CIRCULAR
Regulations on the reporting system of Market Management forces

Circular No. 55/2020/TT-BCT dated December 31, 2020, issued by the Minister of Industry and Trade, stipulates the reporting system of Market Management forces, which took effect from April 1, 2021, has been amended and supplemented by:
Circular No. 45/2025/TT-BCT dated July 15, 2025, issued by the Minister of Industry and Trade, amending and supplementing certain articles of Circulars of the Minister of Industry and Trade in the field of market management, which took effect from July 15, 2025.
Based on the Market Management Ordinance dated March 8, 2016;
Pursuant to Decree No. 98/2017/NĐ-CP dated August 18, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
Pursuant to Decree No. 09/2019/NĐ-CP dated January 24, 2019 of the Government stipulating the reporting system of administrative agencies;
Based on Decision No. 34/2018/QĐ-TTg dated August 10, 2018, of the Prime Minister, stipulating the functions, tasks, powers, and organizational structure of the General Department of Market Management under the Ministry of Industry and Trade;
At the proposal of the Director of the General Department of Market Management;
The Minister of Industry and Trade issues this Circular stipulating the reporting system of Market Management forces.[1]
Chapter I. GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular stipulates the reporting system of Market Management forces and the implementation of the reporting system by state agencies with authority related to the functions, tasks, and powers of Market Management forces.
Article 2. Applicability
1. Market Management force agencies and units at all levels.
2. Market Management force civil servants and civil servants working at Market Management force agencies and units at all levels (hereinafter referred to as civil servants).
3. Other organizations and individuals related to the reporting work of Market Management forces.
Article 3. Explanation of Terms
In this Circular, the following terms shall be understood as follows:
1. Regular reports of Market Management forces are types of reports carried out by Market Management force agencies and units to meet the requirement for comprehensive information on the operational situation of Market Management forces and significant market fluctuations during the reporting period, implemented according to a defined cycle and repeated multiple times within a year.
2. Special topic reports of Market Management forces are reports carried out by Market Management force agencies and units to meet the requirement for focused and specialized information on a specific issue related to the operational situation of Market Management forces and must be conducted one or more times within a specified period.
3. The electronic reporting system of Market Management forces (hereinafter referred to as the Electronic Reporting System) is an information infrastructure system for updating, accessing, analyzing, exploiting, managing, and using databases on the operational situation of Market Management forces.
4. The database of the Electronic Reporting System (hereinafter referred to as the Electronic Database) is a collection of data on the operational situation of Market Management forces compiled and systematically arranged according to a specific method to allow access, updating, exploitation, management, and use through electronic means.
Data in the Electronic Database is information and data presented in the form of tables, symbols, writing, numerals, images, sound, or similar forms.
Electronic documents of the Electronic Reporting System are documents presented in the form of data messages.
Chapter II. REGULATIONS ON THE REPORTING SYSTEM OF MARKET MANAGEMENT FORCES
Article 4. Types of Reports
1. Regular reports include:
a) Internal regular reports of Market Management forces: Weekly report; monthly report, first quarter report; mid-year report; third quarter report; annual report;
b) Regular reports issued by state agencies with authority containing content related to the functions, tasks, and powers of Market Management forces.
2.[2] Special topic reports issued by the Director of the Department of Domestic Market Management and Development under the Ministry of Industry and Trade, the Director of the Provincial Market Management Office under the Department of Industry and Trade of provinces and centrally governed cities (referred to as the Market Management Office), or by agencies with authority containing content related to the functions, tasks, and powers of Market Management forces.
Article 5. Content of the Report
1. The content of the periodic report prescribed in point a, Clause 1, Article 4 of this Circular shall be implemented according to the reporting templates from Appendix I to Appendix V 2. [3] The content of the periodic report prescribed in promulgated together with this Circular.
point b, Clause 1, Article 4 of this Circular shall be implemented in accordance with the regulations of the issuing authority for the reporting system. The Market Management Business Department under the Domestic Market Management and Development Department (hereinafter referred to as the Business Department), the Market Management Branch shall base on the content of information in the periodic report prescribed in Clause 1 of this Article to implement the report, except for internal report contents that require permission from the Market Management Authority or the authorized person prescribed in 3. The content of the special topic report shall be decided by the Director of the Domestic Market Management and Development Department; the Head of the Business Department, the Head of the Market Management Branch [4] or as required by the competent authority for each specific special topic report. 4. As for the content of the report which includes data, tables, and other reporting requirements not covered in Clauses 1, 2, and 3 of this Article, the Director of the Domestic Market Management and Development Department [5] shall issue table formats, data requirements, and reporting content requirements on the Electronic Reporting System based on needs and actual conditions. Appendix III, IV and V this Circular.
5. Market Management agencies at all levels shall update, utilize, and manage data and tables on the Electronic Reporting System in accordance with this Circular and the decision of the Director of the Domestic Market Management and Development Department [6].
6. The form, technology, and format of the electronic report document must comply with the provisions of Government Decree No. 30/2020/NĐ-CP dated March 5, 2020, on archival work.
Article 6. Agencies and Units Implementing Reports and Receiving Agencies
1. [7] For the periodic reports prescribed in
, the agencies and units implementing the reports and the receiving agencies include:
a) The Market Management Team reports to the higher-level Market Management Branch; point a, Clause 1, Article 4 of this Circular shall be implemented according to the reporting templates fromb) The Business Department reports to the Domestic Market Management and Development Department; the Market Management Branch reports to the Department of Industry and Trade and the Domestic Market Management and Development Department;
c) The Domestic Market Management and Development Department reports to the Ministry of Industry and Trade.
2. For the periodic reports prescribed in
, market management agencies at all levels shall implement the reports in accordance with the regulations of the issuing authority for the reporting system.
3. For special topic reports, market management agencies at all levels shall implement the reports in accordance with the decision of the competent authority issuing the reporting system. 3. The content of the special topic report shall be decided by the Director of the Domestic Market Management and Development Department; the Head of the Business Department, the Head of the Market Management Branch [4] or as required by the competent authority for each specific special topic report.Article 7. Methods of Sending and Receiving Reports
1. Depending on actual conditions or the requirements of the receiving agency, market management agencies at all levels shall send and receive periodic reports prescribed in
through one of the following methods:
a) Sending via the Electronic Document Management and Operational Control System (address: http://office.dms.gov.vn); point a, Clause 1, Article 4 of this Circular shall be implemented according to the reporting templates from b) Sending via the Email System;
c) Sending via the Electronic Reporting System;
d) Sending directly;
đ) Sending via fax;
e) Sending via postal service.
2. The Domestic Market Management and Development Department [8] shall report to the Ministry of Industry and Trade through one of the methods prescribed in points a, b, c, and d of Clause 1 of this Article.
3. The method of sending and receiving reports for the reporting system prescribed in
shall be implemented in accordance with the regulations of the issuing authority for the reporting system.
3. The method of submitting and receiving reports under the reporting regime provided for in 3. The content of the special topic report shall be decided by the Director of the Domestic Market Management and Development Department; the Head of the Business Department, the Head of the Market Management Branch [4] or as required by the competent authority for each specific special topic report. shall be implemented in accordance with the provisions of the agency issuing the reporting regime.
Article 8. Time for Closing Data
1. The time for closing data of periodic reports prescribed at point a, Clause 1, Article 4 of this Circular shall be implemented according to the reporting templates from shall be implemented as follows:
a) Weekly report from Thursday of the previous week to Wednesday of the reporting week;
b) Monthly report, quarterly report of the first quarter, quarterly report of the third quarter, mid-year report, and annual report shall be implemented according to the provisions of Article 12 of Decree No. 09/2019/NĐ-CP dated January 24, 2019 of the Government on the reporting system of administrative agencies.
2. The time for closing data of periodic reports prescribed at 3. 3. The time for closing data of special topic reports shall be carried out according to the decision of the competent authority issuing the reporting system.
Article 9. Deadline for Submitting Reports
1. The deadline for submitting reports under the periodic reporting system prescribed at point a, Clause 1, Article 4 of this Circular shall be implemented according to the reporting templates from shall be implemented as follows:
a) In the case prescribed at point a, Clause 1, Article 6:
- Weekly report shall be submitted on every Wednesday;
- Monthly report shall be submitted no later than the 17th day of each month;
- Quarterly report of the first quarter and quarterly report of the third quarter shall be submitted no later than the 17th day of the last month of the reporting period;
- Mid-year report shall be submitted no later than June 17th of each year;
- Annual report shall be submitted no later than December 17th of each year.
b) In cases prescribed in point b, Clause 1, Article 6:
- Weekly report shall be submitted on every Thursday;
- Monthly report shall be submitted no later than the 20th day of each month;
- Quarterly report of the first quarter and quarterly report of the third quarter shall be submitted no later than the 20th day of the last month of the reporting period;
- Mid-year report shall be submitted no later than June 20th of each year;
- Annual report shall be submitted no later than December 20th of each year.
c) In the case prescribed at point c, Clause 1, Article 6:
- Weekly report shall be submitted on every Friday;
- Monthly report shall be submitted no later than the 23rd day of each month;
- Quarterly report of the first quarter and quarterly report of the third quarter shall be submitted no later than the 23rd day of the last month of the reporting period;
- Mid-year report shall be submitted no later than June 23rd of each year;
- Annual report shall be submitted no later than December 23rd of each year.
2. The deadline for submitting reports for periodic reports prescribed at 3. The content of the special topic report shall be decided by the Director of the Domestic Market Management and Development Department; the Head of the Business Department, the Head of the Market Management Branch [4] or as required by the competent authority for each specific special topic report. shall be implemented in accordance with the provisions of the agency issuing the reporting regime.
3. The deadline for submitting reports for special topic reports shall be carried out according to the decision of the competent authority issuing the reporting system.
Article 10. Electronic Database of Market Management Forces
1. The electronic database of market management forces shall be established, updated, exploited, managed, and used within the Electronic Reporting System.
2. The content of reports, information, data, format, style, technology, and updating, accessing, exploiting, managing, and using the electronic database within the Electronic Reporting System shall be regulated by the Director of the Department of Domestic Market Management and Development [9].
3. Agencies and units implementing reports, agencies receiving reports, contents, procedures, formalities, time for closing data, and deadlines for updating and submitting reports within the Electronic Reporting System shall be regulated by the Director of the Department of Domestic Market Management and Development [10].
4. Agencies and units of market management at all levels, market management officials shall have the responsibility to update data in the Electronic Reporting System according to regulations.
Chapter III. IMPLEMENTATION [11]
Article 11. Implementation Organization
1. Agencies and units of market management at all levels shall have the responsibility:
a) To assign dedicated or part-time officials to implement the reporting system and compile reports;
b) To implement the reporting system in accordance with this Circular and related regulations;
c) To disseminate the provisions of this Circular to officials and subordinate units.
2. Officials assigned to implement the reporting system shall have the responsibility:
a) To ensure the accuracy and honesty of data, information used in reports and in the Electronic Reporting System;
b) To ensure the confidentiality of access account information to the Electronic Reporting System;
c) To comply with the content requirements, correct forms, and reporting systems stipulated in this Circular and related regulations;
d) To update data, information, and report content within the specified deadlines.
3. Officials and units under agencies and units of market management at all levels shall have the responsibility to cooperate in providing information and data to implement the reporting system stipulated in this Circular and related regulations.
3. The Director of the Department of Domestic Market Management and Development [12] shall have the responsibility to build the Electronic Reporting System, establish the electronic database, specify the contents, information, data requirements, formats, and data in the Electronic Reporting System, and regulate the organization and implementation. Article 10 Circular herein.
Article 12. Effective Date
1. This Circular shall take effect from April 1, 2021 and replace Circular No. 41/2013/TT-BCT dated December 31, 2013 issued by the Minister of Industry and Trade on the reporting regime of Market Management.
2. During the implementation of this Circular, if any issues arise or difficulties occur, organizations and individuals shall reflect them to the Domestic Market Management and Development Department for consideration and guidance.

[1] Circular No. 45/2025/TT-BCT amending and supplementing certain articles of Circulars issued by the Minister of Industry and Trade in the field of market management is based on the following grounds:
“On the basis of the Market Management Ordinance dated March 8, 2016;
On the basis of Decree No. 33/2022/NĐ-CP dated May 27, 2022 of the Government detailing some provisions of the Market Management Ordinance;
Pursuant to Decree No. 40/2025/NĐ-CP dated February 26, 2025, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
At the proposal of the Director of the Domestic Market Management and Development Department;
The Minister of Industry and Trade promulgates this Circular amending and supplementing certain articles of Circulars issued by the Minister of Industry and Trade in the field of market management.”

[11] Articles 7 and 8 of Circular No. 45/2025/TT-BCT amending and supplementing certain provisions of Circulars issued by the Minister of Industry and Trade in the field of market management, which takes effect from July 15, 2025, are stipulated as follows:
Article 7. Transitional Provisions
1. Identification numbers and signs of civil servants working at market management agencies at all levels that have been issued before this Circular takes effect shall continue to be used until December 31, 2025, or until the Director of the Domestic Market Management and Development Department issues replacement identification numbers according to this Circular.
2. Market inspection cards issued to market management civil servants before this Circular takes effect and still within their validity period shall continue to be used until December 31, 2025, or until the expiration date indicated on the Market Inspection Card if the expiration date ends before December 31, 2025.
3. Inspection plans that have been issued and approved before this Circular takes effect shall continue to be implemented by the Market Management Business Units under the Domestic Market Management and Development Department, Market Management Agencies under the Provincial Departments of Industry and Trade, and provincial-level centrally-administered cities, and subordinate Market Management Teams according to Resolution No. 190/2025/QH15 dated February 19, 2025, of the National Assembly regarding the handling of some issues related to the restructuring of state administrative bodies. In cases where the 2025 regular inspection plan is amended or supplemented, the Market Management Business Units under the Domestic Market Management and Development Department, and Market Management Agencies under the Provincial Departments of Industry and Trade, provincial-level centrally-administered cities shall report and propose for approval by those with authority according to this Circular.
Article 8. Implementation clause
1. This Circular takes effect from July 15, 2025.
2. The following Circulars are repealed:
a) Circular No. 18/2019/TT-BCT dated September 30, 2019, of the Minister of Industry and Trade on the activities of market management forces;
b) Circular No. 20/2019/TT-BCT dated October 30, 2019, of the Minister of Industry and Trade on internal inspections of compliance with laws in the activities of market management forces;
c) Circular No. 54/2020/TT-BCT dated December 31, 2020, of the Minister of Industry and Trade amending and supplementing certain provisions of Circular No. 18/2019/TT-BCT dated September 30, 2019, of the Minister of Industry and Trade on the activities of market management forces and Circular No. 20/2019/TT-BCT dated October 30, 2019, of the Minister of Industry and Trade on internal inspections of compliance with laws in the activities of market management forces.
3. In cases where the legal normative documents cited in this Circular are amended, supplemented, or replaced by new legal normative documents, they shall be applied according to the new legal normative documents.
4. Provincial People's Committees, centrally-administered city People's Committees, the Domestic Market Management and Development Department, Market Management Agencies under provincial departments of industry and trade, centrally-administered city departments of industry and trade, and other relevant agencies, organizations, and individuals shall be responsible for implementing this Circular."
[12] The phrase "Director General of the Market Management General Department" shall be replaced by the phrase "Director of the Domestic Market Management and Development Department" pursuant to Point b Clause 5 Article 4 of Circular No. 45/2025/TT-BCT amending and supplementing certain provisions of Circulars issued by the Minister of Industry and Trade in the field of market management, which takes effect from July 15, 2025.
[13] The phrase "Market Management General Department" shall be replaced by the phrase "Domestic Market Management and Development Department" pursuant to Point c Clause 5 Article 4 of Circular No. 45/2025/TT-BCT amending and supplementing certain provisions of Circulars issued by the Minister of Industry and Trade in the field of market management, which takes effect from July 15, 2025.
