2003 CONCERNING THE ISSUANCE OF THE CURRICULUM FOR THE SUBJECT COMMUNIST IDEAS OF HO CHI MINH AT UNIVERSITY AND COLLEGE LEVELS

Pursuant to Decree No.86/2002/NĐ-CP dated November 5, 2002, of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Pursuant to Decree No. 29/CP dated March 30, 1994 of the Government on the tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decision No. 494/QĐ-TTg dated June 24, 2002 of the Prime Minister approving the project "Some measures to improve the quality and effectiveness of teaching and learning courses on Marxist-Leninist theory and Ho Chi Minh's thought in universities and colleges; political courses in vocational high schools;"

Pursuant to Circular No.1026/CV-KGTWdated July 14, 2003 of the Central Committee for Science and Technology and Circular No.3292/CV-TTVH dated July 10, 2003 of the Central Committee for Ideology and Culture regarding the review of the curriculum for the subject Communist Ideas of Ho Chi Minh at university and college levels.

Based on the proposal of the Director of the Political Work Department and the Director of the University Department,

DECISION:

Article 1. This Decision hereby promulgates the curriculum for the subject Communist Ideas of Ho Chi Minh at university and college levels.

Article 2. This Decision shall take effect 15 days from the date of publication in the Official Gazette and be implemented from the academic year 2003-2004. All previous decisions that conflict with this Decision are hereby abolished.

Article 3. The Director of the Political Work Department shall be responsible for organizing the compilation and review of the textbook for the subject Communist Ideas of Ho Chi Minh used in universities and colleges, and guiding its implementation after the textbook has been reviewed by the Central Committee for Science and Technology and the Central Committee for Ideology and Culture.

Article 4. The Head of the Office, the Directors of the Political Work Department and the University Department, and the Rectors of universities and colleges shall be responsible for implementing this Decision.

CURRICULUM

SUBJECT COMMUNIST IDEAS OF HO CHI MINH (AT UNIVERSITY AND COLLEGE LEVELS)

(PROMULGATED BY DECISION NO. 35/2003/QD-BGDĐT DATED JULY 31, 2003 OF THE MINISTER OF EDUCATION AND TRAINING)

1. Course name: Communist Ideas of Ho Chi Minh.

2. Credit units: 3 credit units (45 class hours).

3. Level: For university and college students.

4. Time allocation: - Classroom instruction: 70%.

5. Prerequisites: Students must have completed the following courses: Marxist-Leninist Philosophy, Marxist-Leninist Political Economy, Scientific Socialism, History of the Communist Party of Vietnam.

6. Brief description of course content: The course includes six lessons on the basic content of Ho Chi Minh's Thought and one lesson on the application of Ho Chi Minh's Thought by the Party and State in the current renewal process and in the revolutionary cause of Vietnam.

7. Student responsibilities: Must read and study the textbook before class, prepare questions and suggestions for discussion during lectures. Prepare seminar presentations and collect relevant materials related to the lecture topics.

8. Study materials: - Textbook on Communist Ideas of Ho Chi Minh compiled under the guidance of the Central Committee for Science and Technology and published by the National Political Publishing House. - Detailed curriculum for the subject Communist Ideas of Ho Chi Minh issued by the Ministry of Education and Training. - Reference books: materials for studying Communist Ideas of Ho Chi Minh provided by the Central Committee for Ideology and Culture for party members and grassroots cadres. - Complete Works of Ho Chi Minh, CD-ROM version of Complete Works of Ho Chi Minh. - Resolutions and documents of the Party.

9. Evaluation criteria for students: As stipulated in the general academic regulations: attend all scheduled classes, read assigned materials, and prepare questions before lectures. Fully participate in seminars (discussions, field trips to museums and historical sites with written reports), two quizzes, and a final exam.

10. Grading scale: 10 points.

11. Course objectives: To help students grasp the basic content of the subject Communist Ideas of Ho Chi Minh, which is the application and creative development of Marxism-Leninism under specific conditions in Vietnam, as reflected in the policies, viewpoints, directives, resolutions of the Party, and laws of the State. From this, to strengthen their belief in the socialist path in Vietnam, enhance national pride in the Party and Uncle Ho, and foster a sense of responsibility to contribute to building and defending the country in their assigned roles.

National issues in Ho Chi Minh's thoughts: essentially the issue of colonial nations in the era of proletarian revolution, reflected in the viewpoints to gain independence and development - Independence and freedom are sacred and inviolable rights of all nations. - In countries struggling for independence, genuine nationalism remains a significant driving force. - Seamlessly combining nationality with class, national independence and socialism, patriotism with internationalism, independence for one's own nation while also supporting the independence of all nations.

Chapter II. HO CHI MINH'S THOUGHTS ON THE NATIONAL LIBERATION REVOLUTION

1. The victory of the national liberation revolution must follow the path of the proletarian revolution.

2. The national liberation revolution to succeed must be led by the Party of the working class.

3. The national liberation revolution is a united effort of the entire people based on the worker-peasant alliance.

4. The national liberation revolution needs to be carried out proactively, creatively, and capable of achieving victory before the proletarian revolution in the home country.

5. The national liberation revolution must be implemented through violent means, combining the political strength of the masses and the armed forces of the people.
