Issuing National Technical Regulations on Safety for Industrial Explosive Materials - ANFO Explosives
Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Pursuant to the Law on Management and Use of Weapons, Explosives, and Supporting Tools dated June 20, 2017;
Pursuant to the Law on Product Quality and Commodities dated November 21, 2007;

The Minister of Industry and Trade issues this Circular on the issuance of National Technical Regulations on Safety for Industrial Explosive Materials - ANFO Explosives.
Article 1. Issuance of the National Technical Regulation
Attached to this Circular are National Technical Regulations on Safety for Industrial Explosive Materials - ANFO Explosives.
Designation: QCVN 12-27:2024/BCT.
Article 2. Effective Date
This Circular takes effect from July 1, 2025 and replaces Circular No. 13/2012/TT-BCT dated June 12, 2012 of the Minister of Industry and Trade on National Technical Regulations on ANFO Explosives.
Article 3. Implementation Organization
The Director of the Office of the Ministry, Heads of Departments: Industrial Safety and Environmental Engineering, Chemicals; Heads of the Department of Science and Technology; Directors of Provincial and Municipal Departments of Industry and Trade under the Central Government; Heads of relevant agencies, organizations, and individuals are responsible for implementing this Circular./.
