and scientific and technological advancements in healthcare to serve primary healthcare and public health protection.
6.8. Management of the Unit:
6.8.1. Managing the organization, staff, staffing, salaries, finances, infrastructure, materials, and equipment of the Institute in accordance with State regulations and policies.
6.8.2. Developing domestic and international projects on medical and pharmaceutical information to increase financial resources for the Institute.
6.8.3. Implementing scientific and technological information services and medical information services, publishing publications, and journalistic activities to increase financial resources for the Institute and improve the living conditions of employees in accordance with State laws.
Chapter III
ORGANIZATION AND STAFF OF THE INSTITUTE
Article 7. The Central Institute for Medical Science Information has a Director and several Deputy Directors.
7.1. The Director is appointed by the Minister of Health. The Director is responsible to the Minister for all activities of the Institute.
7.2. Deputy Directors are appointed by the Minister based on the recommendation of the Director. Deputy Directors assist the Director in carrying out certain tasks assigned by the Director.
Article 8Scientific Council of the Institute:
8.1. The Scientific Council of the Institute shall advise the Director of the Institute on scientific research work, staff training, and the organization of medical information systems.
8.2. The term of office of the Council is three years.
8.3. The composition and mode of operation of the Council shall be implemented in accordance with the current regulations of the Ministry of Science and Technology and Environment.
Article 9. The organizational structure of the Institute includes:
9.1. Management area:
9.1.1. Planning and General Affairs Department: including scientific research, industry guidance, training, and international cooperation.
9.1.2. Organization, Administrative, and Management Department.
9.1.3. Accounting and Finance Department.
9.2. Professional area:
9.2.1. Medical Library.
9.2.2. Editing Department: including Editorial Boards, Secretariat, Editorial Councils of journals and informational publications.
9.2.3. Medical Informatics Department.
9.2.4. Publishing Department: printing, photocopying, and production of informational service products.
When there is a need to establish additional departments or units, the Director of the Institute shall propose to the Minister of Health for consideration and issuance of a decision.
Article 10. Staff members of the Central Institute of Medical Information-Library are classified according to the standard civil servant ranks and positions as stipulated by the Minister of Health.
Article 11. The staffing plan of the Central Institute of Medical Information-Library annually is prepared by the Director based on the Institute's needs and proposed to the Minister of Health for consideration and approval.
Article 12. To meet the tasks of scientific research and staff training, the Central Institute of Medical Information-Library may invite scientific and technological experts from domestic and foreign agencies to serve as collaborators.
Chapter IV
FINANCIAL MANAGEMENT OF THE INSTITUTE
Article 13. The Central Institute of Medical Information-Library is a level II budget unit under the Ministry of Health, having its own accounts, including foreign currency accounts, and fully complying with state laws in the field of finance and accounting.
Article 14. - Operating funds of the Central Institute of Medical Information-Library are sourced from:
+ State budget allocation.
+ Revenue from scientific and technical services.
+ Other revenues.
- Operating funds of the Central Institute of Medical Information-Library must be expended in accordance with state regulations.
Chapter V
RELATIONSHIP WITH OTHER AGENCIES AND UNITS INSIDE AND OUTSIDE THE HEALTH SECTOR
Article 15. The Central Institute of Medical Information-Library is the leading agency in the health sector for information and library activities, subject to comprehensive management and leadership by the Ministry of Health, professional guidance by relevant state agencies, and full responsibility for all its activities before the law.
Article 16. The Central Institute of Medical Information-Library may cooperate with international organizations, governments, non-governmental organizations, individuals, and domestic and foreign scientific and technological experts in the activities of the Institute within its assigned functions and responsibilities.
Chapter VI
FINAL PROVISION
Article 17. During implementation, if there is a need to amend or supplement this regulation, the Director of the Central Institute of Medical Information-Library shall propose to the Minister of Health for consideration and issuance of a decision./.
