PRESIDENT OF THE SOCIALIST REPUBLIC OF VIETNAM
Pursuant to Article 103 and Article 106 of the Constitution of the Socialist Republic of Vietnam in 1992, amended and supplemented by Resolution No. 51/2001/QH10 dated December 25, 2001 of the 10th National Assembly, Session 10;
Pursuant to the Ordinance on the Conclusion and Implementation of International Treaties of the Socialist Republic of Vietnam dated August 20, 1998;
Considering the proposal of the Government at the Memorandum No. 595/CP-QHQT dated May 6, 2004;
DECISION:
Article 1. Accession to the Berne Convention for the Protection of Literary and Artistic Works.
Article 2. The Socialist Republic of Vietnam hereby declares its reservation with respect to the provisions of Article 33 of the Berne Convention and applies the preferential regime for developing countries under Articles II and III of the Protocol to the Convention.
Article 3. The Minister of Foreign Affairs shall be responsible for handling the diplomatic procedures regarding the Socialist Republic of Vietnam's accession to the aforementioned Convention and notifying relevant agencies of the date of entry into force of the Convention.
Article 4. This Decision takes effect from the date of signing.
The Prime Minister, Head of the Office of the State President, shall be responsible for implementing this Decision.
