Regulations on uniforms, insignias, and badges for inspectors, officials, and civil servants of state inspection agencies and civil servants assigned to perform specialized environmental protection inspection tasks

Based on the Inspection Law dated November 15, 2010;

Pursuant to Decree No. 97/2011/NĐ-CP dated October 21, 2011 of the Government stipulating inspectors and inspection collaborators;

Pursuant to Decree No. 92/2014/NĐ-CP dated October 8, 2014 of the Government amending and supplementing Clause 1 of Article 16 of Decree No. 97/2011/NĐ-CP dated October 21, 2011 of the Government stipulating inspectors and inspection collaborators;

Pursuant to Decree No. 07/2012/ND-CP dated February 9, 2012 of the Government stipulating the agencies entrusted with the function of specialized inspection and specialized inspection activities;

Chapter I GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular stipulates the form, color, material, specifications of uniforms, insignias, and badges used in specialized environmental protection inspection activities of state inspection agencies and agencies assigned to perform specialized environmental protection inspection functions (hereinafter referred to as specialized environmental protection inspection).

Article 2. Applicability

1. Chief Inspectors, Deputy Chief Inspectors, inspector ranks (senior inspector, principal inspector, inspector) under the Ministry of Natural Resources and Environment's Inspectorate and provincial-level city natural resources and environment inspectorates.

2. Officials and civil servants under the Ministry of Natural Resources and Environment's Inspectorate and provincial-level city natural resources and environment inspectorates.

3. Civil servants assigned to perform specialized inspection tasks under agencies assigned to perform specialized environmental protection inspection functions (hereinafter referred to as specialized environmental protection inspection civil servants).

Chapter II SPECIFIC PROVISIONS

The uniforms prescribed in this Circular include: winter clothing, overcoat, long-sleeved shirt, spring-summer trousers, short-sleeved spring-summer jacket, long-sleeved spring-summer jacket, leather belt, leather shoes, backless sandals, socks, tie, raincoat, file case. It is encouraged and prioritized to use domestically produced raw materials for manufacturing uniforms.

Uniforms prescribed in this Circular include: winter trousers, overcoat, long-sleeved shirt, spring-summer trousers, short-sleeved spring-summer jacket, long-sleeved spring-summer jacket, helmet, tie, leather belt, leather shoes, backless sandals, socks, raincoat, file case.

a) Color: black

1. Winter Jacket (Model No. 01 Appendix I issued together with this Circular)

a) Material: Gabardine wool blend 70/30;

b) Color: Dark heather gray;

c) Style: Winter coat style, button-down collar, two K-shaped lapels, four outside pockets with winged flaps adorned with metal buttons (lapel pocket buttons have a diameter of 15 mm, lower pocket buttons have a diameter of 20 mm), pockets with shoulder straps. The jacket has full lining in front and partial lining in back with a slit at the center seam. The jacket has four metal buttons with a diameter of 20 mm. Shoulder pads are provided for wearing rank insignia, with plastic buttons matching the jacket fabric diameter of 10 mm, lined with foam padding inside. Sleeve cuffs are wide at 95 mm. All lapels, collars, button plackets, shoulder pads, and sleeve cuffs are edged with a 4 mm seam. The jacket body has a silk lining matching the main fabric color. All metal buttons are gold with embossed stars.

2. Winter Trousers, Spring-Summer Trousers (Model No. 02 Appendix I issued together with this Circular)

a) Material: Gabardine wool blend 70/30;

b) Color: Dark heather gray;

c) Style: European-style K12, with two slanted pockets, two diagonal front pockets, waistband with six evenly distributed elastic loops, waistband with hook and eye closure, zipper fly. Rear pockets are set with two patch pockets, hemmed with a curved edge.

3. Long-Sleeved Shirt (Model No. 01 Appendix II issued together with this Circular)

a) Material: Poplin 7288;

b) Color: Light blue;

c) Style: Long-sleeved shirt with a stand-up collar, single chest pocket without flap, rounded bottom. The shirt has a placket with six plastic buttons matching the shirt fabric, cuff with two buttons, straight hem. The back has shoulder pads and side pleats.

4. Short-Sleeved Spring-Summer Jacket (Model No. 02 Appendix II issued together with this Circular)

a) Material: Poplin 7288;

b) Color: Light blue;

c) Style: Short-sleeved spring-summer jacket with a stand-up collar, placket, two flap pockets with winged flaps, rounded bottom, shoulder straps. The jacket has three metal buttons with embossed stars (two on the flap, six on the placket). The back has shoulder pads and side pleats, with shoulder pads for rank insignia with plastic buttons matching the jacket fabric. Collar, flap, cuff, and shoulder pads are edged with a 4 mm seam, straight hem.

5. Long-Sleeved Spring-Summer Jacket: Same material, color, and style as the short-sleeved spring-summer jacket specified in Clause 4 of this Article, with one metal button with an embossed star on the cuff.

6. Overcoat (Model Appendix III issued together with this Circular)

a) Material: Gabardine wool blend 70/30;

b) Color: Dark heather gray;

c) Style: Coat style with a button-down collar, two K-shaped lapels. The coat has three metal buttons with embossed stars (hidden placket buttons), two side pockets, angled pocket openings, and a buttoned cuff. The coat has a silk lining matching the main fabric color. Inside the coat is a pocket. The front has a collar stand, shoulder pads made of foam, and a belt sewn across the hips, with a slit at the back.

Article 5. Specifications and color of female uniforms

1. Winter Jacket (Model No. 01 Appendix IV issued together with this Circular)

a) Material: Gabardine wool blend 70/30;

b) Color: Dark heather gray;

c) Style: Button-down collar, two K-shaped lapels. The front has full lining, the back has partial lining with a slit at the back, and two outside pockets with winged flaps. The jacket has four metal buttons with embossed stars (diameter 18 mm), shoulder pads for rank insignia with plastic buttons matching the jacket fabric (diameter 10 mm), wide sleeve cuffs. Lapels, pocket flaps, button plackets, shoulder pads, and sleeve cuffs are edged with a 4 mm seam. Lining matches the main fabric color, shoulder pads are made of foam.

2. Winter Trousers, Spring-Summer Trousers (Model No. 02 Appendix IV issued together with this Circular)

a) Material: Gabardine wool blend 70/30;

b) Color: Dark heather gray;

c) Style: Women's K12 pants style. Front with two hidden pleats, featuring two frog pocket openings, shoulder straps, inside waistband with one inoc hook and one positioning button, zipper closure, waistband width of 25 mm, six evenly distributed laces on both sides, no back pockets. Hemmed straight hem cuffs.

3. Winter boots, spring/summer boots (model number 03 Appendix V issued together with this Circular)

a) Material: Gabardine wool blend 70/30;

b) Color: Dark heather gray;

c) Style: A-line boot style, back with tear-drop shaped zipper, back slit, dropped waist, featuring two slanted front pocket openings.

4. Long-sleeved shirt (model number 01 Appendix V issued together with this Circular)

a) Material: Poplin 7288;

b) Color: Light blue;

c) Style: Long-sleeved standing collar shirt, cuffs with plackets, placket with six plastic buttons diameter 10 mm matching the shirt fabric color. Back without shoulder pads, shirt with two front darts and two back darts, no pockets, curved hem like shrimp tail.

5. Short-sleeved spring/summer shirt (model number 02 Appendix V issued together with this Circular).

a) Material: Poplin 7288;

b) Color: Light blue;

c) Style: Short-sleeved spring/summer shirt, notched collar with two points, shoulder tabs for insignia with plastic buttons matching the shirt fabric color diameter 10 mm, sleeve placket with reverse stitching, placket with five metal star-shaped buttons diameter 15 mm. Side pockets with false flaps, flapped pockets with swan wing-shaped curved edges with metal star-shaped buttons diameter 15 mm at flap, straight hem, collar points, pocket flaps, sleeve plackets, and shoulder tabs with 04 mm decorative stitching.

6. Long-sleeved spring/summer shirt: made of the same material, color, and style as the short-sleeved spring/summer shirt specified in Clause 5 of this Article, cuffs with one metal star-shaped button diameter 15 mm.

7. Overcoat (model in Appendix VI issued together with this Circular)

a) Material: 70/30 wool gabardine;

b) Color: Dark heather gray;

c) Style: Notched collar overcoat with two points (collar points tucked in, stand-up collar), sleeves with turn-back cuffs and one metal star-shaped button diameter 15 mm at cuff. Placket with three recessed metal star-shaped buttons diameter 20 mm, side pockets with slanted openings without flaps, belt made of fabric, back vent, all seams with 04 mm decorative stitching. Front with lapel, full lining matching the main fabric color, shoulders with padded inserts.

Article 6. Other uniforms commonly equipped for both men and women

1. Necktie (model in Appendix VII issued together with this Circular)

a) Material: 70/30 wool gabardine;

b) Color: Dark heather gray;

c) Style: Pre-tied necktie with zipper, widest part of men's tie is 90 mm, widest part of women's tie is 80 mm.

2. Leather belt (model number 01 Appendix VIII issued together with this Circular) Rectangular leather face with Vietnam Inspectorate emblem in the center, dark leather strap.

3. Leather shoes

a) Men's shoes: high-quality black low-cut lace-up leather shoes with 30 mm high sole (model number 03 Appendix VIII issued together with this Circular);

b) Women's shoes: high-quality black low-cut lace-up leather shoes with 50 mm high sole (model number 05 Appendix VIII issued together with this Circular).

4. Backstrap sandals

a) Men's sandals: leather backstrap sandals, black color, with heel strap buckle, sole height 30 mm (model number 04 Appendix VIII issued together with this Circular);

b) Women's sandals: leather backstrap sandals, dark purple color, sole height 50 mm (model number 07 Appendix VIII issued together with this Circular).

5. Socks (model number 06 Appendix VIII issued together with this Circular) Light heather gray color, knitted elastic material

6. Document case (model number 02 Appendix VIII issued together with this Circular) Made of leather, black color, with combination lock and shoulder strap

7. Raincoat and rain pants (model in Appendix IX issued together with this Circular). Coat color light greenish yellow, with drawstring hood, wide enough to cover knees, straight leg pants matching coat color with elastic waistbands

Article 7. Emblem of the specialized inspectorate for natural resources and environment

The emblem of the specialized inspectorate for natural resources and environment (as per Model VII attached to this Circular) is the symbol of the specialized inspectorate for natural resources and environment. The emblem is circular, with the red text "natural resources and environment inspectorate" at the bottom center on a white background, two yellow ears of rice on either side, and a red star at the top center; in the middle is the logo of the natural resources and environment sector, with a deep blue industrial gear icon below the logo. The emblem is affixed to the badge.

Article 8. Badge of the specialized inspectorate for natural resources and environment

The badge of inspectors, staff members, and civil servants of the specialized inspectorate for natural resources and environment (as per Model VII attached to this Circular) is made of brass, coated with glossy plastic, with a green background; it measures 90 mm in length and 25 mm in width; on the left is the emblem of the specialized inspectorate for natural resources and environment, on the right top corner is the name of the agency, below which is the name of the staff member, inspector, or civil servant, and at the bottom is their position, all in silver color. In cases where they do not hold leadership positions, their current civil service rank should be recorded. The badge is worn on the left chest when wearing official attire.

Article 9. Issuance, management, and use of uniforms

For southern provinces, uniforms will be tailored based on specific conditions within the allocated state budget estimate; heads of state inspection agencies (or the managing agencies of such agencies) and heads of agencies assigned specialized inspection functions may consider and decide to convert the winter coat uniform to spring and summer clothing to suit the weather conditions.

2. Emblems and badges are issued once; if they become old, damaged, or lost, they will be reissued.

3. Inspectors, staff members, and civil servants of the specialized inspectorate for natural resources and environment must wear the uniforms issued according to the provisions of this Circular when working in offices and performing official duties, and are responsible for maintaining and preserving them. If uniforms are damaged or lost due to objective reasons, they will be replaced. If damage or loss occurs without justifiable reasons, individuals must ensure that their uniforms meet the requirements for official duties.

4. If inspectors, staff members, and civil servants of the specialized inspectorate for natural resources and environment transfer jobs, retire, or are disciplined by being dismissed from service before the end of the service period, uniforms will not be recalled; if the service period has ended and uniforms have not been issued, they will not be issued.

5. Female inspectors, female staff members, and female civil servants of the specialized inspectorate for natural resources and environment can choose between spring and summer pants, autumn and winter pants, or spring and summer skirts, autumn and winter skirts during the issuance year; they are allowed to wear casual clothes when pregnant from the third month until childbirth.

6. Inspectors, staff members, and civil servants of the specialized inspectorate for natural resources and environment can choose between short-sleeved or long-sleeved spring and summer shirts, and may substitute long-sleeved shirts with long-sleeved spring and summer shirts during the issuance year.

7. Inspectors, staff members, and civil servants of the specialized inspectorate for natural resources and environment will be issued new badges upon promotion or rank advancement.

Chapter III IMPLEMENTATION PROVISIONS

Article 10. Effective Date

This Circular takes effect from January 1, 2017, and replaces Circular No. 01/2014/TT-BTNMT dated January 14, 2014, issued by the Minister of Natural Resources and Environment regarding uniforms, emblems, insignias, and badges for inspectors, staff members, and civil servants under state inspection agencies for natural resources and environment.

Article 11. Responsibility for Implementation

1. Annually, the Ministry Inspectorate, agencies assigned specialized inspection functions, provincial and municipal environmental inspectorates under central cities, and those responsible shall prepare plans for financial expenses to tailor uniforms and submit them for approval by competent authorities.

2. The Director of the Ministry Office, the Head of the Ministry Inspectorate, heads of units under the Ministry of Natural Resources and Environment, Directors of provincial and municipal environmental departments under central cities, and related organizations and individuals are responsible for implementing this Circular.

3. During implementation, if any issues arise, agencies, organizations, and individuals are advised to promptly report to the Ministry of Natural Resources and Environment for research, amendment, and supplementation as necessary./.
