REGARDING THE EXPORT OF NATIONAL RESERVE RICE TO SUPPORT FOOD AID AT THE BEGINNING OF 2010 FOR YEN BAI PROVINCE

THE MINISTER OF FINANCE
Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
BASED ON THE DECISION NO. 251/QD-TTg OF FEBRUARY 10, 2010 OF THE GOVERNMENT PRIME MINISTER ON PROVIDING RICE AID TO YEN BAI PROVINCE IN THE EARLY 2010 HOARDING PERIOD;
At the request of the Director General of the State Reserve Administration,
DECISION:
Article 1. THE NATIONAL RESERVE ADMINISTRATION CIRCULAR SHALL ISSUE WITHOUT CHARGE 1,000 TONS OF RICE FROM THE NATIONAL RESERVE TO YEN BAI PROVINCE TO SUPPORT FOOD AID FOR THE PEOPLE DURING THE CANH DAN NEW YEAR FESTIVAL AND THE EARLY 2010 HOARDING PERIOD.
Article 2. THE NATIONAL RESERVE ADMINISTRATION SHALL BE RESPONSIBLE FOR COORDINATING WITH THE YEN BAI PROVINCE PEOPLE'S COMMITTEE TO PROMPTLY ORGANIZE THE HANDOVER AND RECEIPT OF RICE AT DISTRICT AND COUNTY CENTERS ACCORDING TO THE DISTRIBUTION PLAN OF THE PROVINCE.
THE NATIONAL RESERVE ADMINISTRATION SHALL DECREASE THE NATIONAL RESERVE CAPITAL BY THE AMOUNT OF RICE MENTIONED ABOVE AT THE ACCOUNTING PRICE CURRENTLY MONITORED IN THE ACCOUNTING BOOKS AND REPORT THE SETTLEMENT OF THE AID GOODS IN ACCORDANCE WITH THE REGULATIONS.
Article 3. THIS DECISION SHALL TAKE EFFECT FROM THE DATE OF SIGNATURE. THE DIRECTOR OF THE NATIONAL RESERVE ADMINISTRATION, THE HEAD OF THE MINISTRY OF FINANCE BUDGET DEPARTMENT, THE HEAD OF THE MINISTRY OF FINANCE PLANNING AND FINANCE DEPARTMENT, THE DIRECTOR OF THE MINISTRY OF FINANCE PRICE MANAGEMENT DEPARTMENT, AND THE DIRECTOR OF THE MINISTRY OF FINANCE OFFICE ARE RESPONSIBLE FOR IMPLEMENTING THIS DECISION.
