BASED ON DECREE NO. 188/2007/ND-CP OF DECEMBER 27, 2007 OF THE GOVERNMENT PROVIDING THE FUNCTIONS, TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF HEALTH;
BASED ON DECREE NO. 22/2010/ND-CP OF MARCH 9, 2010 OF THE GOVERNMENT AMENDING AND SUPPLEMENTING ARTICLE 3 OF DECREE NO. 188/2007/ND-CP;
At the proposal of the Director of the Department of Planning and Finance,

Article 1. ATTACHED TO THIS DECISION ARE THE "NATIONAL CRITERIA FOR RURAL HEALTH PHASE 2011-2020" AND THE "GUIDELINES FOR IMPLEMENTATION OF NATIONAL CRITERIA FOR RURAL HEALTH PHASE 2011-2010." THESE CRITERIA APPLY TO ALL VILLAGES, WARD, TOWN (COLLECTIVELY REFERRED TO AS VILLAGE).
Article 2. ASSIGN THE PLANNING AND FINANCE DEPARTMENT TO BE THE LEAD, COORDINATE WITH THE DEPARTMENTS, BUREAUS, GENERAL DEPARTMENTS AND RELATED UNITS TO ORGANIZE GUIDANCE FOR LOCALITIES IN IMPLEMENTING THESE CRITERIA.
Article 3. THIS DECISION SHALL TAKE EFFECT FROM THE DATE OF SIGNATURE AND REPLACE DECREE NO. 370/2002/QD-BYT OF FEBRUARY 7, 2002 OF THE MINISTER OF HEALTH ON THE ISSUE OF NATIONAL STANDARDS FOR RURAL HEALTH PHASE 2001-2010.
Article 4. MR./MS. HEAD OF THE MINISTRY'S OFFICE, HEAD OF THE MINISTRY'S INSPECTION, DIRECTORS OF THE DEPARTMENTS, DIRECTORS OF THE BUREAUS, DIRECTORS OF THE GENERAL DEPARTMENTS, HEADS OF THE MINISTRY'S SUBORDINATE UNITS, DIRECTORS OF PROVINCE HEALTH SERVICES, DIRECTORS OF CITY HEALTH SERVICES UNDER THE CENTRAL GOVERNMENT, AND HEADS OF RELATED UNITS ARE RESPONSIBLE FOR ENFORCING THIS DECISION./.
