Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government stipulating the functions, tasks, powers, and state management responsibilities of Ministries and ministerial-level agencies;

Considering the proposal of the General Director of the Vietnam Railway Association at Circular No. 109CV/TCCB-LD dated February 4, 1994, and that of the Head of the Personnel and Labor Department.

Article 1:

Establishing the "Project Management Board for Restoring Rail Bridges on the Hanoi - Ho Chi Minh City Route" (financed by foreign investment), abbreviated as the "Rail Bridge Project Management Board," under the Vietnam Railway Association, effective from the date of issuance of this decision.

Article 2:

The Rail Bridge Project Management Board shall have the following main tasks:

2.1. Representing the investor to implement the project for restoring, renovating, and upgrading rail bridges on the Hanoi - Ho Chi Minh City route, including the following stages:

Organizing the preparation of investment files, construction preparation files, including tender documentation and selection of contractors.

Signing contracts with contractors.

Supervising the construction process.

Organizing acceptance, payment, and final acceptance for putting the works into operation.

Summarizing and settling accounts for the project.

2.2. Preparing reports for the General Director of the Vietnam Railway Association on the progress, quality, and actual capital expenditure of the project, and evaluating the overall results of the project upon completion.

Article 3:

The Rail Bridge Project Management Board shall be led by a Director, assisted by a Deputy Director and a number of staff members.

The organizational structure, operational mechanism, and staffing level of the board shall be determined by the General Director of the Vietnam Railway Association.

The office of the Rail Bridge Project Management Board shall be located in Hanoi.

The board may open an account at a bank and use its own seal.

Article 4:

The General Director of the Vietnam Railway Association, the Head of the Ministry's Office, Heads of Departments, and Heads of specialized agencies shall implement this decision within their respective areas of responsibility./.
