PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 86/2002/ND-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Decree No. 45/2003/NĐ-CP dated May 9, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
Pursuant to Decision No. 234/2003/QĐ-TTg dated November 13, 2003 of the Government Chairman on the functions, tasks, powers, and organizational structure of the National Academy of Public Administration;
Considering the proposal of the Minister of Home Affairs,
DECISION:
Article 1. Establishing the West Highlands Regional Branch of the National Academy of Public Administration - Ministry of Home Affairs.
The Branch shall have its own bank account and seal, with its headquarters located in Buôn Ma Thuột city, Dak Lak province. The Branch shall enjoy preferential policies of the State for mountainous regions.
Article 2. The Minister of Home Affairs shall stipulate the functions, tasks, powers, and organizational structure of the West Highlands Regional Branch of the National Academy of Public Administration based on the proposal of the Director of the National Academy of Public Administration.
Article 3. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 4. The Minister of Home Affairs, the Ministers, the Heads of ministerial-level agencies, the Heads of government-affiliated agencies, the Chairmen of provincial People's Committees under central cities, and the Director of the National Academy of Public Administration are responsible for implementing this Decision./.
