DECREE
Regulations on functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade The Government issues this Decree to regulate the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade.

Pursuant to the Government Organization Law on February 18, 2025;
At the proposal of the Minister of Industry and Trade;
The Ministry of Industry and Trade is an agency of the Government, responsible for state management in industry and trade, including sectors and fields such as electricity, coal, oil and gas, new energy, renewable energy, energy efficiency and conservation,
Article 1. Position and Functions
chemicals, industrial explosives, mechanical industry, metallurgical industry, mining and mineral processing industry, consumer goods industry, food industry, supporting industry, environmental industry, high-tech industry (excluding information technology and digital technology industries); industrial clusters, small-scale handicrafts, promotion of small-scale industries; domestic trade; import and export, border trade; logistics services; development of foreign markets; market management; trade promotion; electronic commerce; commercial services; international economic integration; competition, protection of consumer rights; anti-dumping, countervailing duties, and safeguard measures; public services in sectors and fields under the Ministry's state management. The Ministry of Industry and Trade performs tasks and powers as prescribed in the Law on the Organization of the Government, government regulations on the functions, tasks, powers, and organizational structure of ministries, ministerial-level agencies, and government agencies, and specific tasks and powers as follows:
b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;
1. Submit draft laws, draft resolutions of the National Assembly; draft ordinances, draft resolutions of the Standing Committee of the National Assembly; draft decrees, draft resolutions of the Government according to the annual legislative program of the Government, the Ministry, and various resolutions, projects, programs, and comprehensive summaries assigned by the Government and the Prime Minister.
2. Submit to the Government and the Prime Minister for approval and implementation of strategies, plans, and long-term, medium-term, and annual development programs; report to the Government and the Prime Minister on investment policies for national target programs; submit preliminary feasibility studies for important national projects within the scope of sectors and fields managed by the Ministry as prescribed by law.
3. Approve strategies, plans, programs, and development projects within the scope of sectors and fields under the Ministry's state management according to the delegation and authorization of the Government and the Prime Minister.
4. Issue circulars, decisions, directives, and other documents on state management in sectors and fields under the Ministry's jurisdiction; direct, guide, inspect, and implement regulatory legal documents within the Ministry's jurisdiction; direct and organize the dissemination, popularization, and education of laws within the scope of the Ministry's state management.
5. Develop national standards, issue national technical regulations, and economic-technical norms in sectors and fields under the Ministry's state management; organize activities related to measurement, intellectual property, and quality management, guidance, and inspection of products, goods, and business operations with conditions within the scope of the Ministry's state management as prescribed by law.
6. Regarding energy, including electricity, coal, oil and gas, new energy, renewable energy, and other forms of energy; manage electricity demand
a) State management over investment in energy projects within its authority; compile, analyze, and evaluate the situation and results of implementing planning, compile reports on production situations and investment projects in the energy sector;
b) Organize the preparation and submission to the Prime Minister for approval of power development planning and adjustments to power development planning as prescribed by law on planning; organize the preparation and submission to the Prime Minister for approval of the list of power projects exclusively invested in and operated by the state, including nuclear power plants, strategic multi-purpose hydropower plants, and transmission networks at voltage levels of 220 kV and above; emergency power projects as prescribed by law on power;
c) Organize the publication, evaluation, and implementation of power development planning; approve adjustments to power development planning through simplified procedures; approve plans and adjustments to plans for implementing power development planning as prescribed by law on planning; decide on the list of power projects using official development assistance funds and preferential loans from foreign donors for enterprises holding 100% of the charter capital or enterprises held 100% by these enterprises as investors as prescribed by law on power;
d) Approve early exploitation plans for oil and gas fields; general development plans for oil and gas fields; field cleanup plans; decide to revoke oil and gas fields if contractors fail to develop and exploit oil and gas as approved within the specified time; decide to allow flaring of associated gas; decide to extend exploration phases according to the terms of oil contracts; perform other tasks as prescribed by law on oil and gas;
đ) Implement state management over production and distribution of oil and gas (including gasoline, natural gas, liquefied petroleum gas, and other oil and gas products) as prescribed by law;
e) Implement state management over coal production and trading and supply of coal for power generation within the scope of the Ministry's state management;
g) Organize negotiations to sign documents and materials in the energy sector (BOT Contracts, Government Guarantees, Agreements) as prescribed by law and authorized by the Government;
h) Manage state and implement the National Electricity Demand Management Program as prescribed by law.
7. Regarding power regulation
7. Regarding electricity regulation
a) Establish and submit to the competent authority for issuance regulations on conditions, industry structure, operating principles, and development roadmap for competitive electricity markets; direct purchase and sale mechanisms between large electricity consumers and power generation units and organize implementation;
b) Establish and issue regulations for operating and managing competitive electricity market transactions at various levels and organize implementation; approve annual operation plans for competitive electricity markets; supervise the operation of competitive electricity markets;
c) Establish and submit to the competent authority for issuance regulations on conditions, formation and development roadmap, and operational mechanisms for electricity forward markets consistent with requirements for ensuring power supply security, level of competitive electricity markets, and other relevant legal provisions; organize implementation of electricity forward markets;
d) Direct the establishment of power supply plans, inspect and monitor power supply situations and system operations to ensure balance between supply and demand; direct and decide on the operation and mobilization of power plants in emergency situations threatening serious power supply assurance; study, propose, and manage solutions to implement supply-demand balance, manage electricity demand; guide conditions and procedures for stopping or reducing electricity consumption; conditions and procedures for connecting to the national power grid, metering electricity;
đ) Establish and submit to the competent authority for issuance: Mechanism and time frame for adjusting average retail electricity prices; price range for average retail electricity prices; electricity retail tariff structure to be submitted to the Government;
e) Establish and issue: (i) Method for determining power generation service prices, wholesale electricity prices, power generation costs of power plants during the non-participation phase in competitive electricity markets; (ii) Method for establishing, documentation, procedures, and approval processes for power generation price ranges, wholesale electricity price ranges, transmission service prices, distribution service prices, ancillary services system prices, system dispatch and operation service prices, and electricity market transaction management service prices; (iii) Detailed provisions on main contents of power purchase and sale contracts between power generation units and electricity buyers (excluding power plants invested under public-private partnership models), wholesale electricity sales contracts, and ancillary services system supply contracts; (iv) Provisions on determining electricity payment amounts in cases where electricity measuring devices are inaccurate, out of service, or lost;
g) Approve power generation price ranges, wholesale electricity price ranges, transmission service prices, distribution service prices, ancillary services system prices, system dispatch and operation service prices, and electricity market transaction management service prices;
Implement state management over electricity pricing mechanisms and service pricing;
Carry out state management functions over activities commanding and controlling national power production, transmission, distribution, and allocation systems, and electricity market transaction management;
Carry out state management functions over new licensing, modification, supplementation, reissuance, extension, and revocation of electricity business licenses;
Carry out state management functions over electricity purchase and sale activities with foreign countries;
Guide, inspect compliance with legal provisions and handle violations of laws in the electricity sector according to legal provisions;
8. Regarding chemicals and industrial explosives
a) State management over chemicals, precursors in the industrial sector, explosive precursor materials, and industrial explosives; chemicals used in consumer products as prescribed by law; chemicals covered by the Convention on the Prohibition of the Development, Production, Stockpiling, Use, and Destruction of Chemical Weapons and enforcement of other chemical conventions as prescribed; excluding chemical and explosive precursor materials within the military and defense sectors under the purview of the Ministry of National Defense and those within the security sector under the purview of the Ministry of Public Security;
b) Manage and develop the chemical and industrial explosives industry; establish and implement strategies, plans, and projects for developing the chemical and industrial explosives industry; guide, inspect, and compile reports on the development situation of the chemical and industrial explosives industry according to legal provisions;
c) Manage research, development, and testing activities of industrial explosives conducted by scientific and technological organizations or industrial explosives manufacturing enterprises;
9. Regarding heavy industry and light industry
a) Manage and develop mechanical industries, metallurgical industries, mining, processing, and consumption of mineral resources (excluding construction materials and cement production minerals), consumer goods industries, food industries, biotechnology industries, supporting industries, electronics industries (excluding information technology and digital technology industries) and high-tech industries (excluding information technology and digital technology industries) according to legal provisions;
b) Organize the preparation, submission to the Prime Minister for approval and adjustment of the Exploration, Mining, Processing, and Utilization Plan for Group I Mineral Resources;
c) Take the lead, coordinate with relevant ministries and sectors to build and submit to the competent authority for issuance mechanisms, policies, and priority product lists for development in industries under the ministry's state management;
d) Compile and report on the status of industrial production activities according to legal provisions;
10. Regarding promotion of small-scale industries, industrial clusters, and cottage industries
a) Establish and implement programs and plans for promoting small-scale industries, manage the national budget for promoting small-scale industries;
b) Implement activities to develop cottage industries and craft villages;
c) Implement activities to develop industrial clusters, coordinate investment promotion in industrial clusters; develop support investment infrastructure programs for industrial clusters according to legal provisions;
d) Organize the implementation of tasks to support the development of small and medium-sized enterprises in the industrial and small-scale industrial sectors.
11. On industrial technical safety
a) Implement state management over labor safety and hygiene within the scope and authority delegated;
b) Manage technical safety activities within the ministry's management scope;
c) Manage dam and hydropower reservoir safety within the Ministry of Industry and Trade’s management authority, tailing pond reservoirs during mineral extraction and processing, and industrial explosives; d) Manage dangerous goods transportation activities within the authorized authority.
d) Direct, guide, and organize the implementation of emergency response, rescue operations, disaster prevention, and search and rescue activities under the ministry's responsibility;
đ) Manage dangerous goods transportation activities within the authorized authority.
12. Implement tasks related to investment project management in construction within the ministry's jurisdiction as prescribed by construction laws.
13. On environmental protection in the industry and trade sector
a) Implement state management tasks on environmental protection within the assigned scope and authority;
b) Take the lead and coordinate with other ministries, sectors, and localities to develop the environmental industry.
14. On commerce and domestic markets
a) Organize the implementation of mechanisms and policies for developing domestic commerce and markets; develop commerce and ensure supply-demand balance for essential goods in mountainous areas, islands, remote regions, border areas, and ethnic minority groups as prescribed by law; regarding transaction methods and business forms as prescribed by law;
b) Take the lead and coordinate with other ministries, sectors to regulate distribution and circulation of goods;
c) Take the lead and coordinate with other ministries, sectors, and localities to manage and develop commercial services as prescribed by law;
d) Take the lead and coordinate with other ministries, sectors, and localities to build policies for developing commercial infrastructure (including markets, supermarkets, shopping centers, retail stores, auction centers, logistics centers, warehouses, exhibition centers, and retail shops) as prescribed by law;
đ) State manage activities of commodity trading through commodity exchanges.
15. On food safety
a) Manage food safety throughout the production, processing, storage, transportation, export, import, and sale of alcoholic beverages, beer, soft drinks, processed milk, vegetable oil, processed flour and starch products, and other foods as prescribed by the Government;
b) Manage food safety for food packaging materials and containers during production, processing, and sale of food within the assigned management scope;
c) Manage food safety for establishments that do not engage in production but sell multiple types of food products managed by two or more ministries (excluding wholesale markets and agricultural product auctions);
d) State manage food safety for supermarkets, shopping centers, convenience stores, reserve and distribution systems, and other types of facilities as prescribed by law.
16. On export and import of goods
a) Organize the implementation of mechanisms and policies for exports, imports, cross-border trade, and market development outside the country;
b) Manage exports, imports, temporary imports for re-export, temporary exports for re-import, transshipment, transit, cross-border trade, agency export and import activities, brokerage, processing, origin of goods;
c) Aggregate export and import situations and plans and cross-border trade as prescribed by law.
17. On logistics services
a) Take the lead and coordinate with other ministries, sectors, and localities to build and implement policies and laws on logistics services;
b) Coordinate and support other ministries, sectors, localities, and associations in developing logistics services.
18. On trade defense
a) Organize the implementation of laws on trade defense including anti-dumping, countervailing measures, and safeguard measures against imported goods from abroad; preventing circumvention of trade defense measures; conducting trade defense investigations;
b) Take the lead and coordinate with other ministries, sectors, and localities to assist industry associations and enterprises when being investigated or subject to trade defense measures (including anti-dumping, countervailing, safeguard measures, and circumvention of trade defense measures) by foreign countries on Vietnam's exported goods;
c) Carry out tasks related to resolving disputes in trade defense litigation at the World Trade Organization and international organizations.
19. On electronic commerce and digital economy
a) Implement state management over electronic commerce. Take the lead and coordinate to implement strategies, plans, programs for developing electronic commerce, policies, and laws regulating electronic commerce activities;
b) Organize the implementation of mechanisms to encourage, support, and guide the development of new business models based on electronic commerce applications and digital technology applications in the industry and trade sector;
c) Guide and inspect the content and conditions for electronic commerce activities; manage and supervise electronic commerce activities and business models based on digital technology applications as prescribed by law;
d) Establish and operate essential infrastructure for electronic commerce; build a common architectural framework and technical platform for business models based on digital technology applications in the industry and trade sector;
đ) Develop and apply digital technology infrastructure in the industry and trade sector to support businesses through value chains, promote market development, and enhance export activities;
e) Implement state management over digital transformation in industries and fields under the ministry's jurisdiction, and develop the digital economy in the industry and trade sector;
g) Build, manage, and operate the Industry and Trade Energy Information System to carry out data governance, data sharing, data exploitation, investigation, collection, aggregation, and updating of energy information data.
20. On market management
a) Direct, inspect the implementation of legal provisions on trading goods and commercial services within the assigned sector; handle violations of law in trading goods and commercial services activities in the domestic market and other fields as prescribed by law;
b) Take the lead and coordinate with ministries, sectors, localities in preventing and combating the production and sale of fake, prohibited, smuggled goods, trade fraud, and other violations of law in trading goods and commercial services activities as prescribed by law;
c) Direct, guide, supervise, and inspect the inspection and handling of law violations and the implementation of business measures of the Market Management Force as prescribed by law. Coordinate with provincial and centrally-administered city People's Committees to perform state management functions over the Market Management Force as prescribed by law.
21. Regarding competition and consumer protection, manage trading activities under multi-level marketing schemes
a) Organize the state management of competition; conduct competition proceedings, economic concentration control, decide exemptions for prohibited restrictive competition agreements, resolve complaints about competition case resolution decisions as prescribed by law;
b) Organize the state management of consumer rights protection as prescribed by law;
c) Organize the state management of trading activities under multi-level marketing schemes as prescribed by law.
22. Perform state management functions regarding pricing in the managed sector and scope as prescribed by law.
23. Regarding trade promotion
a) Take the lead and coordinate with ministries, ministerial-level agencies, related agencies, local authorities to build and implement the National Trade Promotion Program, the National Brand Program as prescribed by law; build and organize trade promotion activities as prescribed by law;
b) Guide and inspect the content and conditions for commercial advertising, brand promotion, trade fairs, exhibitions, promotions, product displays, service introductions both domestically and internationally as prescribed by law;
c) Manage and monitor the state budget allocation for annual trade promotion activities as prescribed by law;
d) Manage and direct the activities of Vietnam Trade Promotion Offices abroad; manage foreign trade promotion organization representative offices in Vietnam as prescribed by law;
đ) Establish, operate, and develop trade promotion infrastructure and digital infrastructure serving trade promotion.
24. Regarding international economic integration
a) Organize the implementation of mechanisms and policies for international economic integration; provide information, disseminate, guide, build programs and plans, and organize the implementation of Vietnam’s international economic integration commitments as prescribed by law;
b) Aggregate, build proposals, organize research, propose negotiations, sign and join bilateral, multilateral, or regional international treaties on trade within the scope of authority as prescribed by law, including new negotiations, amendments, expansions, and upgrades of these international treaties; negotiate free trade agreements; negotiate international economic cooperation agreements, market expansion agreements between Vietnam and countries, blocs, or territories;
c) Organize research, propose solutions, organize, coordinate, and supervise the implementation of Vietnam’s rights and obligations related to international economy and trade at the World Trade Organization (WTO), Association of Southeast Asian Nations (ASEAN), Asia-Pacific Economic Cooperation Forum (APEC), Asia-Europe Meeting (ASEM), Free Trade Agreements (FTA) and other international trade agreements that Vietnam has joined and other international economic organizations and forums as assigned by the Prime Minister; (FTA) and other international trade agreements that Vietnam has joined and other international economic organizations and forums as assigned by the Prime Minister;
d) Organize, coordinate, and supervise the activities of organizations participating in international economic integration as assigned by the Prime Minister.
25. Regarding overseas market development, regional and bilateral cooperation
a) Organize research, negotiations, signing, joining, and enforcement of bilateral or regional international agreements on trade and industrial cooperation within the scope of authority as prescribed by law to expand markets between Vietnam and countries, blocs, and territories;
b) Implement the contents of bilateral cooperation, regional cooperation, and sub-regional cooperation within the ministry's management scope;
c) Take the lead or coordinate with relevant ministries and agencies to propose the establishment, monitoring, and implementation of activities of Vietnam Sub-Committees in inter-governmental committees, joint committees, mixed sub-committees, common working groups, forums on economy, trade, industry, regional and bilateral cooperation mechanisms between Vietnam and countries, territories in the trade and industry field;
d) Study markets, aggregate, analyze, and provide policy and legal information on industry, trade, traders domestically and internationally to serve the guidance and management of overseas market development; identify and remove barriers to Vietnamese enterprises' export and import goods; implement activities guiding market access and connecting businesses to promote overseas markets;
đ) Guide the trade activities of Vietnamese traders abroad;
e) Coordinate with the Ministry of Foreign Affairs to direct professional work on trade for ministry staff posted at Vietnam's diplomatic missions abroad as prescribed by law;
g) Serve as the focal point to assist the Government in participating in resolving disputes concerning the application of foreign trade management measures;
26. Perform state management over the commercial presence and business investment activities of foreign service providers and investors in Vietnam in the industrial and trade sectors and as prescribed by law, including:
a. Organize the implementation of state management over the activities of purchasing and selling goods and related activities directly linked to the purchase and sale of goods provided by foreign service providers in accordance with the provisions of the law;
b. Organize the implementation of state management over Representative Offices and Branches of foreign traders in Vietnam;
c. Implement state management over the business investment activities of foreign service providers and economic organizations with foreign capital investment in the service sector under the scope of state management of the Ministry of Industry and Trade.
27. Carry out the issuance, adjustment, revocation, extension of various types of licenses, certificates, and other forms of documents as prescribed by law within the scope of state management of the ministry.
28. Implement quality management for industrial construction projects under the scope of state management of the ministry as prescribed by law.
29. Manage national reserve goods according to the division of labor by the Government.
30. Implement international cooperation in the fields of industry and trade; deploy industrial and trade cooperation activities with international organizations; build partnerships with multinational companies; receive and organize the management and coordination of foreign ODA and technical assistance in the fields of trade and industry as prescribed by law.
31. Regarding science, technology, and innovation
a) Build, issue, or submit to competent authorities for issuance and organization of implementation of mechanisms, policies, strategies, plans for the development of science, technology, technological innovation, and technology transfer in sectors and fields under the scope of state management of the Ministry of Industry and Trade;
b) Build, manage, guide, and organize the implementation of programs, projects, research tasks on high-tech scientific research and development, advanced technology application, and digital transformation; develop biotechnology applications, improve productivity and quality in sectors and fields under the scope of management of the Ministry of Industry and Trade within the authority granted;
c) Manage, guide, and organize the implementation of innovation activities; new and high-tech technology application, innovation, and transfer; assess and appraise technology in sectors and fields under the scope of state management of the Ministry of Industry and Trade within the authority granted;
d) Organize the implementation of legal regulations on product quality management, standards, conformity assessment, measurement, intellectual property rights, and inventive activities within the scope of management of the Ministry of Industry and Trade.
32. Regarding green transition, energy efficiency and conservation, sustainable development, sustainable production and consumption, and climate change response in the industry and trade sector
a) Implement state management work on energy efficiency and conservation; manage and organize the implementation of the National Program on Energy Efficiency and Conservation;
b) Organize the implementation of tasks on sustainable development in the industry and trade sector; manage and organize the implementation of the National Program on Sustainable Production and Consumption;
c) Implement state management work on climate change response, energy transition, and greenhouse gas emissions reduction in the industry and trade sector;
d) Build and submit to competent authorities for approval projects, programs, and plans related to green transition, including circular economy, green growth, energy transition, low-emission economy, and other tasks related to green transition within the functional responsibilities of the Ministry of Industry and Trade.
33. Regarding public services
a) Implement state management over public services in sectors and fields under the scope of state management of the ministry as prescribed by law;
b) Develop and issue standards, procedures, conformity assessment criteria, and economic-technical norms for the organization of public service provision activities in sectors and fields;
c) Guide and support organizations in implementing public services in accordance with the law.
34. Take the lead in resolving disputes arising from contracts, agreements, and commitments with foreign investors negotiated, signed, or represented by the Ministry of Industry and Trade on behalf of the State and Government of Vietnam.
35. Carry out state management tasks regarding statistics, analysis, and statistical forecasting in the industry and trade sector; collect and compile national statistical indicators information in accordance with the Law on Statistics; implement national statistical survey programs within the responsibility of the Ministry of Industry and Trade as prescribed by the Law on Statistics and decisions of the Prime Minister; build and organize the implementation of industry and trade statistical survey programs.
36. Exercise rights, responsibilities, and obligations of state ownership over state-owned enterprises and state capital invested in other enterprises as prescribed by law.
37. Carry out tasks, powers, and responsibilities towards associations and non-governmental organizations under the scope of state management of the ministry as prescribed by law.
38. Conduct inspections, audits, handle complaints, accusations, prevent corruption, receive citizens, and handle administrative violations within the scope of state management functions of the ministry; carry out specialized inspection activities in the fields of industry and trade as prescribed by law.
39. Decide and direct the implementation of the ministry's administrative reform program according to the goals and content of the national administrative reform program approved by the Government and the Prime Minister.
40. Manage organizational structure, staffing, cadres, civil servants, and public officials; commendation, training, and human resource development in the industry and trade sector; implement salary systems and incentive policies, disciplinary measures for cadres, civil servants, and public officials under the scope of management of the ministry as prescribed by law.
41. Manage finance, assets assigned, and organize the implementation of the budget estimate of the Ministry of Industry and Trade in accordance with the laws on state budget, asset management and utilization, and public investment.
42. Carry out other tasks and powers assigned by the Government and the Prime Minister and as prescribed by law.

12. Innovation, Green Transition and Promotional Industry Agency.
13. Industry Agency.
14. Trade Defense Agency.
15. Trade Promotion Agency.
16. Import-Export Agency.
17. Industrial Safety and Environmental Protection Agency.
18. E-commerce and Digital Economy Agency.
19. Chemicals Agency.
20. Institute for Strategy and Policy Research on Industry and Trade.
21. Industry and Trade Newspaper.
22. Industry and Trade Magazine.
The organizations specified from Clause 1 to Clause 19 of this Article are organizations assisting the Minister in performing state management functions; the organizations specified from Clause 20 to Clause 22 are public service units serving the state management functions of the ministry.
The Multilateral Trade Policy Department shall be organized into three divisions, and the Overseas Market Development Department shall be organized into six divisions.
The Minister of Industry and Trade shall submit to the Government for consideration and decision on issuing a Decree stipulating the functions, tasks, powers, and organizational structure of the National Competition Commission.
The Minister of Industry and Trade shall submit to the Prime Minister for issuance of a list of other public service units directly under the ministry.
The Minister of Industry and Trade shall stipulate the functions, tasks, powers, and organizational structure of the units directly under the ministry, except for the unit specified in Clause 9 of this Article.
Article 4. Effective date
1. This Decree takes effect from March 1, 2025; replacing Decree No. 96/2022/NĐ-CP dated November 29, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade.
2. Abolish Article 1 of Decree No. 105/2024/NĐ-CP dated August 1, 2024 of the Government amending and supplementing certain articles of Decree No. 96/2022/NĐ-CP dated November 29, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade and Decree No. 26/2018/NĐ-CP dated February 28, 2018 of the Government on the Charter of Operation and Activities of Vietnam Electricity Corporation.
Article 5. Transitional Provisions
Market Supervision agencies at all levels shall continue to perform their functions, tasks, and powers as prescribed by current laws until the transfer of the Provincial Market Supervision Agencies under the General Administration of Market Supervision to the People's Committees of provinces and centrally-administered cities; the Ministry of Industry and Trade shall transfer the Provincial Market Supervision Agencies under the General Administration of Market Supervision to the People's Committees of provinces and centrally-administered cities intact to establish Market Supervision Sub-departments under the Departments of Industry and Trade before June 1, 2025.
Article 6. Responsibility for Implementation
Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial and centrally-administered city People's Committees are responsible for implementing this Decree./.
