Guidelines for Coordinating Management and Directing Physical Education and Sports Work in Schools during the Period 2006-2010

Pursuant to Decree No. 85/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, authorities, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 22/2003/NĐ-CP dated March 11, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Sports Authority;

Pursuant to Ordinance No. 28 dated October 9, 2000 of the President of the Socialist Republic of Vietnam on the Ordinance on Physical Education and Sports;

Pursuant to Decision No. 57/2002/QĐ-TTg dated April 26, 2002 of the Prime Minister approving the planning for the development of the Physical Education and Sports sector until 2010;

The Ministry of Education and Training and the Sports Authority hereby jointly issue these Joint Circulars guiding the coordination of management and direction of physical education and sports work in schools during the period 2006-2010 as follows:

I. GUIDING PRINCIPLES AND DIRECTIONS FOR COORDINATION

1. Physical education and sports in schools are a particularly important component in enhancing health and physical fitness, nurturing moral qualities, willpower, and educating character for students and contributing to meeting the requirements of industrialization and modernization of the country. Physical education and sports in schools provide a favorable and rich environment for identifying and nurturing athletic talent for the nation.

2. Developing school physical education and sports towards reform and improving the quality of in-school physical education classes, diversifying extracurricular activities, while strictly organizing the assessment of physical training standards for learners.

3. Strengthening inter-sectoral coordination between education and physical education and sports, promoting socialization and professionalism, and leveraging resources from society to build and develop school physical education and sports.

4. Enhancing international cooperation and exchange in school physical education and sports to contribute to raising the status of Vietnamese sports in the region and globally.

II. CONTENT OF COORDINATION

1. Regarding the in-school physical education curriculum

1. 1. The Ministry of Education and Training shall take the lead and coordinate with the Sports Authority to research and compile textbooks and teaching materials for physical education courses at all levels in accordance with the direction of reform. By 2006, complete the general physical education curriculum. From 2007 to 2010, complete the textbooks for each level.

1. 2. The Ministry of Education and Training shall be responsible for printing and coordinating with the Sports Authority to establish and promulgate physical training standards according to age groups for students and apply them to all levels. Completion time is 2007.

1. 3. Annually, the two sectors shall coordinate in guiding and inspecting the implementation of the physical education curriculum in schools and inspecting, evaluating, and recognizing the physical training standards of students.

1. 4. The Sports Authority shall take the lead and coordinate with the Ministry of Education and Training to implement the project to enhance the physical strength and stature of Vietnamese people through nutrition and sports solutions upon approval by the Government.

1. 5. The Education sector and the Physical Education and Sports sector (hereinafter referred to as the two sectors) shall coordinate in directing the implementation of Decision No. 32/2003/QĐ-BGD&ĐT dated July 11, 2003 on the issuance of the Regulations on the organization and operation of physical education and sports gifted schools in general education.

2. Regarding extracurricular sports activities

2. 1. The Ministry of Education and Training shall take the lead and coordinate with the Sports Authority to direct and organize national-scale physical education and sports activities: Cultural-Sports Festival of boarding secondary schools for ethnic minorities (2006); Student Sports Congress (2007); Seventh Phu Dong Health Festival (2008), Professional Skills, Arts, and Sports Festival of Teacher Training Colleges (2009), and the Second National Sports Festival for Students with Disabilities - 2007.

2. 2. The two sectors shall regularly coordinate in directing and organizing mass physical education and sports activities at the grassroots level: Phu Dong Health Festivals and Sports Congresses at various levels; the universal swimming program for children to prevent accidents and the nationwide movement to exercise according to the example of the Great Uncle Ho. Each education staff member, teacher, lecturer, student, and trainee shall choose one sport or form of physical exercise to practice daily.

2. 3. The Education sector shall regularly cooperate with the Physical Education and Sports sector to identify students with potential to train them into national sports talents.

2. 4. The Physical Education and Sports sector shall cooperate with the Education sector to establish the Vietnam Secondary School Sports Council as a member of the Southeast Asian Secondary School Sports Council. Completion time is 2007.

2. 5. The two sectors shall cooperate in researching pilot extracurricular sports activities for students with disabilities and those with special difficulties.

2. 6. The two sectors shall continue to implement Directive No. 15/2002/CT-TTg dated July 26, 2005 of the Prime Minister on preventing corruption in sports activities, while strengthening political ideological and professional ethics education for athletes, coaches, and referees.

3. Regarding the training and upgrading of physical education teachers and lecturers and scientific research in physical education

3. 1. The Ministry of Education and Training and the Sports Authority shall take the lead and coordinate with relevant ministries and sectors to establish staffing standards for physical education teachers and lecturers in schools and a plan for training and upgrading physical education teachers and lecturers at teacher training universities and colleges nationwide, to be completed by 2006. By 2010, 100% of general education schools will have full-time physical education teachers.

3. 2. Annually, the Physical Education and Sports sector shall coordinate with the Education sector to organize professional training for physical education teachers, lecturers, and coaches within the Education sector.

3. 3. Annually, the two sectors shall coordinate in training a team of sports science researchers. Regularly hold specialized seminars annually and organize a scientific conference on physical education and school health every four years.

4. Regarding international cooperation in school physical education and sports

4. 1. The Sports Committee shall cooperate with the Ministry of Education and Training to expand international cooperation on school physical education and sports, participate in international sports events, and host international student sports activities in Vietnam.

4. 2. The Ministry of Education and Training and the Sports Committee shall coordinate to direct participation in the activities of school sports as members of the World University Sports Federation (FISU), the Asian University Sports Federation (AUSF), the Southeast Asian University Sports Council (AUSC), and the Southeast Asian School Sports Council (ASSC).

4. 3. The Ministry of Education and Training shall cooperate with the Sports Committee to prepare and successfully organize the 13th Southeast Asian University Games in 2006 and the 34th Asian School Football Tournament in 2006 in Vietnam.

5. On conditions ensuring school physical education and sports

5. 1. The Ministry of Education and Training and the Sports Committee shall coordinate to propose to the Ministry of Construction and relevant ministries and sectors to study and develop standards for sports facilities in schools, as well as training and competition equipment for students and university students.

5. 2. The two sectors shall coordinate to direct and inspect the completion of land planning and the exploitation and utilization of sports facilities for physical education and sports activities within schools. In particular, they shall fully exploit and utilize existing school physical education and sports facilities that have been constructed in the education sector.

5. 3. The two sectors shall coordinate to research improvements to regulations on the remuneration system for physical education teachers in schools, and propose incentive systems and budget levels applicable to physical education and sports activities within the education and training budget.

5. 4. The two sectors shall coordinate to research and develop criteria for schools achieving national standards in physical education and sports.

5. 5. Strengthen organizational management systems, ensure material and financial conditions to further enhance the effectiveness of the operations of the Vietnam University and Professional Sports Association.

III. IMPLEMENTATION

1. Establish an inter-sectoral steering committee to guide, supervise, and inspect the implementation of this Circular. Assign the Department of Student Affairs of the Ministry of Education and Training and the Department of Mass Physical Culture and Sports of the Sports Committee to serve as the permanent body of the Steering Committee and be responsible for coordinating with functional departments of both sectors to implement this Circular, regularly guiding inspections, evaluating results, and proposing necessary solutions each year, to be decided by the Steering Committee.

2. Annually, the Ministry of Education and Training and the Sports Committee shall consider rewarding schools that effectively implement physical education and sports activities based on recommendations from the Ministry of Education and Training.

3. Departments of Education and Training, Sports Departments of provinces and centrally governed cities, universities, colleges, and specialized secondary schools shall base their plans, action programs, and specific implementation measures on this Circular.

4. News agencies and publishing houses under both sectors shall plan to disseminate and promote the implementation of this Circular.

IV. EFFECTIVE DATE OF IMPLEMENTATION

1. This Circular shall take effect fifteen days after its publication in the Official Gazette.

2. During the implementation process, if there are any difficulties, relevant agencies are requested to promptly reflect them to the Ministry of Education and Training and the Sports Committee for research and resolution.
