On the basis of Decree No. 15/CP dated March 2, 1993 of the Government on the functions, tasks, powers, and state management responsibilities of ministries and ministerial-level agencies.

Article 1:
Permitting the Thang Long Project Management Board to establish the "Thang Long - Noi Bai Bridge-Road Forest Management and Toll Station" from the date this decision is signed.
The headquarters of the Thang Long - Noi Bai Bridge-Road Forest Management and Toll Station shall be located in Hanoi.
Article 2:
The main tasks of the Thang Long - Noi Bai Bridge-Road Forest Management and Toll Station:
2.1. Organize forest management along the Thang Long - Noi Bai road.
2.2. Organize toll collection for the Thang Long - Noi Bai bridge-road.
2.3. Coordinate the cooperation between construction forces and road operation forces along the Thang Long - Noi Bai road.
2.4. Manage airspace on both sides of the Thang Long - Noi Bai road in accordance with Vietnam's Road Law.
Article 3:
The station shall be led by a Station Director, assisted by Deputy Directors and professional staff.
The financial resources of the station shall come from tolls collected on the Thang Long - Noi Bai bridge-road and partly from other construction funds.
The Station is a state-run economic entity with revenue and expenditure based on approved budgets, authorized by the Director of the Thang Long Construction Management Board, entitled to open accounts at the State Treasury, and permitted to use its own land (in accordance with Article 3 of Decree No. 62/CP dated September 22, 1993 of the Government).
Specific organizational structure and operational mechanisms of the station shall be stipulated by the Director of the Thang Long Project Management Board.
Article 4:
Directors of the Thang Long Construction Management Board, Heads of the Thang Long-Noi Bai Bridge-Road Forest Management and Toll Collection Station, Director of the Ministry's Office, Heads of relevant Departments and Bureaus, and Heads of specialized Agencies shall implement this decision within their respective areas of responsibility./.
