Regarding the Delegation of Authority to Universities for Decision-Making and Responsibility in Overseas Departure Management

THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decree No. 05/2000/NĐ-CP dated March 3, 2000 of the Government Chairman on the delegation of authority to universities for decision-making and responsibility in overseas departure management;
Pursuant to Circular No. 1679/CVCP-QHQT dated April 1, 2002 of the Government Office notifying the Prime Minister's approval for ministries to delegate authority to university presidents to decide or permit staff under their management to depart overseas according to Decree No. 05/2000/NĐ-CP dated March 3, 2000 of the Government Chairman;
Considering the proposal of the Director of the Department of Organization and Cadres.
DECISION:
Article 1. - Now delegates authority to the Hanoi University of Water Resources and the Hanoi University of Forestry to make decisions on departures for official employees and long-term workers for work-related and personal purposes as follows:
- The Minister decides on departures for the president, vice-presidents, directors of affiliated centers, department heads, division chiefs, head of departments, laboratory directors, company directors under the university, professors, senior lecturers, postgraduate students, those receiving academic titles from abroad, experts or foreign collaborators, and those dispatched by the Party and State to high-level delegations.
- The university president decides on departures for all other personnel not covered above.
Article 2. - The university president shall bear full legal responsibility and must comply with current government and ministry regulations on personnel management, passport management, and effectiveness when making departure decisions.
Article 3. - Implementation management:
- Units shall immediately send departure decisions and submit semi-annual reports and annual summaries to the Personnel Organization Department and the International Cooperation Department. - Assign the Personnel Organization Department and the International Cooperation Department to provide guidance, conduct inspections within their functions, and compile reports on departures from units with delegated authority.
Article 4. - This decision takes effect fifteen days from the date of issuance.
The Head of the Ministry’s Office, the Heads of the Personnel Organization Department and the International Cooperation Department, the Presidents of the Hanoi University of Water Resources and the Hanoi University of Forestry, and the Heads of related units under the Ministry are responsible for implementing this decision./.
