Pursuant to Decree No. 186/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor - War Invalids and Social Affairs;

Pursuant to Decision No. 157/2007/QD-TTg dated September 27, 2007 of the Prime Minister on credit for students and trainees;

The Ministry of Labor - Invalids and Social Affairs supplements Point c Clause 2 Section II Circular No. 27/2007/TT-LDTBXH dated November 30, 2007 of the Ministry of Labor - Invalids and Social Affairs guiding the process of confirming eligible borrowers under Decision No. 157/2007/QD-TTg dated September 27, 2007 of the Prime Minister on credit for students and trainees as follows:

c) For students and trainees whose families face financial difficulties due to accidents, illness, natural disasters, fire, or epidemics during their studies, based on the actual extent of damage, the People's Committee at the commune level shall certify this in the household's loan application.

Regarding the determination of eligible recipients:

- Students and trainees whose families face financial difficulties due to accidents or illness are specifically determined as follows:

Students and trainees who are children of civil servants, public officials, employees, or workers whose father or mother or both parents suffer from work-related accidents or occupational diseases and are receiving regular compensation must have a monthly compensation certificate issued by the Social Insurance organization;

Students and trainees whose father or mother or both parents are self-employed workers not participating in Social Insurance and suffer from accidents or illnesses leading to permanent loss of working capacity or reduced working capacity must have a health condition certification issued by a competent health authority;

Students and trainees whose families face financial difficulties due to accidents or illnesses must have a confirmation from the People's Committee at the commune level regarding the family's economic and financial situation included in the loan application.

- Students and trainees whose families face financial difficulties due to natural disasters, fires, or epidemics must have a confirmation from the People's Committee at the commune level that they are recipients of emergency assistance or food aid during their studies.

This Circular takes effect from January 15, 2012. During its implementation, if there are any difficulties or obstacles, please report them to the Ministry of Labor - Invalids and Social Affairs for review and appropriate amendments./.
