ISSUING REGULATIONS ON THE ORGANIZATION AND IMPLEMENTATION OF CERTAIN SUPERVISION ACTIVITIES OF THE NATIONAL ASSEMBLY,

THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY, THE NATIONAL ASSEMBLY DELEGATIONS, THE NATIONAL ASSEMBLY COMMITTEES,

THE NATIONAL ASSEMBLY DELEGATES AND NATIONAL ASSEMBLY MEMBERS

WHEREAS The Constitution of the Socialist Republic of Vietnam;policiesWHEREAS The Law on Organization of the National Assembly;

Pursuant to the Law on the Organization of the National Assembly No. 57/2014/QH13;

Pursuant to the Law on the Supervision Activities of the National Assembly and People's Councils No. 87/2015/QH13;

Pursuant to the report of the drafting board,

RESOLUTION:

Clause 4 of Article 6

The attached Resolution hereby promulgates the Regulations on "The organization and implementation of certain supervision activities of the National Assembly, the Standing Committee of the National Assembly, the National Assembly Delegations, the National Assembly Committees, and National Assembly Members."

These Regulations provide detailed provisions on the procedures and processes for building, organizing, implementing, and reporting on the results of the National Assembly's and the Standing Committee of the National Assembly's supervision programs; organizing questioning and reviewing responses to questions at National Assembly sessions and Standing Committee meetings; organizing specialized supervision activities of the National Assembly and the Standing Committee of the National Assembly; organizing the supervision activities of National Assembly Delegations and National Assembly Members; coordinating the activities of specialized supervision delegations and explanatory activities at National Assembly agencies; examining the implementation of resolutions and supervisory recommendations; and some aspects of ensuring and organizing support services for supervision activities.

The National Assembly Delegations and National Assembly Committees shall carry out supervision activities in accordance with the Law on the Supervision Activities of the National Assembly and People's Councils and perform tasks and powers as prescribed in these Regulations.

The Standing Committee of the National Assembly, the National Assembly Delegations, the National Assembly Committees, the General Secretary of the National Assembly, the National Assembly Office, agencies under the Standing Committee of the National Assembly, National Assembly Delegations, National Assembly Members, relevant agencies, organizations, and individuals are responsible for implementing this Resolution.

Article 3. 

This Resolution takes effect from March 1, 2017.

PART I

PROGRAMS FOR SUPERVISION BY THE NATIONAL ASSEMBLY AND THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY

Section 1 BUILDING THE OVERSIGHT PROGRAM OF THE NATIONAL ASSEMBLY AND THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY

Article 1. Proposing the Content of the Oversight Program

1. By no later than January 15 each year, the Secretary-General of the National Assembly shall send a document requesting the National Ethnic Council, the Committees of the National Assembly, the Delegations of National Assembly Members, and the Central Committee of the Vietnam Fatherland Front to propose the content to be included in the National Assembly's oversight program and the Standing Committee's oversight program for the following year. For the first year of the term, the document from the Secretary-General of the National Assembly shall be sent no later than 80 days before the opening of the first session. The proposals of National Assembly members shall be sent to their respective Delegations for consolidation; the nationwide voters' petitions shall be consolidated by the People's Petitions Board under the Standing Committee of the National Assembly and forwarded to the Secretary-General of the National Assembly. National Assembly members may also send their own proposal documents directly to the Standing Committee of the National Assembly.

2. The proposal document must clearly specify the oversight activities as stipulated in Articles 11 and 22 of the Law on the Activities of Oversight of the National Assembly and People's Councils. For specialized oversight activities of the National Assembly and the Standing Committee of the National Assembly, each proposal document shall not exceed two specialized topics.

Article 2. Building the Proposed Oversight Program of the National Assembly and the Standing Committee of the National Assembly

1. The Secretary-General of the National Assembly shall organize the collection and consolidation of proposals and suggestions regarding the National Assembly's and the Standing Committee's oversight programs. For specialized oversight, based on the consolidation of proposals and suggestions, and according to the criteria specified in Clause 2 of this Article, the Secretary-General of the National Assembly shall propose between 25 and 30 specialized topics and arrange them by oversight subjects for selection.

2. Specialized oversight topics shall be selected based on the following prioritized criteria:

a) They are urgent issues emerging at a macro level or significantly impacting economic and social life, receiving attention from National Assembly members, voters, and the public; related to the development and implementation of laws; and not within the scope of new laws that have been effective for less than 12 months from the date of proposal.

b) They do not overlap with specialized oversight topics already conducted by the National Assembly and the Standing Committee of the National Assembly within the last 18 months from the date of proposal.

c) They ensure balance and appropriateness across different fields.

d) The scope of oversight is suitable for the conditions of the relevant National Assembly agencies.

3. The Secretary-General of the National Assembly shall seek opinions from the Permanent Delegation of the National Ethnic Council, the Permanent Delegations of the Committees of the National Assembly, and the Boards under the Standing Committee of the National Assembly on the proposed oversight program of the National Assembly and the Standing Committee of the National Assembly to propose the oversight program, including six to eight specialized oversight topics to be submitted to the Standing Committee of the National Assembly. The Secretary-General of the National Assembly may organize the solicitation of opinions from experts on the proposed oversight program.

Article 3. The Standing Committee of the National Assembly Provides Opinions on the Proposed Oversight Program of the National Assembly and the Standing Committee of the National Assembly

1. The Standing Committee of the National Assembly shall provide opinions on the proposed oversight program of the National Assembly and the Standing Committee of the National Assembly at the meeting prior to the mid-year session of the National Assembly.

2. The dossier submitted at the Standing Committee of the National Assembly meeting includes:

a) The Secretary-General of the National Assembly's report on the proposed oversight program of the National Assembly and the Standing Committee of the National Assembly, accompanied by a draft proposal of the Standing Committee of the National Assembly on the proposed oversight program of the National Assembly. The report includes the main contents: characteristics of the situation in the anticipated working year; results of consolidating proposals and suggestions from agencies, organizations, and individuals; proposed content of the National Assembly's and the Standing Committee's oversight program; reasons for selecting activities to be included in the oversight program; responsibilities of agencies, organizations, and individuals; proposed leading and coordinating agencies for preparing oversight content; organizational measures for implementation; other related matters;

b) Report on the results of implementing the National Assembly's and the Standing Committee's oversight program in the previous year;

c) Consolidation of proposals and suggestions arranged by content;

d) Consolidation of proposals and suggestions arranged by proposing agency, organization, or individual;

đ) Explanation of the contents proposed for specialized oversight;

e) Compilation of the content of specialized topics overseen by the National Assembly and the Standing Committee of the National Assembly over the past five years up to the date of proposal.

3. The Standing Committee of the National Assembly shall provide opinions on the proposed oversight program of the National Assembly and the Standing Committee of the National Assembly in the following sequence:

a) The Secretary-General of the National Assembly shall present the report on the proposed oversight program of the National Assembly and the Standing Committee of the National Assembly and the draft proposal of the Standing Committee of the National Assembly on the proposed oversight program of the National Assembly;

b) The Standing Committee of the National Assembly shall discuss;

c) The chairperson of the meeting shall conclude on: the proposed content of the National Assembly's and the Standing Committee's oversight program, including four specialized oversight topics to be submitted to the National Assembly; matters to be considered in building and perfecting the Standing Committee's proposal to be submitted to the National Assembly; other related matters.

4. The Secretary-General of the National Assembly shall assist the Standing Committee of the National Assembly in perfecting the Proposal and draft resolution on the proposed oversight program of the National Assembly.

Article 4. Serving the National Assembly to decide on the supervision program of the National Assembly

1. The dossier submitted at the session of the National Assembly includes:

a) The report of the Standing Committee of the National Assembly on the proposed supervision program of the National Assembly. The report includes the main contents: characteristics of the situation in the expected working year; results of compiling suggestions and recommendations from agencies, organizations, and individuals; the proposed content of the National Assembly's supervision program, including four specialized supervision topics; grounds and reasons for selecting activities included in the supervision program; responsibilities of agencies, organizations, and individuals; the proposed leading agency and coordinating agency to prepare the supervision content; measures to organize and implement; other related issues;

b) Report on the results of implementing the National Assembly's and the Standing Committee's oversight program in the previous year;

c) Compilation of suggestions and recommendations arranged by content, clearly stating the name of the proposing agency, organization, or individual;

d) Explanation of the four proposed specialized supervision topics;

đ) Collection of content of specialized topics that the National Assembly and the Standing Committee of the National Assembly have supervised over the past five years up to the time of proposal;

e) Draft resolution on the National Assembly's supervision program.

2. The Secretary-General of the National Assembly sends a form to solicit opinions from National Assembly deputies on the proposed specialized supervision topics of the National Assembly to select two specialized supervision topics based on the results of soliciting opinions according to the principle of choosing from highest to lowest.

3. Based on the discussion opinions of National Assembly deputies and the results of soliciting opinions, the Secretary-General of the National Assembly assists the Standing Committee of the National Assembly in preparing a report to adopt and explain the opinions of National Assembly deputies and perfecting the draft resolution on the National Assembly's supervision program, to be submitted to the National Assembly for consideration and approval.

Article 5. The Standing Committee of the National Assembly issues a resolution on the supervision program of the Standing Committee of the National Assembly

1. Not later than thirty days from the date the National Assembly approves the resolution on the National Assembly's supervision program, the Standing Committee of the National Assembly shall approve the resolution on the Standing Committee of the National Assembly's supervision program based on the proposal of the Secretary-General of the National Assembly after soliciting opinions from Standing Committee members.

2. The resolution on the Standing Committee of the National Assembly's supervision program includes the following main contents:

a) Contents supervised by the Standing Committee of the National Assembly in the year;

b) Responsibilities of agencies, organizations, and individuals;

c) Measures to organize and implement.

Section 2 IMPLEMENTATION OF THE NATIONAL ASSEMBLY AND STANDING COMMITTEE OF THE NATIONAL ASSEMBLY'S SUPERVISION PROGRAM

Article 6. Implementation of the National Assembly and Standing Committee of the National Assembly's supervision program

1. Not later than thirty days from the date the Standing Committee of the National Assembly approves the resolution on its supervision program, the Secretary-General of the National Assembly shall submit to the Standing Committee of the National Assembly for issuance of a plan to implement the National Assembly and Standing Committee of the National Assembly's supervision program. In necessary cases, the Standing Committee of the National Assembly may organize a meeting to implement the supervision program of the National Assembly and Standing Committee of the National Assembly.

2. The implementation plan must clearly state the purpose and requirements; assign agencies to carry out; progress; organizational work and coordination in implementation; if the report of the entity subject to supervision, as required to be reviewed, involves multiple agencies, then the plan must clearly state the leading reviewing agency and the coordinating reviewing agency (if any).

Article 7. Report on the Results of Implementing the Supervision Program of the National Assembly and the Standing Committee of the National Assembly

1. By the latest date of January 30 each year, the National Ethnic Council, the Committees of the National Assembly, and the Boards under the Standing Committee of the National Assembly assigned to be in charge of the contents in the supervision program of the National Assembly and the Standing Committee of the National Assembly in the previous year shall submit reports on the results of implementation to the Standing Committee of the National Assembly through the Secretary-General of the National Assembly.

2. The Secretary-General of the National Assembly shall draft the report on the results of implementing the supervision program of the National Assembly and the Standing Committee of the National Assembly, seek opinions from the Permanent Delegation of the National Ethnic Council, the Permanent Delegations of the Committees of the National Assembly, and the Boards under the Standing Committee of the National Assembly; incorporate and revise the report, then submit it to the Standing Committee of the National Assembly for review to present to the National Assembly.

3. The report stipulated in Clause 2 of this Article must assess the achievements, shortcomings, limitations, causes; the degree of completion of the supervision program of the National Assembly and the Standing Committee of the National Assembly; the responsibilities of related agencies; lessons learned; recommendations and suggestions. The report includes the following annexes:

a) A compilation of supervision activities and supervision recommendations concerning the contents within the supervision program of the National Assembly and the Standing Committee of the National Assembly;

b) A list of reports from agencies subject to supervision, supervisory agencies, and resolutions after supervision of the National Assembly and the Standing Committee of the National Assembly.

Article 8. Organization of Implementation of Supervision by the Standing Committee of the National Assembly on Complaints and Petitions Resolution and Citizen Suggestions Resolution

1. The Standing Committee of the National Assembly shall examine the reports of the Government, the Supreme People's Court, and the Supreme People's Procuracy on the resolution of complaints and petitions; organize specialized supervision or delegate the National Ethnic Council and the Committees of the National Assembly to supervise the resolution of complaints and petitions; supervise the resolution of citizen suggestions of competent authorities according to Articles 30 and 31 of the Law on the Activities of Supervision of the National Assembly and People's Councils.

2. Members of the Standing Committee of the National Assembly who are Heads of the Committee for Petitioners shall assist the Standing Committee of the National Assembly in organizing the supervision of the resolution of complaints and petitions and the resolution of citizen suggestions in their respective fields as assigned. Members of the Standing Committee of the National Assembly who are Heads of the Committee for Petitioners shall be responsible for drafting programs and plans, establishing working groups to implement the tasks stipulated herein; reporting the results of implementation to the Standing Committee of the National Assembly; assisting the Standing Committee of the National Assembly in building and perfecting the report on the results of supervision to present to the National Assembly.

Article 9. Organization of Implementation of Supervision by the Standing Committee of the National Assembly on the Activities of Provincial People's Councils

1. The National Ethnic Council and the Committees of the National Assembly shall study the reports on the activities of provincial People's Councils; prepare opinions on resolutions of provincial People's Councils that appear to violate the Constitution, laws, and regulatory legal documents of higher-level state agencies according to the assignments of the Standing Committee of the National Assembly as stipulated in Articles 28 and 29 of the Law on the Activities of Supervision of the National Assembly and People's Councils.

2. Members of the Standing Committee of the National Assembly who are Heads of the Committee for Deputies' Work shall assist the Standing Committee of the National Assembly in organizing the supervision of the activities of provincial People's Councils to serve the Standing Committee of the National Assembly in examining the reports on the activities of provincial People's Councils according to Clause 1 of Article 28 of the Law on the Activities of Supervision of the National Assembly and People's Councils. Members of the Standing Committee of the National Assembly who are Heads of the Committee for Deputies' Work shall be responsible for drafting programs and plans, establishing working groups to implement the tasks stipulated herein; reporting the results of implementation to the Standing Committee of the National Assembly; building and perfecting the report on the results of supervision according to the directives of the Standing Committee of the National Assembly.

Article 2. The Standing Committee of the National Assembly, the National Ethnic Council, the Committees of the National Assembly, the Secretary-General of the National Assembly, the Office of the National Assembly, agencies under the Standing Committee of the National Assembly, Delegations of National Assembly members, National Assembly deputies, relevant agencies, organizations, and individuals shall be responsible for implementing this Resolution.

Chapter II ASKING QUESTIONS AND REVIEWING THE ANSWERS TO QUESTIONS

Section 1 ASKING QUESTIONS AND REVIEWING THE ANSWERS TO QUESTIONS AT NATIONAL ASSEMBLY SESSIONS

Article 10. Time limit and responsibilities of agencies in compiling information to select question topics and those being questioned

1. Within five days from the opening day of the session, the People's Petitions Committee under the Standing Committee of the National Assembly shall send a summary of opinions and petitions within the jurisdiction of central agencies, organizations, and units to the Secretary-General of the National Assembly.

2. Within five days from the opening day of the session, the Secretary-General of the National Assembly shall complete the compilation of public opinion on prominent issues in the economic and social fields during the period between two sessions through press reports.

3. The Secretary-General of the National Assembly shall compile the content of questions submitted by National Assembly deputies to the Standing Committee of the National Assembly from the opening day of the session; if necessary, the Secretary-General of the National Assembly shall send a questionnaire to solicit the opinions of National Assembly deputies on proposed question topics.

Article 11. Criteria for selecting question topics and those being questioned

1. Question topics shall be selected based on the following criteria:

a) They are urgent issues that have emerged in the country's economic and social life, attracting the attention of many National Assembly deputies and voters; issues with signs of legal violations; issues that have been answered in writing by those being questioned but the National Assembly deputies disagree with the content of the answers, and the Standing Committee of the National Assembly agrees to submit them for review at the National Assembly session;

b) Not asking about issues already included in resolutions on questioning and special supervision resolutions of the National Assembly and the Standing Committee of the National Assembly within twelve months prior to the questioning date;

c) Consistent with the total time allocated for organizing the question session.

2. Those being questioned shall be selected in accordance with the question topics. Those being questioned shall be responsible for directly and fully answering the questions posed by National Assembly deputies, and may not delegate others to answer on their behalf. In cases of special and valid reasons preventing attendance at the session, those being questioned shall send a written explanation to the Secretary-General of the National Assembly for reporting.

Article 12. Procedures and formalities for selecting question topics and those being questioned

1. Within twelve days from the opening day of the National Assembly session, based on the provisions of Articles 10 and 11 of this Regulation, the Secretary-General of the National Assembly shall propose from twelve to eighteen question topics and those being questioned, seek the opinions of the Standing Committee of the National Ethnic Council, the Standing Committees of the National Assembly's Committees, and the Committees under the Standing Committee of the National Assembly to select from six to nine question topics, report to the Standing Committee of the National Assembly. Each question topic group shall include from three to five questions.

2. The Standing Committee of the National Assembly shall consider the proposal of the Secretary-General of the National Assembly, select from five to seven question topics and those being questioned through meetings or written comments.

3. The Secretary-General of the National Assembly shall incorporate the Standing Committee of the National Assembly's opinions, prepare a report on the proposed question topics and those being questioned, and distribute questionnaires to National Assembly deputies.

4. National Assembly deputies shall select question topics and those being questioned and return the questionnaires to the Secretary-General of the National Assembly.

5. Based on the session program and the results of the compiled questionnaires, the Secretary-General of the National Assembly shall assist the Standing Committee of the National Assembly in preparing a consolidated report, incorporating and explaining the opinions of National Assembly deputies, and selecting from four to six question topics according to the principle of choosing from highest to lowest priority and selecting those being questioned.

Article 13. Organization of Questioning Sessions at National Assembly Sessions

1. When the National Assembly examines and decides on the annual supervision program, based on the proposal of the National Assembly Secretary-General, the Standing Committee of the National Assembly shall submit to the National Assembly for decision:

a) The organization of questioning sessions at the annual session;

b) The combination of questioning with the examination of the implementation of the National Assembly's resolutions on questioning, specialized supervision, and the Standing Committee's resolutions on questioning at the final session of the mid-term year and the final session of the term-end year;

c) Not organizing questioning activities at the first session and the final session of the term.

2. Based on the proposal of the National Assembly Secretary-General, the Standing Committee of the National Assembly shall submit to the National Assembly for consideration and decision that the time allocated for questioning at the annual session shall be at least three days, and at the final session of the mid-term year and the term-end year shall be at least four days when the National Assembly decides on the session program.

3. Based on the session program, the issues for questioning and the person being questioned selected by the National Assembly, the National Assembly Secretary-General assists the Standing Committee of the National Assembly in drafting a specific schedule for the questioning sessions and notifies the person being questioned at least three days before the questioning session is held.

4. At the questioning session, before the National Assembly deputies question, the Standing Committee member who is the Chairman of the Social Affairs Committee presents a report on the results of monitoring the resolution of citizens' complaints submitted to the National Assembly at the previous session. The National Assembly Secretary-General reports on the implementation of the resolutions on questioning, the issues promised at previous sessions; the situation of answering questions given by the National Assembly in writing; and a summary of the questioning situation at the session.

5. At the combined questioning session with the examination of the implementation of the National Assembly's resolutions on questioning, specialized supervision, and the Standing Committee's resolutions on questioning at the final session of the mid-term year and the term-end year, before the National Assembly deputies question, representatives from the Government, the President of the Supreme People's Court, the Procurator General of the Supreme People's Procuracy, and the State Auditor General present summaries of the implementation of the resolutions on questioning and specialized supervision; the National Assembly Secretary-General presents a report on the content of the review by the National Ethnic Council and the National Assembly Committees on the implementation of the resolutions on questioning and specialized supervision.

Article 14. Serving the National Assembly in Issuing Resolutions on Questioning

1. The National Assembly Secretary-General sends out forms requesting evaluations of the results of questioning activities to National Assembly deputies and compiles the results, reporting to the Standing Committee of the National Assembly.

2. The National Assembly Secretary-General leads and coordinates with relevant agencies to draft resolutions on questioning; solicits opinions from the Permanent Delegation of the National Ethnic Council, the Permanent Delegations of the National Assembly Committees, the Standing Committee's Departments, and related ministries and sectors; submits to the Standing Committee of the National Assembly for comments to perfect the draft before submitting it for the National Assembly deputies' opinions.

3. The National Assembly Secretary-General assists the Standing Committee of the National Assembly in compiling the opinions of the National Assembly deputies, preparing reports on adopting and explaining the deputies' opinions, perfecting the draft resolution on questioning, and submitting it to the National Assembly for consideration and approval at the closing session of the term.

Article 15. Answering Interrogations in Writing

1. Immediately after the National Assembly selects the group of issues for interrogation, the Secretary-General of the National Assembly sends to the person being interrogated the questions from National Assembly deputies that do not belong to the selected group of issues at the session as stipulated in point a, Clause 4, Article 15 of the Law on the Supervisory Activities of the National Assembly and People's Councils. At the latest three days from the closing date of the interrogation session, the Secretary-General of the National Assembly sends to the person being interrogated the questions from National Assembly deputies that the National Assembly has decided to answer in writing as stipulated in points b and c, Clause 4, Article 15 of the Law on the Supervisory Activities of the National Assembly and People's Councils.

2. The Secretary-General of the National Assembly organizes the collection, compilation, and urging of answers to interrogations in writing from the person being interrogated, and reports to the Standing Committee of the National Assembly.

3. At the latest thirty days from the date of receiving the written response to the interrogation, if they disagree with the content of the response, National Assembly deputies submit requests and proposals according to Clause 4, Article 15 of the Law on the Supervisory Activities of the National Assembly and People's Councils to the Standing Committee of the National Assembly, the National Assembly through the Secretary-General of the National Assembly.

4. The Secretary-General of the National Assembly submits to the Standing Committee of the National Assembly a report summarizing the requests and proposals of National Assembly deputies regarding the written responses to interrogations. The Standing Committee of the National Assembly examines the report and decides on the following matters:

a) Issues requiring further clarification from the person being interrogated according to the request of National Assembly deputies;

b) Issues raised for interrogation at the most recent session of the Standing Committee of the National Assembly;

c) Issues raised for interrogation at the most recent session of the National Assembly;

d) Issues proposing the National Assembly to consider the responsibility of the person being interrogated.

Article 16. Report on the Implementation of Resolutions on Interrogations and Promises Made at Sessions

1. At the latest five days from the closing date of the session, the Secretary-General of the National Assembly assists the Standing Committee of the National Assembly in compiling the contents promised during the National Assembly session and sends them to those who answered the interrogations and made promises.

2. Those who answered the interrogations and made promises have the responsibility to submit reports according to Clause 7, Article 15 of the Law on the Supervisory Activities of the National Assembly and People's Councils based on the outline issued by the Secretary-General of the National Assembly.

3. The Secretary-General of the National Assembly assists the Standing Committee of the National Assembly in compiling the report on the implementation of the National Assembly resolution on interrogations and promises made, and sends it to National Assembly deputies at the latest ten days from the opening date of the next session.

Section 2 INTERROGATIONS AND REVIEW OF RESPONSES TO INTERROGATIONS AT THE SESSION OF THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY

Article 17. Summary Report on Interrogations

1. During the period between two sessions of the National Assembly, National Assembly deputies record the issues for interrogation and the person being interrogated on the interrogation form and send it to the Standing Committee of the National Assembly through the Secretary-General of the National Assembly; the Delegation of National Assembly deputies may compile the opinions and proposals of National Assembly deputies in the delegation on the group of issues for interrogation and send them to the Secretary-General of the National Assembly for consolidation and reporting to the Standing Committee of the National Assembly.

2. At the latest twenty days before the opening date of the interrogation session, the Secretary-General of the National Assembly informs National Assembly deputies of the Standing Committee of the National Assembly's opinion on organizing the interrogation at the Standing Committee of the National Assembly session.

Article 18. Criteria for selecting the group of issues to be questioned and the person to be questioned

1. Question topics shall be selected based on the following criteria:

a) Issues specified in point b, Clause 4, Article 15 of this Regulation; urgent and emerging issues in the country's economic and social life that have been identified at the previous session and during the period from the previous session to the questioning session; issues with signs of violation of laws.

b) Not asking about issues already included in resolutions on questioning and special supervision resolutions of the National Assembly and the Standing Committee of the National Assembly within twelve months prior to the questioning date;

c) Consistent with the total time allocated for organizing the question session.

2. Those being questioned shall be selected in accordance with the question topics. Those being questioned shall be responsible for directly and fully answering the questions posed by National Assembly deputies, and may not delegate others to answer on their behalf. In cases of special and valid reasons preventing attendance at the session, those being questioned shall send a written explanation to the Secretary-General of the National Assembly for reporting.

Article 19. Procedures and formalities for selecting the group of issues to be questioned and the person to be questioned

1. Based on the criteria for selecting the group of issues to be questioned stipulated in Article 18 of this Regulation, no later than 12 days before the opening day of the questioning session, the Secretary-General of the National Assembly proposes from 04 to 06 groups of issues to be questioned and the persons to be questioned, and reports to the Standing Committee of the National Assembly. The Standing Committee of the National Assembly considers and decides on from 02 to 03 groups of issues to be questioned and the persons to be questioned. Each group of issues to be questioned includes from 03 to 05 issues.

2. The Secretary-General of the National Assembly assists the Standing Committee of the National Assembly in issuing a plan to organize the questioning activity at the Standing Committee session; no later than 08 days before the opening day of the questioning session, this plan is sent to National Assembly deputies and relevant agencies. The questioning plan must clearly state the group of issues to be questioned, the person to be questioned, the time, location of the questioning, and other related contents.

3. In addition to the person to be questioned,

Article 20. Organization of questioning at the Standing Committee session

1. The Standing Committee of the National Assembly organizes the questioning activity at the March and August sessions each year, except in the transitional year between two terms of the National Assembly; special cases are decided by the Standing Committee of the National Assembly. The time for organizing questioning at each session is at least one day. Deputy

2. Full-time and part-time National Assembly deputies working at central agencies attend directly in the meeting room of the Standing Committee; National Assembly deputies from localities participate via online means.

3. The Secretary-General of the National Assembly proposes the agenda of the questioning session for the leadership of the National Assembly to decide; the agenda of the questioning session is notified to National Assembly deputies and the person to be questioned no later than three days before the questioning date.

Article 21. The Standing Committee of the National Assembly issues a resolution on questioning

1. The Secretary-General of the National Assembly chairs and coordinates with relevant agencies to draft the resolution on questioning; solicits opinions from the Permanent Council of Ethnic Minorities, the Permanent Committees of the National Assembly, the Committees under the Standing Committee of the National Assembly, and related ministries and sectors.

2. The Secretary-General of the National Assembly solicits opinions of Standing Committee members in writing on the draft resolution; chairs and coordinates with relevant agencies to incorporate and explain the opinions of Standing Committee members; solicits opinions from Deputy

3. In case the Standing Committee of the National Assembly does not issue a resolution on questioning, the Secretary-General of the National Assembly chairs the issuance of a notification of the Standing Committee's conclusions on the questioning activities at the session.

Article 22. Answering questions in writing

1. Immediately after the Standing Committee of the National Assembly selects the group of issues to be questioned, the Secretary-General of the National Assembly sends to the person to be questioned the questions of National Assembly deputies that do not belong to the group of issues to be questioned at the session as prescribed in point a, Clause 3, Article 26 of the Law on the Activities of Supervision by the National Assembly and People's Councils. No later than three days from the closing day of the questioning session, the Secretary-General of the National Assembly sends to the person to be questioned the questions of National Assembly deputies that the Standing Committee of the National Assembly has decided to answer in writing as prescribed in points b and c, Clause 3, Article 26 of the Law on the Activities of Supervision by the National Assembly and People's Councils.

2. The Secretary-General of the National Assembly organizes the collection, compilation, and urging of answers to interrogations in writing from the person being interrogated, and reports to the Standing Committee of the National Assembly.

3. No later than thirty days from the date of receipt of the written response to the questioning, if they disagree with the content of the response, National Assembly deputies submit requests and proposals according to the provisions of Clause 3, Article 26 of the Law on the Activities of Supervision by the National Assembly and People's Councils to the Standing Committee of the National Assembly, the National Assembly through the Secretary-General of the National Assembly.

4. The Secretary-General of the National Assembly compiles the requests and proposals of National Assembly deputies to present to the Standing Committee of the National Assembly for consideration and decision on the following matters:

a) Issues requiring further clarification from the person being interrogated according to the request of National Assembly deputies;

b) Issues raised for interrogation at the most recent session of the Standing Committee of the National Assembly;

c) Issues raised for interrogation at the most recent session of the National Assembly;

d) Matters requesting the Standing Committee of the National Assembly, the National Assembly to consider responsibility towards the person to be questioned.

Article 3. This Resolution shall take effect from March 1, 2017.

RESOLUTION OF THE NATIONAL ASSEMBLY STANDING COMMITTEE ON IMPLEMENTATION REGULATIONS FOR SOME SUPERVISION ACTIVITIES OF THE NATIONAL ASSEMBLY, THE NATIONAL ASSEMBLY STANDING COMMITTEE, THE NATIONAL ASSEMBLY'S PEOPLE'S COUNCILS, THE NATIONAL ASSEMBLY'S COMMITTEES, THE NATIONAL ASSEMBLY DELEGATIONS, AND NATIONAL ASSEMBLY MEMBERS (Issued together with Resolution No. 334/2017/UBTVQH14)

Chapter III SPECIALIZED SUPERVISION BY THE NATIONAL ASSEMBLY AND THE NATIONAL ASSEMBLY STANDING COMMITTEE

Section 1 ESTABLISHMENT OF THE SUPERVISION DELEGATION

Article 23. Serving the National Assembly on the establishment of specialized supervision delegations of the National Assembly

1. Based on the supervision program of the National Assembly, the National Assembly Standing Committee shall submit to the National Assembly for approval a resolution establishing a specialized supervision delegation at the mid-year session of the previous year.

2. The National Assembly's resolution on the establishment of a specialized supervision delegation shall include contents as prescribed in Clause 1, Article 16 of the Law on the Activities of Supervision by the National Assembly and People's Councils.

3. The composition of the supervision delegation shall be proposed by the National Assembly Standing Committee and decided by the National Assembly, including:

a)

b) One member of the National Assembly Standing Committee serving as the Deputy Head of the delegation in charge of content;

c) Two to three members of the National Assembly Standing Committee serving as Deputies Heads;

d) Representatives of the National Assembly's People's Councils and relevant Committees of the National Assembly shall be members;

đ) Three to five National Assembly members who are knowledgeable about the subject matter of the specialized supervision shall be members;

e) Representatives of the National Assembly Delegation in the locality where the supervision will be conducted shall be members;

g) The supervision delegation may invite representatives of the Vietnam Fatherland Front Central Committee, affiliated organizations of the Front, and experts to participate in the activities of the delegation, but not exceeding seven people. The National Assembly's resolution on the establishment of the supervision delegation must clearly specify the Head and Deputy Heads of the delegation; other members of the delegation shall be decided by the National Assembly Standing Committee. During the supervision process, the composition of the delegation may be adjusted due to supervision requirements or other objective reasons, but it must comply with the provisions of this clause; the National Assembly Standing Committee shall decide on such adjustments based on the proposal of the Head of the delegation.

4. The supervision plan accompanying the resolution must clearly define the purpose and requirements; scope and objects of supervision; content of supervision; methods of supervision; general outline of implementation plan; time for reviewing reports and issuing resolutions on supervision results; establishment of the working group assisting the supervision delegation.

5. The Secretary-General of the National Assembly shall prepare the draft resolution on the establishment of the specialized supervision delegation of the National Assembly, send it for comments to the Standing Committee of the National Assembly's People's Councils, the Standing Committees of the National Assembly's Committees, and the Departments under the National Assembly Standing Committee; complete and submit it for comments to the National Assembly Standing Committee.

6. Based on the comments of the National Assembly Standing Committee, the Secretary-General of the National Assembly shall lead and coordinate with relevant agencies to incorporate and perfect the draft resolution, then send it for comments to the National Assembly members.

7. Based on the comments of the National Assembly members, the Secretary-General of the National Assembly shall assist the National Assembly Standing Committee in perfecting the report on incorporating and explaining the comments of the National Assembly members, revising the draft resolution, and submitting it to the National Assembly for consideration and approval.

Article 24. Resolution of the Standing Committee of the National Assembly on the establishment of specialized inspection teams of the Standing Committee of the National Assembly

1. Based on the inspection program of the Standing Committee of the National Assembly, no later than September 30 each year, the Standing Committee of the National Assembly shall issue a resolution to establish specialized inspection teams comprising contents as prescribed in Clause 1, Article 27 of the Law on the Activities of Inspection by the National Assembly and People's Councils.

2. The composition of the inspection team includes:

a) One Deputy

b) One to Two Members of the Standing Committee of the National Assembly serving as Deputy Head of the Team;

c) Representatives from the National Ethnic Council and relevant Committees of the National Assembly as Members;

d) Three to Five National Assembly members knowledgeable about the subject matter of the specialized inspection as Members;

đ) Representatives from the National Assembly Delegation in the locality where the inspection team will conduct its work as Members;

e) The inspection team may invite representatives from the Central Committee of the Vietnam Fatherland Front, member organizations of the Front, and experts to participate in the activities of the team but not exceeding seven people. The resolution of the Standing Committee of the National Assembly on the establishment of the inspection team must clearly specify the list of team members. During the inspection process, the list of team members may be adjusted due to inspection requirements or other objective reasons; the Standing Committee of the National Assembly decides on such adjustments based on the proposal of the Head of the inspection team.

3. The inspection plan accompanying the resolution must clearly define the purpose and requirements; scope and objects of inspection; content of inspection; methods of inspection; general outline of implementation plan; time for reviewing reports and issuing resolutions on inspection results; formation of the Working Group assisting the inspection team.

Article 25. Issuance of the resolution of the Standing Committee of the National Assembly on the establishment of specialized inspection teams of the Standing Committee of the National Assembly

Based on the inspection program of the Standing Committee of the National Assembly, the implementation plan of the inspection program of the National Assembly and the Standing Committee of the National Assembly, the Secretary-General of the National Assembly prepares the draft resolution for establishing the inspection team, sends it for comments from the Permanent Delegation of the National Ethnic Council, Permanent Delegations of the Committees of the National Assembly, and the Committees under the Standing Committee of the National Assembly before submitting it to the Standing Committee of the National Assembly for consideration and approval.

Section 2 ACTIVITIES OF THE INSPECTION TEAM

Article 26. Principles of operation of the inspection team

1. The inspection team operates according to the principle of centralization and democracy; the inspection team organizes working groups to carry out tasks assigned by the Head of the team; there is a Working Group to advise and serve the organization of the inspection team's activities. When issuing detailed inspection plans and reporting on the inspection results of the inspection team, the Head of the inspection team uses the seal of the Standing Committee of the National Assembly. The inspection team dissolves itself when the National Assembly or the Standing Committee of the National Assembly issues a resolution on specialized inspection.

2. The National Ethnic Council, Committees of the National Assembly responsible for areas related to the specialized inspection topic assist the inspection team in implementing inspection content-related tasks, building and perfecting the report on inspection results, and drafting the resolution on specialized inspection. The National Assembly Office serves the inspection team regarding programs, plans, and security arrangements; compiles, evaluates, and draws lessons from the activities of the inspection team.

3. Meetings and full-scale working sessions of the inspection team are chaired by the Head of the inspection team or the Deputy Head of the inspection team, ensuring at least two-thirds of the total number of team members attend; in cases where the inspection team requests inspected agencies or organizations to report directly at the meeting, these agencies or organizations must arrange the correct attendance and report as prescribed by law. The chairperson of the meeting or working session of the inspection team may postpone the meeting or session if the requirements stipulated herein are not met.

4. Members of the inspection team have the responsibility to fully participate in the activities of the inspection team; in case they cannot participate, they must report to the Head of the inspection team. Agencies with personnel participating as members or invited to join the inspection team must create conditions for them to fully participate in the activities of the team. The National Assembly Office has the responsibility to compile the participation of team members and those invited to join the team to report to the Head of the inspection team.

5. The organization of activities of the inspection team ensures economy, effectiveness, compliance with functions and tasks, avoiding ostentation and formalism.

Article 27. Methods of Operation of the Supervisory Delegation

1. Organize meetings to implement the activities of the Supervisory Delegation.

2. Organize meetings of the Supervisory Delegation, meetings, and working sessions with agencies, organizations, and individuals subject to supervision, and those related to the supervision.

3. Organize working groups to conduct supervision at local levels or work with central ministries and sectors.

4. Request appraisals, invite experts for consultation.

5. Organize seminars and roundtable discussions to contribute opinions, collect information to serve the activities of the Supervisory Delegation, complete the report on the results of supervision, and draft the resolution on specialized supervision.

Article 28. Detailed Supervision Plan of the Supervisory Delegation

1. Based on the supervision plan issued together with the resolution establishing the Supervisory Delegation, the Supervisory Delegation of the National Assembly shall issue a detailed supervision plan no later than September 15; the Supervisory Delegation of the Standing Committee of the National Assembly shall issue a detailed supervision plan no later than October 30.

2. The detailed supervision plan includes the following main contents:

a) Objectives and requirements;

b) Responsibilities and deadlines for implementing tasks: establishment of the Working Group; construction of the outline of the report from the agency subject to supervision, the outline of the report on the results of supervision by the Supervisory Delegation; sending documents requesting reports to relevant agencies, organizations, and individuals; preparing conditions to ensure the operation of the Supervisory Delegation; collecting materials and information related to the supervision topic; organizing meetings to deploy the work of the Supervisory Delegation and other tasks as directed by the Head of the Supervisory Delegation;

c) Methods of operation of the Supervisory Delegation, including clearly defining the time of implementation, methods of proceeding; the person in charge, participants, attendees, and service providers; location, content, and program of work; requirements for serving documents, information, communication, and other services; reporting requirements to the Supervisory Delegation after each activity;

d) Allocation of responsibilities for the Supervisory Delegation, Ethnic Councils, Committees of the National Assembly, Committees under the Standing Committee of the National Assembly, Secretary-General of the National Assembly, Office of the National Assembly, Delegations of National Assembly Members, National Assembly Members, and the Working Group; requirements for agencies, organizations, and individuals subject to supervision, and those related to the supervision. In necessary cases, the Head of the Supervisory Delegation decides to amend and supplement the detailed supervision plan.

3. The detailed supervision plan of the Supervisory Delegation is established according to the following procedures:

a) The Head of the Working Group is responsible for drafting the detailed supervision plan;

b) The Supervisory Delegation provides comments on the detailed supervision plan;

c) The Head of the Working Group organizes the incorporation of the Supervisory Delegation members' opinions, revises, and completes the detailed supervision plan, and submits it to the Head of the Supervisory Delegation for signature and issuance.

Article 29. The Supervisory Delegation Organizes Working Sessions with Agencies Subject to Supervision and Those Related

1. The Supervisory Delegation organizes working sessions with the Government, ministries, sectors, Supreme People's Court, Supreme People's Procuracy, State Audit Agency, or related agencies, organizations, and individuals at the National Assembly Office; if necessary, the Supervisory Delegation may go to the offices of these agencies and organizations to hold working sessions. The Supervisory Delegation informs the agencies, organizations, and individuals subject to supervision about the program, participants, and content of the working session at least ten days before the date of the working session.

2. The working session of the Supervisory Delegation is conducted according to the following procedure:

a) The Working Group coordinates with the agency subject to supervision to declare the purpose and introduce the participants;

b) The Head or Deputy Head of the Supervisory Delegation chairs the working session;

c) The head of the agency or organization subject to supervision directly presents the report on the contents requested by the Supervisory Delegation; in case they cannot present the report personally, they can delegate a deputy after reporting and obtaining the consent of the chairperson of the working session;

d) Members of the Supervisory Delegation ask questions or raise issues for discussion;

đ) The agency, organization, or individual subject to supervision explains according to the request of the Supervisory Delegation;

e) Invited participants in the Supervisory Delegation or attendees at the working session speak according to the request of the chairperson of the working session;

g) The chairperson concludes the working session on the following contents: preparation of the report by the agency subject to supervision; discussed contents; achievements, limitations, issues needing improvement, additional and clarifying reports required; other related contents.

Article 30. The Supervisory Delegation conducts supervision at local levels or works with ministries and sectors at the central level.

1. The Supervisory Delegation organizes Working Groups to conduct supervision at local levels or work with ministries and sectors at the central level. Each Working Group must have at least five members of the Supervisory Delegation participating, with special cases decided by the Head of the Supervisory Delegation. The Head of the Working Group must be a member of the Standing Committee of the National Assembly. The Working Group has an Advisory Team to provide advice and support for implementing the program and plan of work of the Working Group.

2. The Working Group must prepare specific contents, identify subjects, ensure sufficient time to collect necessary information; arrange time to work with subjects affected by policies and laws within the specialized supervision content; may invite affected subjects to participate in the Working Group's meeting or organize separate meetings.

3. The Working Group has the following tasks and powers:

a) Implement the supervision plan, content, and tasks and powers as stipulated in Articles 16 and 27 of the Law on the Activities of Supervision of the National Assembly and People's Councils.

b) Announce the program and composition of the Working Group no later than ten days before the date of supervision.

c) At the request of the Head of the Working Group, the Advisory Team can organize surveys beforehand to prepare conditions to serve the Working Group. Before the meeting, the Working Group can hold a review meeting to check the preparation of the meeting content and related matters.

d) No later than ten days from the end of the supervision activity, the Working Group sends the supervision result report to the Supervisory Delegation; simultaneously sends it to the People's Council, People's Committee of the province, and the Delegation of National Assembly representatives of the locality where the supervision was conducted, and relevant ministries and sectors at the central level.

4. The Working Group's meeting is chaired by the Head of the Working Group and carried out according to the procedures specified in Clause 2 of Article 29 of this Regulation.

Article 31. The Supervisory Delegation organizes conferences, seminars, and symposiums.

1. In necessary cases, the Supervisory Delegation organizes conferences to implement the activities of the Supervisory Delegation, and seminars or symposiums to collect information and complete the supervision result report. Each Supervisory Delegation organizes no more than three seminars or symposiums.

2. Based on the detailed supervision plan of the Supervisory Delegation, no later than thirty days before the organization of the conference, seminar, or symposium, the Advisory Team assists the Supervisory Delegation in building the content, program, requirements for reports and presentations, organizational service requirements, and sends them to relevant agencies and units for implementation. In case of changes compared to the detailed supervision plan, the Head of the Supervisory Delegation notifies the requirements for organizing the conference, seminar, or symposium to the Advisory Team at least twenty-five days before the organization.

Section 3 REPORT ON THE RESULTS OF SPECIALIZED SUPERVISION

Article 32. Outline of the report of agencies, organizations, and individuals subject to supervision and outline of the report on the results of supervision.

1. The Head of the Supervisory Delegation directs the Head of the Advisory Team to draft the outline of the report of the agency, organization, or individual subject to supervision and the outline of the report on the results of supervision; seeks opinions from members of the Supervisory Delegation; seeks opinions from the agency, organization, or individual subject to supervision, and related agencies, organizations, or individuals if necessary; incorporates opinions, completes the outline; submits it to the Head of the Supervisory Delegation for decision before the General Secretary of the National Assembly signs and promulgates it.

2. The outline of the report of the agency, organization, or individual subject to supervision includes the following main contents:

a) The current situation in the sector or locality regarding the supervision content, related indicators, and data before the implementation of the policy and requirements of the Party, State, and higher-level state agencies.

b) The Party's and State's policies, goals, and specific requirements regarding the supervision content.

c) The implementation status of policies and laws regarding the supervision content: legislative work; implementation and organization work; achievements, related indicators, and data, with comparisons to the set requirements; limitations and issues; objective and subjective reasons; responsibility of related collectives and individuals.

d) Recommendations of the agency, organization, or individual subject to supervision.

đ) Any accompanying forms, appendices, and questionnaires for the agency, organization, or individual subject to supervision to report.

3. The outline of the report on the results of supervision is issued simultaneously with the detailed supervision plan of the Supervisory Delegation and includes the following basic contents:

a) The implementation status of the Supervisory Delegation's activities.

b) The current situation in the sector or locality regarding the supervision content before the implementation of the policy and requirements of the Party and State.

c) The necessity of the supervision content.

d) The Party's and State's policies, goals, and specific requirements regarding the supervision content.

đ) Analysis and evaluation of the implementation status of policies and laws regarding the supervision content: legislative work; implementation and organization work; achievements, related indicators, and data, with comparisons to the set requirements; limitations and issues; objective and subjective reasons; responsibility of related collectives and individuals.

e) Recommendations of the Supervisory Delegation.

g) Any accompanying forms and appendices.

4. The agency, organization, or individual subject to supervision builds the report according to the outline, sending both paper and electronic versions to the Supervisory Delegation. The submission time for the report is determined by the Supervisory Delegation but not earlier than sixty days from the date the Supervisory Delegation issues the outline.

Article 33. Procedures for drafting the report on the results of supervision and the resolution on specialized supervision

1. The working group shall study and compile to assist the Head of the Supervision Delegation in drafting the report on the results of supervision and the resolution on specialized supervision.

2. The Head of the Supervision Delegation shall decide on organizing meetings or requesting opinions in writing from members of the Supervision Delegation, relevant agencies, organizations, and individuals regarding the draft report and resolution.

3. The Head of the Supervision Delegation shall direct the working group to revise and perfect the draft report on the results of supervision and the draft resolution on specialized supervision to submit to the Standing Committee of the National Assembly for comments at the session.

Article 34. The Standing Committee of the National Assembly provides comments on the report on the results of supervision by the National Assembly's Supervision Delegation

1. The dossier submitted to the Standing Committee of the National Assembly includes:

a) Draft summary report on the results of supervision by the National Assembly's Supervision Delegation;

b) Draft report on the results of supervision by the National Assembly's Supervision Delegation;

c) Draft resolution on specialized supervision by the National Assembly;

d) Appendices accompanying the draft report on the results of supervision;

e) Report of agencies, organizations, and individuals subject to supervision; illustrative materials and other related materials (if any). Materials specified in points a, b, and c of this clause shall be sent in paper form, while other materials shall be sent electronically.

2. The Standing Committee of the National Assembly examines the report of the Supervision Delegation according to the procedures stipulated in points a, b, and c of Clause 3, Article 27 of the Law on the Activities of Supervision by the National Assembly and People's Councils. At the end of the session, the chairperson concludes issues that need to be adopted, revised, and supplemented to complete the report of the Supervision Delegation.

3. The Head of the Supervision Delegation directs the working group to perfect the draft report on the results of supervision and the draft resolution on specialized supervision as prescribed in Clause 4, Article 16 of the Law on the Activities of Supervision by the National Assembly and People's Councils to submit to the National Assembly for consideration at the session. The draft report on the results of supervision and the draft resolution on specialized supervision must be submitted for comments from members of the Supervision Delegation; they may also be submitted for comments from agencies, organizations, and individuals subject to supervision, and from relevant agencies, organizations, and individuals; and submitted for comments from the leadership of the National Assembly before the Head of the Supervision Delegation signs and sends it to National Assembly deputies.

Article 35. Serving the National Assembly's consideration of the report on the results of supervision by the National Assembly's Supervision Delegation at the session

1. The dossier submitted to the National Assembly includes:

a) Summary report on the results of supervision by the National Assembly's Supervision Delegation;

b) Report on the results of supervision by the National Assembly's Supervision Delegation;

c) Draft resolution on specialized supervision by the National Assembly;

d) Appendices accompanying the report on the results of supervision;

e) Report of agencies, organizations, and individuals subject to supervision; illustrative materials and other related materials (if any). Materials specified in points a, b, and c of this clause shall be sent in paper form, while other materials shall be sent electronically.

2. The Secretary-General of the National Assembly assists the Standing Committee of the National Assembly in submitting to the National Assembly for decision on broadcasting and television coverage of the session considering the report on the results of supervision when considering and deciding on the session program.

3. The Head of the Supervision Delegation directs the incorporation of National Assembly deputies' opinions, perfecting the draft resolution, and submitting it for comments from members of the Supervision Delegation and the Standing Committee of the National Assembly before presenting it for voting approval.

Article 36. The Standing Committee of the National Assembly considers the report on the results of supervision by the Standing Committee's Supervision Delegation at the session

1. The dossier submitted to the Standing Committee of the National Assembly includes:

a) Summary report of the Standing Committee's Supervision Delegation;

b) Report on the results of supervision by the Standing Committee's Supervision Delegation;

c) Draft resolution on specialized supervision by the Standing Committee;

d) Appendices accompanying the draft report on the results of supervision;

e) Report of agencies, organizations, and individuals subject to supervision; illustrative materials and other related materials (if any). Materials specified in points a, b, and c of this clause shall be sent in paper form, while other materials shall be sent electronically.

2. The Standing Committee of the National Assembly considers the report on the results of supervision by the Standing Committee's Supervision Delegation at the session according to the procedures stipulated in Clause 3, Article 27 of the Law on the Activities of Supervision by the National Assembly and People's Councils.

3. After the Standing Committee of the National Assembly session, the Head of the Supervision Delegation organizes the incorporation of opinions, perfecting the draft resolution on specialized supervision, and submitting it for comments from Standing Committee members before presenting

Mục 4 RESPONSIBILITIES OF AUTHORITIES, ORGANIZATIONS, AND INDIVIDUALS UNDER SUPERVISION

Article 37. Responsibilities in Reporting to the Supervisory Delegation

1. Reports from authorities, organizations, and individuals under supervision must closely adhere to the outline and requirements set forth by the supervisory delegation; for reports from authorities and organizations under supervision, they must be signed by the head of the authority or organization or by a person authorized to sign, and submitted to the supervisory delegation. In cases where the supervised authority is the Government, the reports sent to the supervisory delegation shall be in the form of Government reports.

2. For other relevant authorities and organizations where the supervisory delegation conducts work, their reports must be submitted in both paper and electronic formats to the supervisory delegation at least three days prior to the date of the work session.

3. In cases where the supervisory delegation requests additional reports, the relevant authorities and organizations must submit such reports in writing within ten days from the end of the work session.

Article 38. Responsibilities in Meeting Supervision Requirements

1. Upon receiving work requests from the supervisory delegation, authorities, organizations, and individuals under supervision must develop a work plan with the supervisory delegation, and submit the plan in both paper and electronic formats to the supervisory delegation at least three days before the work session.

2. For authorities, organizations, and individuals who fail to comply with or do not properly fulfill the requirements of the supervisory delegation, the supervisory delegation shall issue a document to the direct superior management authority of those entities or to the competent authority for examination and handling according to the provisions of the law.

Mục 5 SUPPORT FOR THE ACTIVITIES OF THE SUPERVISORY DELEGATION

Article 39. Supporting Team for the National Assembly's Supervisory Delegation, Standing Committee of the National Assembly

1. Based on agreement with the Head of the Supervisory Delegation, the Chairman of the National Assembly Office decides to establish a supporting team for the supervisory delegation and assigns tasks to support the supervisory activities. The supporting team includes:

a) A team leader who is a member of the supervisory delegation, responsible for overall matters;

b) One deputy team leader responsible for content;

c) One deputy team leader responsible for program, planning, and service organization;

d) Members who are leaders and specialists from related units of the National Assembly Office.

2. Activities of the supporting team:

a) The team leader of the supporting team is responsible to the Head of the Supervisory Delegation for the work of the team;

b) Members carry out assigned tasks and are accountable to the team leader. Members of the supporting team are required to attend meetings and work sessions of the supervisory delegation, working groups, and provide opinions when requested; members of the supporting team who are unit leaders may use their unit's resources to perform their duties;

c) Members of the supporting team may be supplemented or adjusted based on the requirements of the Head of the Supervisory Delegation;

d) The supporting team automatically dissolves upon completion of the supervisory delegation's mission.

3. The supporting team has the following responsibilities and powers:

a) To study, collect, compile relevant materials, documents, reports, and information to support the activities of the supervisory delegation;

b) To advise and assist in building programs, plans, preparing documents, organizing services, ensuring activities of the supervisory delegation; to help the supervisory delegation monitor, compile, evaluate, and draw lessons from its activities.

Article 40. Supporting Working Groups for Delegations, Seminars, and Roundtables

Clause 1. The Organizing Committee shall establish supporting working groups to serve delegations, seminars, and roundtables, including leaders and specialists from relevant units, ensuring economy and effectiveness.

Clause 2. The Office of the National Assembly Delegation at the locality where the delegation works or where the seminar or roundtable is organized shall coordinate with the supporting working group in serving the activities of the delegation, seminar, or roundtable.

Article 41. Organization of Services for National Assembly Supervisory Delegations and Standing Committee Supervisory Delegations

Clause 1. The Secretary-General of the National Assembly, the Director of the National Assembly Office, or the person authorized to sign documents of supervisory delegations, except detailed supervision plans and supervision result reports, shall sign such documents. The Director of the National Assembly Office or the Deputy Director of the National Assembly Office assigned directly shall direct the organization of services for supervisory delegation activities.

Clause 2. At meetings, work sessions, conferences, seminars, and roundtables, the supporting working group is responsible for providing complete sets of documents to serve members of supervisory delegations and working delegations; other representatives receive paper copies of documents presented at the meeting, work session, conference, seminar, or roundtable, and electronic copies of other documents upon request.

Clause 3. Meetings, work sessions, conferences, seminars, and roundtables shall not be decorated with fresh flowers or welcoming slogans. Meeting room arrangements must ensure that the supervisory delegation, working delegation, and supervised agencies, organizations, and individuals sit facing each other; name plates should be provided for the Head and Deputy Head of the supervisory delegation, the Head of the working delegation, and the chairperson of the report; common name plates should be arranged for members of the supervisory delegation, working delegation, and participating agencies, organizations, and individuals. The announcement of reasons and introduction of representatives shall be coordinated by the supporting working group with the supervised agencies, organizations, and individuals, ensuring solemnity and brevity.

Clause 4. The supporting working group is responsible for ensuring logistical support for supervisory delegation and working delegation activities. During work with supervised agencies, organizations, and individuals, the Head and Deputy Head of the supervisory delegation and the Head of the working delegation shall be provided with separate vehicles; members of the supervisory delegation and working delegation shall travel together in vehicles arranged by the supporting working group.

Chapter IV REGULATION OF ACTIVITIES OF SPECIALIZED SUPERVISORY DELEGATIONS AND EXPLANATORY ACTIVITIES AT NATIONAL ASSEMBLY AGENCIES

Article 42. Regulation of Supervision Activities When Drafting Supervision Plans

Clause 1. By November 15th each year, the Ethnic Councils and Committees of the National Assembly shall send their next year's supervision programs to the Secretary-General of the National Assembly, including specific plans, clearly defining the content of supervision and the localities to be visited each month for consolidation and to facilitate coordination and cooperation in supervision activities for the following year. For the Standing Committee of the National Assembly's supervision activities on handling complaints, petitions, and constituent proposals, and the activities of provincial People's Councils, the Heads of the Standing Committee's Departments shall submit their programs and plans, clearly specifying the content and number of working delegations as stipulated in Clause 2 of Article 8 and Clause 2 of Article 9 of this Regulation, and the localities to be visited each month for consolidation.

Clause 2. By November 30th each year, the Secretary-General of the National Assembly shall notify the consolidated plan of activities of National Assembly supervisory delegations, Standing Committee supervisory delegations, Ethnic Councils, National Assembly Committees, and working delegations as stipulated in Clause 2 of Article 8 and Clause 2 of Article 9 of this Regulation to relevant agencies and localities to facilitate monitoring and implementation, serving as a basis for coordinating newly formed working delegations in the following year.

Article 43. Methods for regulating the activities of specialized supervision delegations, supervision activities on handling complaints, petitions, and citizens' proposals, and the activities of the People's Council at the provincial level

1. Regulation on the number of specialized topics and localities supervised annually:

a) When drafting the supervision program of the National Assembly and establishing specialized supervision delegations of the National Assembly, the Standing Committee of the National Assembly shall submit to the National Assembly for decision that each session will supervise one topic; during the transition year between two terms, the National Assembly will conduct supervision on one topic at the final session of the year; each specialized supervision delegation of the National Assembly shall organize no more than five working groups to visit no more than fifteen localities. In cases where necessary, the Standing Committee of the National Assembly shall submit to the National Assembly for adjustment of the number of supervision topics; during periods when the National Assembly is not in session, the Standing Committee of the National Assembly shall decide to adjust the number of supervision topics and report to the National Assembly at the nearest session;

b) The Standing Committee of the National Assembly shall conduct supervision on no more than two topics in one year, scheduled for the August and September sessions; during the transition year between two terms, the Standing Committee of the National Assembly shall conduct supervision on one topic at the September session; each specialized supervision delegation of the Standing Committee of the National Assembly shall organize no more than five working groups to visit no more than twelve localities. In cases where necessary, the Standing Committee of the National Assembly shall decide to adjust the number of supervision topics;

c) Working groups specified in Clause 2, Article 8 of this Regulation shall visit no more than nine localities for each supervision content. Working groups specified in Clause 2, Article 9 of this Regulation shall visit no more than nine localities;

d) The National Ethnic Council shall organize supervision on no more than three topics in one year; each Specialized Committee of the National Assembly shall organize supervision on no more than two topics in one year. In cases where necessary, the Permanent Delegation of the National Ethnic Council and the Permanent Delegations of the Specialized Committees of the National Assembly shall report to the Standing Committee of the National Assembly before deciding to adjust the number of supervision topics. Each specialized supervision delegation shall organize working groups to visit no more than nine localities;

đ) The National Ethnic Council and the Specialized Committees of the National Assembly, assigned to assist the National Assembly's supervision delegation and the Standing Committee of the National Assembly on professional content, may not conduct separate specialized supervision activities of their own institutions.

2. Principles for regulating the supervision activities of agencies:

a) Ensuring that no more than two working groups visit a locality in one month and only one working group visits at any given time; for Hanoi City, Da Nang City, and Ho Chi Minh City, no more than three working groups shall visit in one month with non-overlapping schedules;

b) Not conducting work in localities ten days prior to the opening day and after the closing day of the National Assembly session; strictly implementing the regulation of the Standing Committee of the National Assembly; minimizing adjustments to the work schedule; in cases where adjustments are necessary, notify the Secretary-General of the National Assembly in advance for consolidation and regulation;

c) The arrangement of working groups visiting localities shall be carried out in the following priority order: National Assembly supervision delegations; Standing Committee of the National Assembly supervision delegations; National Ethnic Council supervision delegations, Specialized Committees of the National Assembly, working groups specified in Clause 2, Article 8 and Clause 2, Article 9 of this Regulation. For National Ethnic Council supervision delegations, Specialized Committees of the National Assembly, and working groups specified in Clause 2, Article 8 and Clause 2, Article 9 of this Regulation, the arrangement shall be based on the time of receiving planned schedules. In cases where necessary, the Standing Committee of the National Assembly shall direct coordination in the implementation of supervision activities of agencies in the same locality at the same time. Adjustments to the working times of working groups in localities shall be carried out in the following priority order: working groups already mentioned in the consolidated plan of supervision activities stipulated in Clause 2, Article 42 of this Regulation; National Assembly supervision delegations; Standing Committee of the National Assembly supervision delegations; National Ethnic Council supervision delegations, Specialized Committees of the National Assembly, working groups specified in Clause 2, Article 8 and Clause 2, Article 9 of this Regulation. For National Ethnic Council supervision delegations, Specialized Committees of the National Assembly, and working groups specified in Clause 2, Article 8 and Clause 2, Article 9 of this Regulation, the adjustment shall be based on the time of receiving planned schedules.

Article 44. Implementation of mediation of supervisory activities of agencies

1. Before adjusting the time and place of work at the local level compared to the time and place specified in the consolidated plan of activities of the Inspection Delegations as stipulated in Clause 2, Article 42 of this Regulation, the Head of the Working Delegation of the Inspection Delegation of the National Assembly, the Standing Committee of the National Assembly, the Head of the Inspection Delegation of the National Ethnic Council, the Committees of the National Assembly, and the Heads of the Committees under the Standing Committee of the National Assembly shall be responsible for notifying the Secretary-General of the National Assembly. At the latest within three working days from receiving the notification, the Secretary-General of the National Assembly shall notify the Inspection Delegation and the Committees under the Standing Committee of the National Assembly about the mediation of the inspection plan.

2. By the 25th day of each month, the National Ethnic Council, the Committees of the National Assembly, and the Committees under the Standing Committee of the National Assembly shall notify in writing to the National Assembly Office the preliminary results of the activities of the Working Delegations in the previous month and the planned activities for the following month. The notification shall clearly state the content, time, composition, and location of the Working Delegations' activities. For localities where the number of Working Delegations exceeds the provisions set out in Point a, Clause 2, Article 43 of this Regulation, the Delegation of National Assembly representatives shall notify the National Assembly Office about the number of Working Delegations, the content of their work, the participating members, and the specific time of work at the locality.

3. By the 5th day of each month, the National Assembly Office assists the Secretary-General of the National Assembly in completing the report on the summary of supervisory activities of the National Assembly's agencies in the previous month.

4. In December of each year, the National Assembly Office assists the Secretary-General of the National Assembly in drafting a comprehensive report and drawing lessons from the mediation of supervisory activities to report to the Standing Committee of the National Assembly; sending the report to relevant agencies.

Article 45. Mediation of explanatory activities at the National Ethnic Council, the Committees of the National Assembly

1. The mediation of explanatory activities shall be carried out according to the principle that for one ministry, sector, or agency, in the same day, they may participate in chairing explanations at no more than one National Assembly agency; in one month, they may participate in chairing explanations no more than twice.

2. The Secretary-General of the National Assembly assists the Standing Committee of the National Assembly in mediating explanatory activities as follows: at the latest by December 20 and June 20 of each year, the National Ethnic Council, the Committees of the National Assembly shall develop plans for explanatory activities for the next six months and send them to the Secretary-General of the National Assembly for consolidation, assisting the Standing Committee of the National Assembly in implementing mediation. If there is overlap, the Secretary-General of the National Assembly will request the relevant agencies to adjust appropriately before officially notifying the related agencies to implement the plan.

3. In December of each year, the Secretary-General of the National Assembly organizes the construction of a report evaluating and drawing lessons from the mediation of explanatory activities to report to the Standing Committee of the National Assembly; sending the report to relevant agencies.

Chapter V REVIEW OF THE IMPLEMENTATION OF RESOLUTIONS AND SUPERVISORY PETITIONS

Section 1 REVIEW OF THE IMPLEMENTATION OF NATIONAL ASSEMBLY RESOLUTIONS ON QUESTIONING AND SPECIALIZED SUPERVISION, STANDING COMMITTEE RESOLUTIONS ON QUESTIONING

Article 46. The Standing Committee of the National Assembly issues a plan for implementation and a framework for reports of agencies, organizations, and individuals subject to supervision

1. By March 1st of the middle and final years of the term, the Secretary-General of the National Assembly, in coordination with the Permanent Delegation of the National Ethnic Council and the Permanent Delegations of the National Assembly Committees, assists the Standing Committee of the National Assembly in issuing a plan and a framework for reports on the implementation of National Assembly resolutions on questioning and specialized supervision, and Standing Committee resolutions on questioning (hereinafter referred to as resolutions on questioning and specialized supervision), to be sent to

2. The plan must clearly specify the purpose and requirements; the agencies, organizations, and individuals reporting; the reviewing agency; the participating reviewing agencies; deadlines; progress schedule; responsibilities of the relevant agencies, organizations, and individuals. The plan is accompanied by a division of labor for the reviewing agency and participating reviewing agencies according to the content of the resolutions on questioning and specialized supervision.

3. The report framework must clearly state the achievements made; remaining issues and limitations compared to the requirements, goals, and targets set forth in the resolutions, accompanied by detailed figures and illustrative tables; causes; responsibility of the heads; solutions, recommendations, and commitments to implement in the future for incomplete contents according to the resolutions.

Article 47. Report on the Implementation of Resolutions on Interpellation and Special Supervision

1. Agencies, organizations, and individuals subject to supervision shall prepare reports on the implementation of resolutions on interpellation and special supervision in accordance with the following provisions:

a) By no later than July 15 of the middle year and the final year of each term, agencies, organizations, and individuals subject to supervision shall submit reports on the implementation of resolutions on interpellation and special supervision to the National Assembly's Ethnic Council and relevant Committees for review and participation in review. The report must closely adhere to the requirements and outline issued by the Standing Committee of the National Assembly;

b) For contents within the responsibility of the Government, the Government shall be responsible for preparing a consolidated report. The report must clearly state: an overall assessment of the implementation of the resolutions; specific assessments of the results achieved in each field, including the targets and indicators that have been met and those that have not been met according to the requirements of the resolutions; causes and responsibilities of the Government,

2. The review and consolidation of the content of the review of reports on the implementation of resolutions on interpellation and special supervision shall be carried out as follows:

a) By no later than August 15 of the middle year and the final year of each term, the National Assembly's Ethnic Council and relevant Committees shall complete their reports on the review of the implementation of resolutions on interpellation and special supervision within their scope of responsibility and submit them to the Secretary-General of the National Assembly for consolidation. The review report must closely adhere to the requirements, targets, and indicators set forth in the resolutions; clearly state completed tasks, uncompleted tasks, and tasks that did not meet the requirements of the person being interpellated, agencies, organizations, and individuals subject to supervision, with specific illustrative data and information;

b) Based on the review reports of the National Assembly's agencies, the Secretary-General of the National Assembly shall prepare a consolidated report on the content of the review to be submitted to the Standing Committee of the National Assembly for consideration at the session. The consolidated report must assess the general situation in implementing the resolutions; clearly state completed tasks, uncompleted tasks or slow progress, and tasks that did not meet the requirements in each field; propose recommendations for handling existing shortcomings and limitations in implementing the resolutions, and handling responsibilities of those involved;

Article 48. The Standing Committee of the National Assembly Reviews and Gives Opinions on the Implementation of Resolutions on Interpellation and Special Supervision

1. The dossier submitted to the Standing Committee of the National Assembly includes:

a) A summary report consolidating the content of the review by the National Assembly's Ethnic Council and relevant Committees on the implementation of resolutions on interpellation and special supervision;

b) A consolidated report on the content of the review by the National Assembly's Ethnic Council and relevant Committees on the implementation of resolutions on interpellation and special supervision; related review reports from other National Assembly agencies;

c) A consolidated report from the Government and related reports from ministries and sectors on the implementation of resolutions on interpellation and special supervision;

d) Reports from the Supreme People's Court, the Supreme People's Procuracy, the State Audit Agency, and other agencies, organizations, and individuals subject to supervision on the implementation of resolutions on interpellation and special supervision.

2. At the September session of the middle year and the final year of each term, the Standing Committee of the National Assembly shall review and give opinions on the implementation of resolutions on interpellation and special supervision in the following sequence:

a) Representatives of the Government, the Supreme People's Court, the Supreme People's Procuracy, the State Audit Agency, and other agencies, organizations, and individuals subject to supervision shall present summary reports on the implementation of resolutions on interpellation and special supervision;

b) The Secretary-General of the National Assembly shall present a summary consolidated report on the content of the review by the National Assembly's Ethnic Council and relevant Committees;

c) The Standing Committee of the National Assembly shall discuss;

d) The chairperson shall conclude on the completion of the reports before submitting them to the National Assembly session;

3. Relevant agencies, organizations, and individuals shall incorporate the opinions of the Standing Committee of the National Assembly to perfect their reports and submit them to National Assembly deputies in accordance with regulations.

Article 49. Serving the National Assembly to examine the implementation of resolutions on interpellation and specialized supervision

1. When drafting the session program, the Standing Committee of the National Assembly shall submit to the National Assembly for decision to examine the implementation of resolutions on interpellation and specialized supervision through interpellation.

2. The dossier submitted to the National Assembly includes the documents specified in Clause 1 of Article 48 of this Regulation that have incorporated the opinions at the Standing Committee's session.

3. Interpellation shall be conducted in accordance with the provisions of Clause 5 of Article 13 of this Regulation.

4. The Standing Committee of the National Assembly shall submit to the National Assembly for issuance of a resolution on the implementation of resolutions on interpellation and specialized supervision in accordance with the procedures stipulated in Article 14 of this Regulation.

5. The resolution shall contain basic contents as prescribed in Clause 5 of Article 15 of the Law on the Activities of Supervision by the National Assembly and People's Councils, specifying the results of the performance of tasks, powers, and responsibilities of agencies, organizations, and individuals related to the implementation of resolutions on interpellation and specialized supervision; matters completed, matters not yet completed or progressing slowly, matters not meeting requirements in each field; specific contents needed to continue implementing to complete; sanctions if the above-mentioned matters are not completed.

6. The resolution on the implementation of resolutions on interpellation and specialized supervision shall be sent to National Assembly deputies when organizing a vote of confidence in accordance with point a, Clause 1 of Article 19 of the Law on the Activities of Supervision by the National Assembly and People's Councils.

Section 2 CONSIDERATION OF SUPERVISION PETITIONS

Article 50. The Standing Committee of the National Assembly shall consider supervision petitions from the National Ethnic Council, Committees of the National Assembly, Delegations of National Assembly Members, and National Assembly Members

1. By the latest on March 30 and August 30 of each year, the National Ethnic Council, Committees of the National Assembly, Delegations of National Assembly Members, and National Assembly Members shall compile conclusions and supervision petitions of the Standing Committee of the National Assembly, the National Ethnic Council, Committees of the National Assembly, Delegations of National Assembly Members, and National Assembly Members that have not been implemented by agencies, organizations, and individuals subject to supervision (if any), and send them to the Secretary-General of the National Assembly for consolidation and reporting to the Standing Committee of the National Assembly. For those conclusions and supervision petitions requiring the Standing Committee of the National Assembly to consider earlier, the National Ethnic Council, Committees of the National Assembly, Delegations of National Assembly Members, and National Assembly Members may request the Standing Committee of the National Assembly to consider at the nearest session.

2. The Standing Committee of the National Assembly shall consider supervision petitions in accordance with the procedures stipulated in Clause 2 of Article 33 of the Law on the Activities of Supervision by the National Assembly and People's Councils. At the end of the session, the Standing Committee of the National Assembly shall decide on issuing a resolution on the issue petitioned or report to the National Assembly for consideration and decision.

3. Based on the proposal of the Secretary-General of the National Assembly, the Standing Committee of the National Assembly shall issue a resolution on the issue petitioned. The resolution shall include the following contents:

a) Evaluation of the conclusions and petitions of supervisory subjects, the situation of implementing supervisory conclusions and petitions by relevant agencies, organizations, and individuals;

b) Evaluation of the tasks, powers, and responsibilities of relevant agencies, organizations, and individuals in implementing supervisory conclusions and petitions;

c) Specific requirements for relevant agencies, organizations, and individuals, including clear requirements for implementation, deadlines for completion, and reporting responsibilities for specific issues; sanctions if the issues petitioned are not completed;

d) Responsibilities for implementing the resolution for relevant agencies, organizations, and individuals.

4. In necessary cases, the Standing Committee of the National Assembly may propose the National Assembly to conduct a vote of confidence in persons holding positions elected or approved by the National Assembly.

5. The Secretary-General of the National Assembly shall assist the Standing Committee of the National Assembly in preparing a consolidated report on supervision petitions for submission to the National Assembly for consideration at the session.

Article 51. Serving the National Assembly to consider the report of the Standing Committee of the National Assembly on supervision recommendations

1. The National Assembly shall consider the report of the Standing Committee of the National Assembly on supervision recommendations made by the Standing Committee of the National Assembly, the National Ethnic Council, the Committees of the National Assembly, the Delegations of National Assembly Members, and National Assembly Members in accordance with the procedures stipulated in Clause 2 of Article 20 of the Law on the Supervision Activities of the National Assembly and People's Councils.

2. The Standing Committee of the National Assembly shall assist the National Assembly in preparing draft resolutions on issues recommended for consideration according to the following procedures:

a) Within no later than two days from the date the National Assembly considers the report, the Secretary-General of the National Assembly shall assist the Standing Committee of the National Assembly in preparing the draft resolution. The content of the resolution shall be in accordance with Clause 3 of Article 50 of this Regulation;

b) The Secretary-General of the National Assembly shall send the draft resolution to solicit opinions from subjects making supervision recommendations, agencies, organizations, and individuals subject to supervision, to incorporate and perfect before submitting to the Standing Committee of the National Assembly for soliciting opinions from National Assembly Members;

c) The Secretary-General of the National Assembly shall assist the Standing Committee of the National Assembly in preparing a consolidated report, explaining and incorporating opinions of National Assembly Members, and perfecting the draft resolution for the National Assembly to vote and approve.

Chapter VI SUPERVISION ACTIVITIES OF THE DELEGATIONS OF NATIONAL ASSEMBLY MEMBERS AND NATIONAL ASSEMBLY MEMBERS

Article 52. Supervision Program of the Delegation of National Assembly Members and National Assembly Members

1. By no later than December 1st each year, National Assembly Members shall propose their supervision programs and submit them to the Delegation of National Assembly Members for consolidation. The proposed program must clearly state the necessity, content, scope, and objects of supervision.

2. By no later than December 15th each year, the Delegation of National Assembly Members shall complete the construction of the supervision program for the next year in accordance with Article 49 of the Law on the Supervision Activities of the National Assembly and People's Councils. The supervision program of the Delegation of National Assembly Members should be linked to the activities of meeting voters, facilitating central National Assembly Members who run for election at local levels to participate in the delegation's supervision activities.

Article 53. Implementation of the Supervision Program of the Delegation of National Assembly Members and National Assembly Members

1. Based on the supervision program of the Delegation of National Assembly Members, upon request of the National Assembly's inspection teams, the Standing Committee of the National Assembly, the Office of the Delegation of National Assembly Members shall issue resolutions to establish inspection teams to conduct specialized inspections; assist National Assembly Members in conducting inspections at local levels. The composition, tasks, and powers of the inspection teams are regulated in Clause 1 and Clause 2 of Article 52 of the Law on the Supervision Activities of the National Assembly and People's Councils.

2. The inspection team's work shall be conducted in accordance with the procedures stipulated in Clause 2 of Article 29 of this Regulation.

3. For topics within the supervision program of the Delegation of National Assembly Members, the Office of the Delegation of National Assembly Members shall assist the Delegation of National Assembly Members in compiling supervision recommendations to send to agencies, organizations, and individuals subject to supervision, related agencies, organizations, and individuals, and follow up and urge implementation.

4. For topics within the supervision program of the National Assembly, the Standing Committee of the National Assembly, the Delegation of National Assembly Members in provinces and cities not included in the National Assembly's and Standing Committee's supervision plan, organize supervision and submit reports on the results of supervision according to the outline, plan, and specific requirements of the National Assembly's and Standing Committee's inspection teams; the Delegation of National Assembly Members in provinces and cities included in the National Assembly's and Standing Committee's supervision plan shall participate in supervision activities according to the specific requirements of the inspection teams.

5. National Assembly Members shall implement supervision activities stipulated in Articles 47, 50, 51, 53, and 54 of the Law on the Supervision Activities of the National Assembly and People's Councils.

6. By no later than January 15th each year, National Assembly Members shall submit reports on the results of implementing the previous year's supervision program to the Delegation of National Assembly Members for consolidation. By no later than February 1st each year, the Office of the Delegation of National Assembly Members shall assist the Delegation of National Assembly Members in sending written reports on the implementation of the previous year's supervision program of the Delegation of National Assembly Members and National Assembly Members in the delegation to the Standing Committee of the National Assembly through the Secretary-General of the National Assembly, accompanied by a consolidated appendix of supervision recommendations. By no later than March 31st each year, the Secretary-General of the National Assembly shall prepare a consolidated report on the results of supervision activities in the previous year of the Delegation of National Assembly Members and National Assembly Members, and submit it to the Standing Committee of the National Assembly.

Article 54. Report on the Results of Supervision by the Delegation's Supervisory Team

1. The Office of the Delegation shall study and compile to assist the Head of the Supervisory Team in drafting the report on the results of supervision by the Supervisory Team.

2. The Head of the Supervisory Team shall decide on organizing meetings or requesting opinions in writing from members of the Supervisory Team, relevant agencies, organizations, and individuals regarding the draft report.

3. The Head of the Supervisory Team shall direct the Office of the Delegation to revise and finalize the draft report on the results of supervision by the Supervisory Team.

4. The Delegation shall examine the report on the results of supervision by the Supervisory Team in accordance with Clause 4, Article 52 of the Law on the Activities of Supervision by the National Assembly and People's Councils.

Article 55. Responsibilities of Agencies, Organizations, and Individuals Subject to Supervision

Agencies, organizations, and individuals subject to supervision must strictly implement the recommendations of the Delegation of the National Assembly and National Assembly deputies as stipulated at Point b, Clause 1, Article 56 of the Law on the Activities of Supervision by the National Assembly and People's Councils; in cases where they fail to implement or implement not strictly the recommendations, the Delegation of the National Assembly and National Assembly deputies shall send a written document to the Provincial People's Council for consideration and evaluation during the process of collecting trust votes for related positions or report to the Standing Committee of the National Assembly for consideration and decision.

Article 56. Consolidation and Monitoring of Responses to Citizens' Petitions

1. At least twenty days before the opening of the session of the National Assembly, the Delegation of the National Assembly shall submit a report in both paper and electronic versions to the Standing Committee of the National Assembly through the Committee for Petitions regarding the consolidation of citizens' petitions within the jurisdiction of resolution by central agencies, organizations, and units.

2. The Delegation of the National Assembly shall direct the Office of the Delegation to monitor and consolidate the contents of responses from agencies to issues raised by citizens, avoiding duplication in requesting organizations and units to respond to already petitioned matters or re-petitioning resolved matters.

Chapter VII GUARANTEE WORK

Article 57. Sample Documents for Supervisory Activities

The Secretary-General of the National Assembly shall issue the following sample documents: questionnaires; forms for soliciting opinions on the assessment of the results of questioning at the National Assembly session; resolutions establishing the Supervisory Team, supervision plans attached to the resolutions; resolutions on specialized supervision; resolutions on questioning at the National Assembly session; plans, outlines for reports on the implementation of resolutions on questioning, specialized supervision, and other related sample documents serving the supervisory activities of the National Assembly, the Standing Committee of the National Assembly, the National Ethnic Council, the Committees of the National Assembly, and the Delegation of the National Assembly.

Article 58. Communication Work to Serve Supervisory Activities

1. The Information Department of the National Assembly Office shall assist the Secretary-General of the National Assembly in publishing information and materials related to the supervisory activities of the National Assembly and the Standing Committee of the National Assembly on mass media and the National Assembly's online portal; guiding news coverage of supervisory content, requiring news agencies to correct false information about the supervisory activities of the National Assembly and the Standing Committee of the National Assembly according to the law on press; organizing the compilation of comprehensive social opinion reports on the supervisory activities of the National Assembly and the Standing Committee of the National Assembly.

2. The Department for Supporting Supervisory Activities of the National Assembly Office shall assist the Secretary-General of the National Assembly in ensuring the content of the supervision page on the National Assembly's online portal; planning the construction of special sections and implementing the editing of content for supervision special sections on the National Assembly's online portal and other media; assisting the Secretary-General of the National Assembly in preparing content for interviews on the supervision field.

3. The National Assembly Office shall ensure information and propaganda work to serve the activities of the National Assembly's Supervisory Teams, the Standing Committee of the National Assembly, the National Ethnic Council, the Committees of the National Assembly, the Delegation of the National Assembly, and National Assembly deputies.

4. News agencies and newspapers participating in and reporting on the questioning sessions at the National Assembly session and the Standing Committee of the National Assembly meetings. Live broadcasting and television of the questioning session shall be conducted on Vietnam Television, Voice of Vietnam, and the National Assembly Television Channel. Standing Committee of the National Assembly meetings with questioning content shall be live-streamed to provinces and centrally-administered cities for National Assembly deputies to participate. Communication work for other supervisory activities shall be decided by the Secretary-General of the National Assembly.

5. News agencies and newspapers shall be provided favorable conditions to participate in and report on the supervisory activities of the National Assembly, the Standing Committee of the National Assembly, the National Ethnic Council, the Committees of the National Assembly, the Delegation of the National Assembly, and National Assembly deputies, ensuring accurate and objective reporting in accordance with the law on press.

Article 59. Responsibilities of relevant agencies in providing information for oversight activities

1. The Government, the Supreme People's Court, the Supreme People's Procuracy, the State Audit Office, and relevant agencies and organizations shall be responsible for providing information and arranging staff to participate in serving oversight activities upon request.

2. Research institutes and statistical agencies shall conduct research and provide related information on their own initiative or upon the oversight request of the National Assembly, the Standing Committee of the National Assembly, or pursuant to contracts, to serve oversight activities.

3. The Vietnam Fatherland Front shall closely cooperate with the Delegation of National Assembly Members, the Social Affairs Committee of the Standing Committee of the National Assembly in collecting and summarizing citizens' petitions nationwide, ensuring timely and comprehensive information provision when developing oversight programs and organizing question-and-answer sessions of the National Assembly and the Standing Committee of the National Assembly.
