THE MINISTER OF FINANCE
Pursuant to Decree No. 77/2003/ND-CP dated July 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decree No. 141/2003/ND-CP dated November 20, 2003 of the Government on the issuance of government bonds, government-guaranteed bonds, and local government bonds;
At the proposal of the Director of the Department of Financial Affairs of Banks and Financial Institutions,
DECISION:
Article 1. Announces the supplementary "List of Members Guaranteeing Issuance, Agents Issuing Government Bonds, Government-Guaranteed Bonds, and Local Government Bonds for 2006" attached to this Decision.
Article 2. Organizations named in the member list prescribed in Article 1 of this Decision are eligible to participate in guaranteeing issuance and acting as agents for issuing various types of bonds issued by the State Treasury, Vietnam Development Bank, provincial People's Committees, financial and credit organizations, and enterprises issuing bonds according to Decree No. 141/2003/ND-CP dated November 20, 2003 of the Government.
The responsibilities and rights of organizations guaranteeing issuance and acting as agents for issuing bonds shall be carried out in accordance with the agreement contract between the issuer organization and the organization accepting the guarantee for issuance and agency for issuing bonds, and the current regulations.
Article 3. This Decision takes effect from the date of signature.
Chairmen of People's Committees of provinces and centrally governed cities, General Directors of the State Treasury, General Directors of the Vietnam Development Bank, General Directors (Directors) of financial and credit organizations, bond-issuing enterprises, General Directors (Directors) of member organizations, and Heads of related units are responsible for implementing this Decision./.
