Decision No. 347-TTg on the establishment of the Central Steering Committee for Housing and Land Policy

REGARDING THE ESTABLISHMENT OF THE CENTRAL GUIDANCE COMMITTEE ON HOUSING POLICY AND RESIDENTIAL LAND

PRIME MINISTER

Pursuant to the Government Organization Law dated September 30, 1992;

Pursuant to Decree No. 60-CP dated July 5, 1994 of the Government on ownership rights to housing and land use rights in urban areas, and Decree No. 61-CP dated July 5, 1994 of the Government on the sale and business of housing;

To ensure the consistent and thorough implementation of the two aforementioned decrees;

At the proposal of the Minister of Construction, the Minister of Finance, the Director of the State Price Committee, and the Director General of the Land Administration Department,

DECISION:

Article 1. The Central Guidance Committee on Housing Policy and Residential Land (hereinafter referred to as the Central Guidance Committee) is hereby established with the following composition:

Comrade Tran Duc Long,

Comrade Ngo Xuan Loc, Minister of Construction, Deputy Chairman;

Comrade Pham Si Lien, Deputy Minister of Construction, Member;

Comrade Nguyen Sinh Hung, Deputy Minister of Finance, Member;

Comrade Chu Van Thinh, Deputy Director General of the Land Administration Department, Member;

Comrade Le Van Tan, Deputy Director of the State Price Committee, Member;

Comrade Deputy Minister of Justice, Member;

Invite one Vice-Chairman of the Central Steering Committee of the Vietnam Fatherland Front and one Vice-Chairman of the Vietnam General Confederation of Labor to be Members.

Article 2. The Central Guidance Committee shall have the responsibility to assist the Government in uniformly guiding the implementation of the two decrees on ownership rights to housing and land use rights in urban areas, and on the sale and business of housing throughout the country, specifically as follows:

1. Direct relevant ministries and sectors to promptly issue comprehensive guiding documents for the implementation of the two decrees;

2. Direct the organization of training sessions at central and local levels to ensure the understanding and implementation of the policies and steps outlined in the two decrees;

3. Supervise and inspect the preparation of plans and procedures for implementation by localities. Directly address issues encountered by sectors and localities. For matters exceeding their authority, report to the Prime Minister for decision;

4. Have the responsibility to dispatch teams of experts to key areas such as Hanoi, Ho Chi Minh City, Hai Phong, and Quang Nam - Da Nong provinces to supervise, monitor situations, identify emerging issues, and report them to the Guidance Committee for resolution;

5. Report to the Prime Minister every six months on the results of implementing the two decrees nationwide and the plan for the next six months, paying particular attention to key areas such as Hanoi, Ho Chi Minh City, Hai Phong, and Quang Nam - Da Nong province.

Article 3. The Chairman of the Central Guidance Committee decides to establish a permanent office comprising experts from related sectors with extensive experience in housing and land issues to assist the Guidance Committee in fulfilling its functions and responsibilities. The permanent office of the Guidance Committee will be located at the Ministry of Construction - 37 Le Dai Hanh Street, Hanoi.

Article 4. The Central Guidance Committee has the authority to request localities and ministries to provide data and reports on issues related to the implementation of the two decrees.

Article 5. The Ministry of Finance shall allocate funds to support the activities of the Central Guidance Committee.

Article 6. This Decision takes effect from the date of signature. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairmen of People's Committees of provinces and centrally governed cities, and members of the Guidance Committee are responsible for implementing this Decision.
