Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the State Enterprise Law on November 26, 2003;
Pursuant to the Enterprise Law dated November 29, 2005;
Pursuant to the Decree No. 111/2007/NĐ-CP dated June 26, 2007 on the organization and management of state-owned holding companies and the transformation of state-owned holding companies and independent state-owned enterprises into parent-subsidiary corporations in accordance with the Enterprise Law;
Pursuant to Decision No. 38/2007/QĐ-TTg dated March 20, 2007 of the Prime Minister on issuing criteria and classification lists for state-owned enterprises with 100% state capital;
Considering the proposal of the Ministry of National Defense,

Article 1. Approves the restructuring and modernization plan for state-owned enterprises directly under the Ministry of National Defense with 100% state capital for the period 2008-2010 as set out in the attached appendix.
Article 2. The Minister of National Defense shall be responsible for:
1. Directing the implementation of the restructuring and modernization of state-owned enterprises directly under the Ministry in accordance with the approved content and schedule. Deciding on the shareholding reform of units affiliated with holding companies, parent companies, and subsidiaries of independent state-owned enterprises in accordance with current regulations.
2. Deciding to establish holding companies operating in the form of parent-subsidiary corporations after obtaining approval.
3. Coordinating with the Ministries of Finance, Labor, Invalids and Social Affairs, Natural Resources and Environment to study policies for employees and defense land use in the spirit of Resolution No. 60/NQ-CP dated December 3, 2007 of the Government for submission.
Article 3. The Ministries of Finance, Planning and Investment, Home Affairs, Labor, Invalids and Social Affairs, Natural Resources and Environment and related agencies shall be responsible for coordinating with the Ministry of National Defense in implementing this Decision.
The Steering Committee for Enterprise Modernization and Development shall be responsible for directing, urging, guiding, and monitoring the implementation.
Article 4. This Decision shall take effect from the date of signing.
The Minister of National Defense and heads of related agencies shall be responsible for enforcing this Decision.
