DECISION

Regarding the approval of the National Sports Program

PRIME MINISTER

Pursuant to the Government Organization Law dated September 30, 1992;

Pursuant to Decision No. 531/TTg dated August 8, 1996 of the Prime Minister on managing National Programs;

Considering the proposal of the General Department of Physical Culture and Sports at Report No. 225/KHTC dated December 17, 1996 and that of the Minister of Planning and Investment at Letter No. 104/BKH-VPTĐ dated January 6, 1997,

DECISION:

Article 1. Approves the National Sports Program with the following main contents:

1. Name of the Program:
"National Program for Training Elite Athletes and Building Key Physical Culture and Sports Centers," abbreviated as "National Sports Program."

2. Management Agency of the Program: The General Department of Physical Culture and Sports.

3. Objectives of the Program: To train and educate elite athletes, including building and perfecting the system of training athletes in existing and new sports disciplines; training national teams to participate effectively in sports events at the Southeast Asian Games in 2003.

4. Contents of the Program:

a) Training and educating elite athletes, including the following contents: Selecting and training young sports talents; Training and nurturing elite athletes and coaches both domestically and abroad; Inviting foreign experts to train in Vietnam; Organizing for young athletes and elite athletes to participate in domestic and international competitions.

b) Building key physical culture and sports centers:

- Planning and constructing a national sports complex in Hanoi.

- Completing construction and equipping facilities for National Sports Training Centers I, II, III, and University of Physical Education and Sports I.

- Investing in new construction, renovation, and upgrading of sports facilities in nine key physical culture and sports centers prioritized as follows:

Group 1: Hanoi, Ho Chi Minh City.

Group 2: Hai Phong, Da Nang, Nghe An, Can Tho.

Group 3: Thai Nguyen, Khanh Hoa, Dak Lak.

- Investing in construction, upgrading, and renovation of sports facilities and equipment for physical culture and sports centers of the military, police, education and training sectors, and some localities capable of training elite athletes.

5. Estimated budget of the Program is 23,000 billion VND, which will be considered for each specific project and allocated according to the annual State Budget plan.

Sources of funding:

- State Budget funds;

- Loan funds;

- Official Development Assistance (ODA) funds and joint venture and cooperation funds within and outside the country.

6. Implementation period: 1997-2003, divided into two phases:

- Phase I: 1997-2000.

- Phase II: 2001-2003.

7. Based on the Program approved by the Prime Minister, proceed to develop and approve component projects according to the management mechanism for National Programs stipulated in Decision No. 531/TTg dated August 8, 1996 of the Prime Minister and the Regulation on Investment and Construction Management issued together with Decree No. 42/CP dated July 16, 1996 of the Government.

The development, approval, and organization of implementation of component projects of the National Sports Program must be closely integrated with related National Programs.

Article 2. The General Department of Physical Culture and Sports is the management agency of the National Sports Program. The Director of the General Department of Physical Culture and Sports decides on the composition and operational regulations of the Program Steering Committee and organizes the implementation of the Program according to the provisions in Decision No. 531/TTg dated August 8, 1996 of the Prime Minister on managing National Programs.

Article 3. This Decision shall take effect fifteen days from the date of signature.

Article 4. Ministers, Heads of central ministries, Heads of government agencies, Chairpersons of provincial People's Committees directly under the Central Government are responsible for implementing this Decision.
