Guidelines on the allowance system for enforcement officers in civil execution
Implementing Decision No. 76/2001/QĐ-TTg dated May 14, 2001 of the Prime Minister regarding the allowance system for enforcement officers in civil execution; the Government Organizational and Cadre Affairs Board, Ministry of Finance, and Ministry of Justice jointly issue guidelines to implement the allowance system for enforcement officers in civil execution as follows:

I. OBJECTS AND AMOUNT OF ALLOWANCE:
Enforcement officers working at civil execution agencies shall receive an allowance of 100,000 VND per person per month.
II. SOURCE OF FUNDS AND METHOD OF PAYMENT:
1. Source of funds:
The source of funds to implement the allowance system as stated above is allocated in the annual budget estimates of agencies with beneficiaries according to Article I of this Circular.
2. Method of payment:
- The allowance for enforcement officers belonging to a unit shall be paid by that unit.
- The amount of allowance stipulated in this Circular shall be calculated and paid together with the monthly salary and shall not be counted towards social insurance or health insurance benefits.
3. Management and settlement of funds:
The management, disbursement, accounting, and settlement of funds under this allowance system shall comply with current financial management regulations and shall be recorded in item 102, sub-item 08 according to the corresponding chapter, type, article, and category in the State budget classification.
III. IMPLEMENTATION:
This Circular takes effect from July 1, 2001. Any difficulties encountered during implementation should be promptly reported to the relevant ministries for study and resolution./.
