THE MINISTER OF INDUSTRY
Pursuant to Decree No. 55/2003/ND-CP dated May 28, 2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Industry;
Pursuant to the investment management and construction regulations issued together with Decree No. 52/1999/ND-CP dated July 8, 1999, and amended and supplemented by Decree No. 12/2000/ND-CP dated May 5, 2000 and Decree No. 07/2003/ND-CP dated January 30, 2003 of the Government;-Pursuant to Circular No. 923/CP-CN dated August 6, 2002 of the Prime Minister assigning the Ministry of Industry to review and approve the planning for small rivers not included in the National Hydropower Planning study project;
Considering the report No. 464/TTr-EVN-TD dated January 27, 2005 of Vietnam Electricity Corporation on the approval of the National Small Hydropower Planning, the research dossier of the National Small Hydropower Planning prepared by Company 1 for Consulting Construction in January 2005, revised in August 2005;
Pursuant to the comments from the People's Committees of provinces regarding the National Small Hydropower Planning project;
At the proposal of the Director of the Energy and Oil Department.
Approves the National Small Hydropower Planning for 24 provinces and cities with the main contents as follows:
ON DECREE
Article 1. 1. Capacity scale of projects: From 1 MW to 30 MW. The total number of projects is 239, with a total capacity of 1,520.67 MW. Details on the number and capacity of projects by province are set out in Table 1. The capacity scale of projects will be accurately determined when preparing the investment project.
2. The number and list of small hydropower projects by province are set out in the annex attached hereto.
3. List of small hydropower projects in the provinces of Lao Cai, Ha Giang, Quang Nam, Gia Lai, Dak Lak, Dak Nong, Kon Tum according to separate decisions already approved.

Investment in medium and small hydropower projects must be consistent with the power development planning for each province during the period 2006-2010, taking into account up to 2015, synchronized with the plan and progress of investment in the transmission grid system of 110-220KV, in line with economic and social planning, water supply planning for agriculture and industry at the local level. During the process of management and implementation, if there are any difficulties requiring adjustments or supplements to the planning, please reflect them to the Ministry of Industry for consideration and resolution. |
