Decision No. 35/2002/QĐ-BKHCNMT of the Ministry of Science, Technology and Environment promulgates the list of mandatory Vietnamese environmental standards to be applied from January 1, 2003. This list provides detailed regulations on air quality, noise, water, soil, and vibration.

On the promulgation of the list of mandatory environmental standards

MINISTER OF THE MINISTRY OF SCIENCE AND TECHNOLOGY AND ENVIRONMENT
Pursuant to Article 16 of the Environmental Protection Law adopted by the National Assembly on December 27, 1993 and effective from January 10, 1994;
Pursuant to the Quality of Goods Ordinance dated December 24, 1999;
Pursuant to Article 22 of Government Decree No. 175/CP guiding the implementation of the Environmental Protection Law;
Pursuant to Government Decree No. 22/CP dated May 22, 1993 on the tasks, powers, and organizational structure of the Ministry of Science, Technology, and Environment;
Considering the proposal of the Director of the Environmental Department.

Article 1: Now hereby promulgating with this Decision the List of Mandatory Vietnamese Standards on the environment.
Article 2: In cases where the list provided for in Article 1 contains multiple Vietnamese Standards (VNS) applicable to the same object, the parameters and pollutant concentrations not specified in newly issued VNS shall be applied according to the previously issued VNS also included in this list.
Article 3: The sampling, analysis, calculation, and determination methods for each parameter and specific concentration are stipulated in the corresponding VNS issued by the Ministry of Science, Technology, and Environment.
Article 4: Organizations and individuals, both Vietnamese and foreign, have the responsibility to implement the relevant standards set forth in Article 1 of this Decision in the process of project development and production and business activities within the territory of the Socialist Republic of Vietnam.
Article 5: This Decision takes effect from January 1, 2003.
