Article 2. This Decision shall take effect from the date of its issuance. All previous regulations that conflict with this regulation are hereby abolished.

The Heads of the Office, Inspectorate, Departments of Science and Training, Legal Affairs, Preventive Medicine - Ministry of Health, Director of the Quality Control and Food Safety Administration, Directors of Provincial Health Services under the Central Government, and Heads of Units under the Ministry of Health are responsible for implementing this Decision.

REGULATIONS
On Sanitation and Safety for Certain Types of Plastic Packaging Materials
Used for Food Wrapping and Containment
(Issued together with Decision No. 3339/2001/QD-BYT dated July 30, 2001 of the Minister of Health)
These regulations apply to certain types of plastic packaging materials used for food wrapping and containment produced and traded in Vietnam.
1. General Provisions
1.1. Scope of Application
These regulations apply to individual traders, enterprises belonging to various economic sectors producing and trading plastic packaging materials used for food wrapping and containment.
1.2. Applicability
1.3. In these regulations, the following terms are understood as follows:
Plastic:
refers to organic high-molecular compounds created through polymerization, condensation, copolymerization, or similar processes from low molecular weight substances. Plastics can also be derived from natural polymers or modified natural polymers. Migration:
refers to the movement of substances within the packaging material into the food. 2.1.1. Plastic food packaging must not migrate substances into food exceeding 10 mg/dm² of the surface area of the packaging.
The migration limit is 60 mg/kg of food for the following cases:
2.1. General Requirements
- Packaging with a capacity greater than 0.5 liters and less than 10 liters;2 - Packaging where the surface in contact with food is difficult to determine;
- Various types of pouches, gaskets, caps, and lids.
2.1.2. Plastic packaging used for containing oil, fat, and milk for circulation on the market may only be used once.
2.2. Requirements for Monomers and Other Initiators
The safety limits for monomers and other initiators used in the production of plastic food packaging must comply with the requirements specified in Table 1.
2.3. Requirements for Additives
Additives used in the production of plastic food packaging must comply with the requirements specified in TCVN 6514-8:1999 (AS 2070-8:1992(E)).
2.4. Requirements for Colorants
Colorants used in the production of plastic food packaging must comply with the requirements specified in TCVN 6514-6:1999 (AS 2070-6:1995(E)).
3. Requirements for Polyethylene (PE) and Polypropylene (PP) Food Packaging
In addition to the requirements stipulated in Part 2 of these regulations, the testing conditions and safety limits for raw materials and finished PE and PP packaging must comply with the requirements specified in Table 2.
4. Requirements for Polyethylene Terephthalate (PET) Food Packaging
In addition to the requirements stipulated in Part 2 of these regulations, the testing conditions and safety limits for raw materials and finished PET packaging must comply with the requirements specified in Table 3.
5. Requirements for Polyvinyl Chloride (PVC) Food Packaging
In addition to the requirements stipulated in Part 2 of these regulations, the testing conditions and safety limits for raw materials and finished PVC packaging must comply with the requirements specified in Table 4.
In addition to the requirements specified in Part 2 of this Regulation, the testing conditions and safety limits for raw materials and finished product packaging made of PET must be carried out in accordance with the requirements set forth in Table 3.
5. Requirements for polyvinyl chloride (PVC) food packaging.
In addition to the requirements specified in Part 2 of this Regulation, the testing conditions and safety limits for raw materials and finished product packaging made of PVC must be carried out in accordance with the requirements set forth in Table 4.
