DECISION OF THE PRIME MINISTER

Regarding the establishment of the Vietnam Computer Emergency Response Center

 

PRIME MINISTER

 

Pursuant to the Law on Organization of the Government dated December 25, 2001;

On the basis of Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;

Considering the proposal of the Minister of Posts and Telecommunications and the Minister of Home Affairs,

 

DECISION:

 

Article 1. Establish the Vietnam Computer Emergency Response Center.

International name: Vietnam Computer Emergency Response Teams.

Abbreviation: VNCERT.

The Vietnam Computer Emergency Response Center is a self-financing public institution under the Ministry of Posts and Telecommunications, with the function of coordinating computer emergency response activities nationwide; promptly warning about issues related to computer network security; developing and collaborating on technical standards for computer network security; promoting the formation of CERT systems in agencies, organizations, and enterprises; serving as the point of contact for cooperation with foreign CERT organizations; having legal personality, its own seal and separate account, with headquarters in Hanoi and representative offices in Ho Chi Minh City and Da Nang.

Article 2. The Minister of Posts and Telecommunications shall specify in detail the functions, tasks, authorities, organizational structure, and staffing of the Vietnam Computer Emergency Response Center.

Article 3. This Decision takes effect fifteen days from the date of publication in the Official Gazette.

Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, and Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision./.
