REGULATIONS

CRITERIA FOR THE TITLES OF EXCELLENT PART-TIME EDUCATION CENTER TEACHER, ADVANCED PART-TIME EDUCATION CENTER, OUTSTANDINGLY ADVANCED PART-TIME EDUCATION CENTER
(Issued together with Decision No. 35/2001/QĐ-BGD&ĐT dated August 8, 2001 of the Minister of Education and Training)

Part A:

CRITERIA FOR THE TITLE OF EXCELLENT PART-TIME EDUCATION CENTER TEACHER

I- CRITERIA FOR THE TITLE OF EXCELLENT PART-TIME EDUCATION CENTER TEACHER AT THE LOCAL LEVEL
The title of Excellent Part-time Education Center Teacher (PTEC) at the local level is the title of Model Worker at the local level applicable to teachers working at PTECs and can be applied to primary school supplementary teachers, lower secondary school supplementary teachers, upper secondary school supplementary teachers, vocational teachers, foreign language teachers, computer teachers, and other teachers within PTECs.
The evaluation of commendation titles for staff and teachers who are teaching or working at other units but participating in teaching at PTECs shall be conducted at their directly managing units, not at PTECs.
Individuals awarded the title of Excellent PTEC Teacher at the local level must meet the Laborer Merit title and the following three criteria:
Criterion 1: Successfully completing teaching and educational tasks.
Criterion 2: Having good moral character. Serving as a model in adhering to Party policies and state laws, promoting team spirit and assisting colleagues, maintaining good relations with students, and being a core member in the competition movement.
Criterion 3: Actively studying politics, culture, professional knowledge, and vocational skills to enhance their qualifications and meet the requirements for improving educational and training quality.
1- Specific content of Criterion 1:
1.1- Strictly implementing the curriculum, successfully fulfilling teaching tasks. Adhering to industry regulations and PTEC rules such as lesson preparation, grading, classroom instruction, student assessment, use of teaching aids, records, and files.
1.2- Ensuring the systematic and accurate transmission of basic knowledge, developing practical skills for students. Meeting the basic requirements of knowledge and skills for each lesson, encouraging students' active, creative learning.
1.3- For the subject(s) taught, ensuring that a significant number of students achieve good grades, without any failing students, and the percentage of students with average scores below five does not exceed 10%.
1.4- Having recognized, disseminated, and implemented innovative ideas and experiences at the PTEC.
1.5- Effectively managing students, paying attention to the education of individual students, caring for and helping disadvantaged students, educating students through teaching and educational activities. Building close relationships between the center and society.
1.6- Being recognized as an excellent teacher at the PTEC level or an excellent teacher at the district level for primary school supplementary teachers and lower secondary school supplementary teachers, or achieving high performance in annual specialized competitions (if organized).
2- Specific content of Criterion 2:
2.1- Being exemplary in teaching work, passionate about and committed to the profession, highly regarded by colleagues.
2.2- Having good moral character, serving as a model in adhering to Party policies and state laws; strictly complying with PTEC internal regulations.
2.3- Having self-reliance, overcoming difficulties, assisting colleagues, maintaining good relations with students. Actively participating in competition movements, contributing to building a cohesive and strong collective.
3- Specific content of Criterion 3:
3.1- Actively studying politics, culture, professional knowledge, and vocational skills. Fully participating in all professional meetings and specialized conferences of the PTEC, District Education and Training Department, and Provincial Department of Education and Training.
3.2- Being a core professional and vocational figure at the PTEC. Having a high reputation among colleagues and being trusted by students. Promoting teamwork and effectively assisting colleagues.
3.3- Participating in professional development courses and achieving high results.
3.4- Meeting the professional qualification standards set by the Ministry of Education and Training for each level of education.
II- CRITERIA FOR THE TITLE OF EXCELLENT PTEC TEACHER AT THE PROVINCE-CITY LEVEL UNDER THE CENTRAL GOVERNMENT
To obtain the title of Excellent PTEC Teacher at the province-city level under the central government (hereinafter referred to as the province), the following three criteria must be met:
Criterion 1: Achieving the title of Excellent PTEC Teacher at the local level for three consecutive years.
Criterion 2: Achieving outstanding and exemplary results among Excellent PTEC Teachers at the local level. Ranking high in provincial-level teaching competitions or demonstrations (if organized).
Criterion 3: Having recognized innovations and experiences at the provincial level, which have been applied and disseminated from the district level upwards.
In cases where the individual has not continuously achieved the title of Excellent Teacher at the grassroots level for three consecutive years, they must meet three outstanding criteria for the title of Excellent Teacher at the grassroots level, serving as a prominent role model for the province.
III- CRITERIA FOR THE TITLE OF EXCELLENT TEACHER AT THE CENTRAL LEVEL OF CONTINUOUS EDUCATION AT THE NATIONAL LEVEL
To be awarded the title of Excellent Teacher at the Central Level of Continuous Education at the national level, the following three criteria must be met:
Criterion 1: Achieve the title of Excellent Teacher at the provincial level twice consecutively.
Criterion 2: Achieve outstanding and exemplary results among teachers at the Central Level of Continuous Education who have been awarded the title of Excellent Teacher at the provincial level, or be recognized as an excellent teacher in national teaching competitions or demonstrations (if organized).
Criterion 3: Have innovative and valuable experiences recognized at the provincial level, which have been widely applied and disseminated in counties, provinces, and regions.
In cases where the individual has not continuously achieved the title of Excellent Teacher at the Central Level of Continuous Education at the provincial level for two consecutive times, they must meet three outstanding criteria for the title of Excellent Teacher at the provincial level, serving as a prominent role model for the province.
PROCEDURE FOR REVIEWING AND AWARDED THE TITLE OF EXCELLENT TEACHER AT THE CENTRAL LEVEL OF CONTINUOUS EDUCATION
The procedure for reviewing and awarding the titles of Excellent Teacher at the Central Level of Continuous Education at various levels shall be carried out in accordance with Circular No. 14/1999/TT-BGDĐT dated March 22, 1999, issued by the Ministry of Education and Training, specifically as follows:
1- Reviewing and awarding the title of Excellent Teacher at the grassroots level.
The title of Excellent Teacher at the grassroots level is reviewed and awarded annually based on the academic year, with one review and commendation session per year. To provide a basis for the Grassroots Competition and Commendation Council to consider and select, the following steps must be taken:
The Continuous Education Center organizes professional inspections, evaluates professional skills, teaching methods, reviews files and records, checks compliance with regulations, and assesses teaching quality and student education.
Individuals self-assess their achievements according to the three criteria, and the subject department provides feedback and votes.
- For primary school supplementary teachers and junior high school supplementary teachers.
The Grassroots Competition and Commendation Council proposes, and the County Education Department's Competition and Commendation Council reviews and recommends the Director of the Department of Education and Training or the Chairman of the People's Committee of the county to decide on the award.
- For senior high school supplementary teachers, vocational teachers, technical teachers, foreign language teachers, and computer science teachers.
The Grassroots Competition and Commendation Council proposes, and the Provincial Education Department's Competition and Commendation Council reviews and recommends the Director of the Department of Education and Training to decide on the award.
2- Reviewing and awarding the title of Excellent Teacher at the provincial level.
The title of Excellent Teacher at the provincial level is reviewed and awarded every five years, with two sessions held in the third and fifth years of the five-year plan.
The lower-level Competition and Commendation Council proposes, and the Provincial Education Department's Competition and Commendation Council reviews and reports to the Provincial Competition and Commendation Council, recommending the Chairman of the People's Committee of the province to decide on the award.
3- Reviewing and awarding the title of Excellent Teacher at the national level.
The title of Excellent Teacher at the national level is reviewed and awarded once every five years, at the end of the five-year plan.
Provinces and the Education and Training Department's Competition and Commendation Council select, and the Minister of Education and Training submits to the Prime Minister for decision through the Central Competition and Commendation Council.

Part B:
CRITERIA FOR THE TITLE OF ADVANCED CONTINUOUS EDUCATION CENTER

The title of Advanced Continuous Education Center is a collective labor excellence award applicable to continuous education centers and applied to cultural supplementary schools. To be awarded this title, a Continuous Education Center must meet the following five criteria:
Criterion 1: Successfully complete tasks, develop and improve educational quality according to training goals and plans.
Criterion 2: Build and nurture a team of teachers who are united, responsible, and professionally competent.
Criterion 3: Construct facilities, educational environments, and teaching landscapes that meet educational requirements.
Criterion 4: At least 30% of individuals in the unit must achieve the title of Laborer of Excellence, including at least one Excellent Teacher at the grassroots level. There should be no personnel disciplined with warnings or higher penalties.
Criterion 5: Serve as a model in implementing Party policies, state laws, and effective management practices. Foster a strong, cohesive team and effectively conduct competition and commendation activities.
1- Specific content of Criterion 1:
1.1- Strictly implement the curriculum, content, and teaching plan. Organize other educational activities well, cultivate excellent students, and remediate weaker students in accordance with regulations.
1.2- Implement measures and solutions to promote innovation, improve teaching methods, enhance comprehensive educational quality and training effectiveness.
1.3- Achieve good educational standards, effectively implement educational and training programs, and have students achieving excellent grades.
1.4- Effectively implement development plans, ensuring stable growth in quantity. Align center activities with local socio-economic objectives.
2- Specific content of Criterion 2:
2.1- Build a united teaching staff who love their profession and care for student education.
2.2- Ensure sufficient teachers for required subjects.
2.3- The proportion of teachers meeting current standards:
- In cities and towns, plains areas: 100%
- In mountainous, remote areas: 80% or more.
Provide conditions for teachers to improve their qualifications to standard and above. 2.4- Effectively implement regular and periodic training plans. The proportion of teachers receiving professional training during the academic year should be 80% or more. Include at least one Excellent Teacher at the grassroots level, and no weak teachers.
3- Specific content of Criterion 3:
3.1- Have essential classrooms and office spaces; create a natural environment and teaching landscape.
3.2- Have sufficient desks, chairs, experimental equipment, and minimum teaching aids. Establish a library with shared bookshelves.
3.3- Properly maintain and efficiently utilize facilities, libraries, and teaching equipment; encourage teachers to make and use teaching materials.
4- Specific details of Criterion 4:
4.1. At least 30% of staff members must achieve the title of Laborer of Excellence.
4.2. Must have at least one teacher who has achieved the title of Excellent Teacher at the Central Level of Continuous Education at the grassroots level.
4.3. There is no person disciplined with a warning or higher form of discipline.
5- Specific content of criterion 5:
5.1. Strictly comply with the Party's policies and guidelines. Adhere to state policies, regulations, and laws, as well as industry and local regulations.
5.2. The school's organizational structure is synchronized and streamlined. Annual, semester, and monthly activity plans are established. Scientific management and operation are conducted according to the center's functions, tasks, and regulations.
5.3. Maintain good relations with the community, actively participate in social activities, and provide advice to local authorities on non-formal education. Effectively promote the socialization of education.
5.4. The staff, teachers, and administrative personnel are united and consistent. Democratic and transparent practices are well-implemented according to inspection regulations. Various measures are taken to improve the living conditions of staff, teachers, and administrative personnel.
5.5. The Party organization meets the criteria for integrity and strength, the Trade Union achieves a strong grassroots level, and the Ho Chi Minh Youth Union is rated as good or better. Commendation and reward work is emphasized, fully implemented, and yields results in the annual competition and commendation tasks.

Part C:
REGULATIONS ON THE CRITERIA FOR THE TITLE OF ADVANCED AND OUTSTANDING CONTINUOUS EDUCATION CENTER


The title of Advanced and Outstanding Continuous Education Center is an outstanding collective labor award applied to continuous education centers and can be extended to supplementary cultural schools. To be awarded this title, a continuous education center must meet the following five criteria:
Criterion 1: Successfully complete tasks, meeting the learning needs of the community served by the center, diversifying educational forms, developing and improving educational quality according to training goals and plans.
Criterion 2: Build and nurture a team of teachers who are united, responsible, and professionally competent.
Criterion 3: Construct facilities, educational environments, and teaching landscapes that meet educational requirements.
Criterion 4: At least 50% of individuals in the unit achieve the Excellent Worker title. Individuals must also achieve the title of Model Worker, Excellent Teacher at the grassroots or provincial level. There should be no person disciplined with a warning or higher form of discipline.
Criterion 5: Serve as a model in implementing the Party's policies and guidelines and state laws. Management operations are systematic and effective, fostering a strong and united team. A widespread, practical, and effective competitive movement is promoted.
1- Specific content of Criterion 1:
Criterion 1 includes four contents similar to the criteria for the title of Advanced Continuous Education Center. Achievements in each content are more complete and higher than those of the Advanced Continuous Education Center title. Some contents achieve outstanding results.
Content 1.3 requires achieving the following level:
1.3- Educational quality reaches a good standard, effectively implementing educational and training activities, having excellent students at the provincial level or higher.
2- Specific content of Criterion 2:
Criterion 2 includes four contents similar to the criteria for the title of Advanced Continuous Education Center. Achievements in each content are more complete and higher than those of the Advanced Continuous Education Center title. Some contents achieve outstanding results.
Content 2.4 requires achieving the following level:
2.4- Effectively implement regular and periodic training plans as prescribed. The percentage of teachers receiving professional training during the academic year must be 90% or higher. There must be provincial-level excellent teachers, and no teachers rated as weak in teaching.
3- Specific content of Criterion 3:
Criterion 3 includes three contents similar to the criteria for the title of Advanced Continuous Education Center and Advanced Supplementary Cultural School. Achievements in each content are more complete and higher than those of the Advanced title. Some contents achieve outstanding results.
4- Specific details of Criterion 4:
4.1. At least 50% of staff, administrative personnel, and teachers must achieve the Excellent Worker title.
4.2. Ten percent of teachers must achieve the Excellent Teacher title at the grassroots level. Individuals must also achieve the titles of Model Worker and Excellent Teacher at the provincial level within the year or the immediately preceding academic year.
4.3. There is no person disciplined with a warning or higher form of discipline.
5- Specific content of criterion 5:
Criterion 5 includes five contents similar to the criteria for the title of Advanced Continuous Education Center. Achievements in each content are more complete and higher than those of the Advanced Continuous Education Center title. Some contents achieve outstanding results.

PROCEDURE FOR AWARDS AND RECOGNITION OF THE TITLES OF ADVANCED AND OUTSTANDING CONTINUOUS EDUCATION CENTERS

The titles of Advanced Continuous Education Center and Advanced and Outstanding Continuous Education Center are reviewed and recognized annually, with awards given once per academic year.
The procedure for reviewing and recognizing the titles of Advanced Continuous Education Center and Advanced and Outstanding Continuous Education Center is carried out in accordance with Circular No. 14/1999/TT-BGDĐT dated March 22, 1999, issued by the Ministry of Education and Training, specifically as follows:
1- Review and recognize the title of Advanced Continuous Education Center
The Center's Competition and Reward Council proposes, the Provincial Education and Training Competition and Reward Council reviews, and the Director of the Department of Education and Training decides to recognize.
2- Review and recognize the title of Advanced and Outstanding Continuous Education Center
The lower-level Competition and Reward Council proposes, the Provincial Education and Training Competition and Reward Council proposes, the Provincial Competition and Reward Council reviews, and the Chairman of the People's Committee of the province decides to recognize.
