Pursuant to Decree No. 01/2008/ND-CP dated January 3, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development; Decree No. 75/2009/ND-CP dated September 10, 2009 of the Government amending Article 3 of Decree No. 01/2008/ND-CP;
Pursuant to Decree No. 07/2012/ND-CP dated February 9, 2012 of the Government stipulating the agencies entrusted with the function of specialized inspection and specialized inspection activities;

PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular guides on advisory units; it specifies standards, uniforms, and badges for individuals assigned to perform specialized inspection tasks at agencies tasked with performing specialized inspection functions within the agricultural and rural development sector.
Article 2. Applicability
This Circular applies to agencies tasked with performing specialized inspection functions, individuals assigned to perform specialized inspection tasks within the agricultural and rural development sector; relevant agencies, organizations, and individuals.
Chapter II
ADVISORY UNITS, STANDARDS FOR INDIVIDUALS ASSIGNED TO PERFORM SPECIALIZED AGRICULTURAL AND RURAL DEVELOPMENT INSPECTION TASKS
Article 3. Agencies tasked with performing specialized inspection functions in the agricultural and rural development sector
1. General Department of Water Resources; General Department of Forestry; General Department of Fisheries; Animal Health Service; Plant Protection Service; Crop Production Service; Livestock Service; Quality Management Service of Agricultural, Forest, and Fishery Products; Cooperative Economy and Rural Development Service; Processing, Trade of Agricultural, Forest, and Fishery Products and Salt Industry Service under the Ministry of Agriculture and Rural Development.
2. Animal Health Sub-service; Plant Protection Sub-service; Quality Management Sub-service of Agricultural, Forest, and Fishery Products; Flood Control and Dike Management Sub-service (Dike Management Sub-service); Water Resources Sub-service (Water Resources and Flood Control Sub-service); Forestry Sub-service; Rural Development Sub-service; Fisheries Sub-service (including Aquaculture Sub-service and Fishery Resource Conservation and Exploitation Sub-service) under the Department of Agriculture and Rural Development.
Article 4. Name of the advisory unit for specialized agricultural and rural development inspectionPart advising on specialized inspection in agriculture and rural development
1. For general departments under the Ministry of Agriculture and Rural Development: Legal Affairs and Inspection Department.
2. For services under the Ministry of Agriculture and Rural Development: Inspection and Legal Affairs Office.
3. For sub-services under the Department of Agriculture and Rural Development tasked with performing specialized inspection functions: Specialized Inspection Office, established according to the decision of the competent authority.
Article 5. Standards for individuals assigned to perform specialized agricultural and rural development inspection tasks
Individuals assigned to perform specialized inspection tasks must meet the conditions prescribed in Article 12 of Decree No. 07/2012/ND-CP dated February 9, 2012 of the Government stipulating agencies tasked with performing specialized inspection functions and specialized inspection activities, and the following specific conditions and standards:
1. They must be civil servants in the establishment of the general department, service, or sub-service tasked with performing specialized inspection functions as specified in Article 3 of this Circular.
2. They must have a bachelor's degree certificate in a relevant field suitable for the specialized inspection tasks assigned within the scope managed by the Ministry of Agriculture and Rural Development;
3. They must hold a training certificate in inspection (issued by the competent authority);
4. They must have at least one year of professional work experience in the assigned field (excluding probationary period).
Article 6. Allocation of civil servants to perform specialized inspection tasks in the agriculture and rural development sector
1. The Director General, the Director shall decide to assign and allocate tasks to civil servants to perform specialized agricultural and rural development inspection tasks at their units based on the proposal of the Department Head of Legal Affairs - Inspection, or the Head of the Inspection - Legal Affairs Department.
2. The Director of the Department of Agriculture and Rural Development shall decide to assign civil servants to perform specialized agricultural and rural development inspection tasks at the Sub-department under the Department based on the proposal of the Sub-department Head.
The heads of agencies entrusted with the function of specialized inspection shall allocate specific tasks to civil servants when they are assigned to perform specialized agricultural and rural development inspection tasks at their units.
3. Procedures and formalities for assigning and allocating tasks to specialized agricultural and rural development inspection civil servants:
Civil servants who meet the criteria and conditions stipulated in Article 5 of this Circular shall be granted decisions on assignment and allocation of tasks by the competent authority according to the following procedures and formalities:
a) Prepare the dossier including:
- The resume of the civil servant;
- A copy of the bachelor's degree diploma relevant to the field assigned (certified copy);
- A certificate of training in specialized inspection (issued by the competent authority, certified copy);
- A letter of recommendation from the advisory department or the unit managing the civil servant to the person authorized.
b) Within seven working days from the date the dossier is received complete and valid, the Director General, the Director, and the Director of the Department of Agriculture and Rural Development shall issue a decision to assign civil servants to perform specialized inspection tasks.
Based on the decision to assign civil servants to perform specialized inspection functions, the head of the agency entrusted with the specialized inspection function shall allocate specific tasks to the civil servants within the unit.
Chapter III
UNIFORMS AND BADGES OF CIVIL SERVANTS ASSIGNED TO PERFORM SPECIALIZED AGRICULTURAL AND RURAL DEVELOPMENT INSPECTION TASKS
Article 7. Uniforms of specialized agricultural and rural development inspection civil servants
1. Civil servants assigned to perform specialized inspection tasks shall be provided with specialized inspection uniforms according to a common model, different specialties being distinguished by embroidered specialty name patches on the logo on the left sleeve.
2. Specialized inspection civil servants' uniforms shall only be used when performing specialized inspection tasks and on related holidays. Civil servants have the responsibility to maintain the uniforms provided.

Article 9. Uniforms for men and women (see Model 1 attached to this Circular)
1. Emblem of specialized agricultural and rural development inspection civil servants
The emblem is the symbol of Specialized Agricultural and Rural Development Inspection, the emblem is sewn on the sleeve, attached to the cap, collar, and badge.
The emblem of Specialized Agricultural and Rural Development Inspection is circular with a golden star on a red background, in the center of the golden star is a miniature map of Vietnam in red, above it is the word "INSPECTION OF AGRICULTURE AND RURAL DEVELOPMENT", the emblem is placed on gears and two ears of rice, specifically:
a) The emblem attached to the cap includes: A round emblem with a diameter of 39.53 mm, placed on a yellow pine branch;
b) The emblem attached to the collar in metal shaped like a seagull, gold color, with a shield in front, in the middle of the shield is the letters T.TR;
c) The emblem attached to the left sleeve 80-100 mm below the shoulder seam, shield-shaped, height 78 mm, width 70 mm, fabric background color greenish yellow, in the center embroidered the emblem of Agricultural and Rural Development Inspection, diameter 18 mm, with ears of rice on both sides; above the emblem is the inscription "INSPECTION OF AGRICULTURE AND RURAL DEVELOPMENT" in appropriate size, capitalized; at the bottom, there is embroidery of the name of the specialized agency such as: Fisheries General Administration, Plant Protection Agency, Animal Health Sub-department...
2. Badge
a) Specifications: The badge is rectangular, 85 mm long, 20 mm wide; made of metal; outer border width 1.5 mm; background color dark blue; on the left is part of the inspection symbol; on the right from top to bottom is the name of the organization or unit which can be abbreviated or spelled out fully, the lower row is the full name of the person wearing the badge in white color.
b) Position to wear the badge: Worn on the left chest.
Spring and summer uniform: The lower edge of the badge of the specialized inspection civil servant is adjacent to the upper edge of the spring and summer jacket pocket flap.
Autumn and winter uniform: The upper edge of the badge of the specialized inspection civil servant is adjacent to the upper edge of the autumn and winter jacket pocket flap.
3. Necktie
Made of Gabardine blended with wool, dark blue color. The necktie has a moderate length and width, pre-tied style, with a zipper and automatic lock.
4. Leather Belt
Rectangular face, in the center embossed a raised star within a circle with a diameter of 2 cm, dark brown leather strap.
5. Socks
Dark blue color, knitted material with stretch.
6. Document case:
Made of leather, black color, with a number lock and shoulder strap.
7. Cap:
- Material: Gabardine blended with wool;
- Color: Black;
- Style: The brim is integrated with the cap body, two-thirds of the back is folded up along the cap body, one-third of the front brim creates a shape. The cap top is oval-shaped according to head measurements, cap height 70 mm; in the center of the cap is attached a star symbolizing the Vietnamese Inspection Sector. The inner lining matches the main fabric color. The brim is black plastic, the strap is black plastic, the neck cord is yellow.
8. Shoulder straps:
Shoulder straps are worn on both shoulders, made of synthetic fiber fabric, dark blue metallic color, dimensions 130 mm long, 50 mm wide on the outside, 40 mm wide on the inside, the tip angle is 18 mm; the outside has a yellow fabric strip in the shape of an inverted V, diameter 8 mm. At the inner end, there is a metal button plated in gold, in the center of the shoulder strap button is an embossed five-pointed star in gold, diameter 18 mm; the shoulder strap border is red.
9. Cap star: Diameter 30 mm, made of brass plated in gold; on the background is the symbol of the Vietnamese Inspection Sector.
10. Service life of other uniforms provided for civil servants engaged in specialized agricultural and rural development inspection work exposed to harmful factors:
a) Protective work clothing: 02 sets/01 year (first issuance 02 sets);
b) Rubber Boots: Replace when damaged.
c) Rubber Gloves: Replace when damaged.
d) Protective work glasses: Replace when damaged;
đ) Masks: Replace when damaged (initially 02 pieces).
Article 10. Details on attire for males (refer to Appendix 1)
1. Winter jacket
a) Material: Gabardine blended with wool;
b) Color: Black;
c) Style: Full-body lined coat with front lining, short back lining, buttoned with four buttons. Buttons are metal-plated gold, with a star in the middle. The front has four outside pockets with flaps (two chest pockets, two lower pockets), collar style K. The back has a slit, sleeves are wide cuffs measuring 95 mm, all edges of the coat, collar, lapels, shoulder pads, and cuffs are sewn with a 4 mm seam, shoulders have two shoulder pads with gold-plated buttons; the chest and body are heat-sealed, inner lining matches the main fabric color, shoulder padding is made of foam.
2. Winter pants, spring-summer pants
a) Material: Gabardine blended with wool;
b) Color: Black;
c) Style: European-style single pleat pants with diagonal side pockets, back pocket with a plastic button; zipper closure at the bottom, waistband with one hook and one hidden button; hem slanted with a crescent-shaped edge; six evenly spaced belt loops.
3. Long-sleeved shirt
a) Material: Poplin;
b) Color: White;
c) Style: Collared shirt (stand-up collar); lapel, French cuffs with two buttons; six matching plastic buttons, straight hem, left side pocket, slightly rounded bottom pocket, pocket opening sewn with a 3 cm seam, back with shoulder seams on both sides.
4. Spring-summer short-sleeved or long-sleeved shirt
a) Material: Poplin;
b) Color: Light gray;
c) Style: Spring-summer short-sleeved or long-sleeved shirt with lapels on the chest and sleeves, stiff collar, two flap chest pockets with buttons, gold-plated metal buttons with star-shaped buttons, two shoulder pads with gold-plated buttons; two chest pockets with curved flaps, slightly rounded bottom pockets, center pocket with a raised seam; back with shoulder seams on both sides; straight hem, sleeve hems turned outwards; entire collar, sleeves, pocket lapels, and shoulder pads edged with a 0.4 cm seam.
5. Leather shoes
a) Material: Leather;
b) Color: Black;
c) Style: 30 mm high sole, lace-up, low-cut.
6. Backstrap sandals
a) Material: Leather or faux leather;
b) Color: Black;
c) Style: 30 mm high sole, buckle closure.
Article 11. Details on attire for females (refer to Appendix 1)
1. Winter jacket
a) Material: Gabardine blended with wool;
b) Color: Black;
c) Style: Full-body lined coat with front lining, short back lining, buttoned with four gold-plated metal buttons, star-shaped buttons, two flapped pockets on each side of the body, collar style K, back with a slit, wide cuffs measuring 8.5 cm, entire coat edges, collar, lapels, shoulder pads, and cuffs sewn with a 0.4 cm seam, shoulders have two shoulder pads with gold-plated buttons; inner lining matches the main fabric color, shoulder padding is made of foam.
2. Pants
a) Material: Gabardine blended with wool;
b) Color: Black;
c) Style:
European-style flat-front pants with two watch pocket-style side pockets near the waistband; zipper closure; elastic waistband, waistband with one hook and one hidden button; six evenly spaced belt loops, slightly flared legs.
3. Long-sleeved shirt
a) Material: Poplin;
b) Color: White;
c) Style: Stiff collar, straight hem, two front and two back pleats, lapel, French cuffs with six matching plastic buttons, entire collar, sleeves, pocket lapels, and shoulder pads edged with a 4 mm seam.
4. Spring-summer short-sleeved or long-sleeved shirt
a) Material: Poplin;
b) Color: Light gray;
c) Style: Spring-summer short-sleeved or long-sleeved shirt, two-piece collar, one row of five gold-plated metal buttons, two flap pockets with rounded flaps, two front and two back pleats, two shoulder pads with gold-plated buttons; straight hem, entire collar, sleeves, pocket lapels, and shoulder pads edged with a 4 mm seam.
5. Leather shoes
a) Material: Leather;
b) Color: Black;
c) Style: 50 mm high sole, lace-up, low-cut.
Article 12. Model of the Agricultural and Rural Development Inspector's Card
1. The Agricultural and Rural Development Inspector's Card is rectangular, measuring 61 mm wide and 87 mm long, consisting of a card base and a protective film. The content on the Card is presented in the Vietnamese character font (Vietnamese Unicode font) according to the Vietnamese standard TCVN 6909:2001.
2. The Agricultural and Rural Development Inspector's Card consists of two sides:
a) Front side (Model No. 1, Appendix 2 issued together with this Circular) The background color is light blue, with red uppercase letters, including 02 lines:
The top line reads the National Emblem of Vietnam “SOCIALIST REPUBLIC OF VIETNAM”, in bold uppercase letters, size 9;
The next line: “Independence – Freedom – Happiness”, in bold letters, size 13, with a bottom line under the end of the text.
In the center of the Card is the symbol of the Agricultural and Rural Development sector, with a diameter of 24 mm.
The bottom line reads “AGRICULTURAL AND RURAL DEVELOPMENT INSPECTOR'S CARD”, in bold letters, size 12.
b) Back side (Model No. 2, Appendix 2 issued together with this Circular): The background is a light yellow floral pattern forming rays spreading from the center to the surroundings; in the middle is the symbol of the Vietnam Inspectorate sector, printed in faint shadow, with a diameter of 20 mm; at the top left corner is the symbol of the Vietnam Inspectorate sector with a diameter of 14 mm; from the top left corner to the bottom right corner is a diagonal line in green (width 6 mm).
+ National Emblem: "SOCIALIST REPUBLIC OF VIETNAM", in capitalized letters, size 8;
- Name of the issuing authority: “MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT” (recorded in the first row): Uppercase bold letters, black color, size 13;
- Inspector's Card number (recorded in the second row): Uppercase bold letters, black color, size 13. The Inspector's Card number is encoded to represent the sector, field, locality, and unit where the inspector works (details see the model in Appendix 2 issued together with this Circular).
- Full name of the person receiving the Card (recorded in the third row): Uppercase bold letters, black color, size 14;
- Name of the working agency of the person receiving the Card (recorded in the fourth row): Uppercase bold letters, black color, size 11;
- Date of issue (fifth row): Regular letters; black color, size 11;
- Position and signature of the person issuing the Card (recorded in the sixth row): Uppercase bold letters, black color, size 11;
- Seal of the issuing authority (diameter 18 mm);
- Symbol of the Vietnam Inspectorate sector printed in color at the upper left position of the Card.
- Portrait photograph of the person receiving the Card, size 23 mm x 30 mm, located at the lower left position of the Card, with a raised stamp affixed at the lower right corner of the photo;
- Validity period: Regular letters, size 10 below the photo.
Article 13. Authority to Issue and Validity Period of the Agricultural and Rural Development Inspector's Card
1. The Card for inspectors assigned to perform specialized agricultural inspection and rural development tasks is called: "Agricultural and Rural Development Inspector's Card".
2. The Agricultural and Rural Development Inspector's Card is issued by the Minister of Agriculture and Rural Development.
3. The validity period of the Agricultural and Rural Development Inspector's Card is five years from the date of issuance.
4. The Inspectorate of the Ministry acts as the focal point assisting the Minister in managing the state administration regarding the issuance, management, use, and implementation of the Agricultural and Rural Development Inspector's Card.
Article 14. Responsibilities in issuing, managing, and using the Inspectorate Professional Card for Agriculture and Rural Development
1. The Ministry's Inspectorate:
a) Serve as the focal point to assist the Minister of Agriculture and Rural Development in issuing the Inspectorate Professional Card for Agriculture and Rural Development; manage card blanks, manage files for issuing the Inspectorate Professional Card for Agriculture and Rural Development; maintain records of new issuance, reissuance, and replacement of the Inspectorate Professional Card for Agriculture and Rural Development.
b) Accepting recalled cards, cutting corners on recalled cards, damaged cards that are no longer usable. Damaged cards or those with cut corners must be kept in the issuance file.
c) Monitoring, inspecting, supervising the issuance, distribution, use, management, and recall of cards, and guiding the handling of any incidents if they occur.
a) Vocational Education General Administration;
a) Directly issue and manage the cards of officials assigned to perform specialized inspection tasks within their authority.
b) Recover and submit the Inspectorate Professional Card for Agriculture and Rural Development back to the Ministry of Agriculture and Rural Development (through the Inspectorate General) when the card of a specialized inspector is damaged; when the official transfers jobs, retires, resigns, dies, or is not assigned to perform specialized inspection tasks.
c) Propose new issuance, reissuance, and replacement of the card according to regulations.
3. Officials assigned to perform specialized inspection tasks in agriculture and rural development shall be responsible for:
a) Properly preserving and using the Inspectorate Professional Card in accordance with regulations. Strictly prohibit the use of the Inspectorate Professional Card for Agriculture and Rural Development when not performing inspection duties.
b) Must present the Inspectorate Professional Card for Agriculture and Rural Development when performing duties.
c) Report to the head of the agency directly managing the specialized inspection function and submit an application for replacement or reissue of the card when the card is damaged or lost.
d) Return the card when they are no longer assigned to perform specialized inspection tasks.
Article 15. Procedures and formalities for issuing new cards, replacing cards, reissuing, and recovering Inspectorate Professional Cards for Agriculture and Rural Development
1. Forms of issuing the Inspectorate Professional Card for Agriculture and Rural Development include:
a) New issuance: When an official is assigned specialized agricultural and rural development inspection tasks by an authorized agency.
b) Reissuance: In cases where the card is lost due to external reasons; reissuance will not be granted if the official's card was previously revoked due to violations of laws or if the card has been lost more than once during its validity period.
c) Replacement: In cases where the card has expired or other reasons such as damage to the card, change of card number, change of name of the agency assigned to perform the specialized inspection function, or when there are new regulations regarding the card model.
d) Recovery: When the official dies, retires, resigns, transfers jobs, the card expires, the official is disciplined with a warning or higher, or when the official is no longer assigned to perform specialized agricultural and rural development inspection tasks.
2. Application dossier for issuing the card sent to the Ministry of Agriculture and Rural Development through the Inspectorate General:
a) New Card issuance file includes:
- Decision of the authorized body assigning the official to perform specialized inspection tasks (one original copy);
- A letter requesting issuance from the agency assigned to perform specialized health inspection functions;
- Photos of the official applying for the card (two photos measuring 23 mm x 30 mm) clearly marked with full name and unit on the back of the photo and on the envelope containing the photos.
b) Dossier for card replacement includes: As stipulated in Point a, Clause 2, this Article, and accompanied by the previously issued Inspectorate Professional Card for Agriculture and Rural Development to be cut at the corner and invalidated.
c) Dossier for reissuing the card includes: As stipulated in Point a, Clause 2, this Article, and accompanied by the official's application for reissuance of the card.
d) Card revocation file includes:
- Official letter from the agency assigned to perform the specialized inspection function requesting recovery of the card.
- Documentation proving that the official is no longer assigned to perform specialized inspection tasks, has died, retired, resigned, transferred jobs, received disciplinary action with a warning or higher, or the card has expired, and submit the card to be recovered.
3. Procedures and formalities for issuing new cards, reissuing, replacing, and recovering cards:
a) The Inspectorate General of the Ministry of Agriculture and Rural Development: Review the dossiers proposed by agencies assigned to perform specialized inspection functions for new issuance, replacement, reissuance, and recovery of Inspectorate Professional Cards for Agriculture and Rural Development and submit them to the Minister of Agriculture and Rural Development when the dossiers are complete and valid.
b) Agencies responsible for specialized inspection functions have the duty to:
- Prepare a list of officials assigned by authorized bodies to perform specialized inspection tasks who have applied for new issuance, reissuance, replacement, and recovery of Inspectorate Professional Cards for Agriculture and Rural Development to be submitted to the Minister of Agriculture and Rural Development (through the Inspectorate General).
- Complete application forms as stipulated in Clause 2 of this Article.
4. Costs for new issuance, reissuance, and replacement of cards are borne by the agency assigned to perform the specialized inspection function according to regulations.
Article 16. Funding for issuing cards and uniforms for civil servants assigned specialized inspection tasks
The funding for issuing cards and uniforms shall be sourced from the state budget of the agency responsible for performing specialized inspection functions. Each year, budget units shall submit their budget estimates to the financial authority at the same level, seek approval from the competent authority, and be allocated within the annual state budget estimate, ensuring compliance with the State Budget Law and related guiding documents.
Chapter IV
IMPLEMENTING PROVISIONS
Article 17. Effective Date
This Circular takes effect from August 8, 2013.
Article 18. Responsibility for Implementation
1. The Inspector General; Heads of agencies and units under the Ministry of Agriculture and Rural Development; Directors of Provincial Departments of Agriculture and Rural Development; Chiefs of provincial-level Sub-Departments under Provincial Departments of Agriculture and Rural Development, and relevant organizations and individuals are responsible for implementing this Circular.
2. During implementation, if there are any difficulties, the Heads of agencies and units under the Ministry of Agriculture and Rural Development, Directors of Provincial Departments of Agriculture and Rural Development of provinces and centrally-administered cities, and Heads of agencies responsible for performing specialized inspection functions shall promptly report to the Ministry of Agriculture and Rural Development for consideration and resolution./.
